Ethiopia: Middle Passage to the Middle East

From the International Slave Trade to the International Maid Trade

In the days of the Atlantic slave trade, the Middle Passage was the journey of slave trading ships from the west coast of Africa to the New World. Portuguese, British, French, Spanish, Dutch and other slave traders maintained outposts along the African coast to transact their business with their local slave raiding partners. Millions of African slaves were sold or traded for manufactured goods or raw materials. In the grueling journey, the slaves were often shackled and chained to the floor to gain maximum cargo capacity. Many died from disease, starvation, dehydration and suffocation. Many also committed suicide by jumping overboard. Those who resisted their masters were beaten and even killed. Plantation owners treated the slaves like cattle; and those working in the fields were often flogged and beaten. Female slaves were the objects of sexual desire and abuse by their masters.  The law required runaway slaves (“fugitive slaves”) who escaped their bondage to be returned to their masters who punished them severely.

MWThere is a Middle Passage of sorts taking place today from Ethiopia to the Middle East. It is what lawyer Khaled Ali Beydoun and others have described as the Ethiopian “Maid Trade”.  Today a network of unscrupulous modern-day slave-traffickers (“human traffickers”) and “private labor employment agencies” operating under license by the ruling regime in Ethiopia transship thousands of young Ethiopian women to various parts of the Middle East to work as domestic servants in what amounts to “contract slavery” with little follow up and monitoring to ensure their well-being and welfare in their host countries.

The plight of Ethiopian women domestic workers in the Middle East has been documented in Bina Fernandez’s survey research (Ch. 7).  In 2009, “over 74,000 people risked their lives to enter Yemen en route to Saudi Arabia, of which 42,000 were Ethiopians.”  According to official data, 91% of the Ethiopian domestic workers in the Middle East were single women, 83% between the age of 20–30 age group, 63% had some secondary education, 26% were illiterate and 71% Muslim and 93% earned US$100–150 per month. Some of these women “officially registered with the government as a migrant worker”.  Others “worked through illegal brokers who are viciously exploitative [and] often take the women’s money and sometimes abandon them in the desert before they even reach Somalia.”

The “Middle Passage” of Middle East “contract slavery” for the young Ethiopian women is unspeakably harrowing.  Their working conditions are described as slave-like, except, as Beydoun argues, “Shackles and whips have been replaced by more inventive designs to dehumanize, suppress, and subsequently enslave persons for economic or sexual purposes.”  Fernandez reported that the women live-in domestic workers she interviewed were “on-call 24 hours a day, 7 days a week, and working between 10 and 20 hours daily.” Some of the women pulled “double duty– that is, cleaning or doing laundry for a second household, usually a relative of their employer.” Most of these women got “only one day off a month, or no break at all.” Many of these women experienced “complete physical exhaustion” and often suffered “mental breakdown” unable to “tell what day of the week it was, or what time it was.” They faced extreme physical, mental and sexual abuse. In August 2011, the world witnessed the shocking video of Shweyga Mullah, a young Ethiopian woman who cared for two of Moammar Gadhafi’s grandchildren in Libya. Because Shweyga refused to beat one of the grandchildren, Gadhaffi’s daughter-in-law “tied her hand behind her back, taped her mouth and poured boiling water on her scalding her entire body.” She suffered first degree burns over her entire body. Extreme physical and sexual abuse of Ethiopian domestic workers is not uncommon elsewhere in the Middle East as documented by Al Jazeera in 2009 in the United Arab Emirates.

Fernadez further found that that “verbal abuse by employers is commonplace” including “racial insults and discriminatory behaviour (such as separate food and dishes for them) as is non-payment or underpayment of wages. To escape their conditions, some are forced to become “runaways”. They end up doing “live-out domestic workers, brewing and selling illicit liquor, or engaging in sex work.” But they are trapped. Fernandez explains, “Their lack of legal status makes them vulnerable to greater exploitation if they are detected, as they risk blackmail, imprisonment, and/or deportation. If they wish to leave voluntarily, they often have to pay highfines for exit visas.”

On the other hand, Beydoun argues that the young Ethiopian women trafficked in the “maid trade” in Lebanon are often clueless about “what their commitment entails, and the imminent risks and hazards they will likely endure during migration and employment.” They face enormous dangers including  “overcharging of fees; debt bondage; falsification of documents; deception with regard to the nature and conditions of employment, contract substitution, exploitation and abuse, lack of preparation for employment abroad, including lack of predeparture training; forced/coerced recruitment, including being kidnapped or sold to illegal recruiters or traffickers; hazardous journey to the country of destination.”

Tears of the Ethiopian Maids

In a recent Youtube video, an unnamed young Ethiopian woman confronts a representative of the regime of Meles Zenawi in a meeting hall in the United Arab Emirates (UAE). The words of this young woman in the 2 minute video are so powerful, so overwhelming and so penetrating that the listener is brought to convulsive tears. She complains about the mistreatment and dehumanization she and other maids continue to face in life and in death in the UAE, and laments the depraved indifference of her “government” to speak up, defend and protect them from gross abuses of human rights.

…. If we run away from [our abusive employers], there is a chance we can die. There is a woman who tells us to run away. But they don’t help us. If [we] run away, we need money to pay for rent and food. [We] don’t have to run away. As much as possible, it is better to help [us]. When we live in this country [UAE], sometimes we die. Many of us are buried here. Why must an Ethiopian be buried in the Emirates? Why is that our government does not check on us, follow up on our conditions, ask about us? Why should I be buried in a foreign country? It does not matter if we are Christian or Muslim. This question has deprived me sleep. When I bow to pray, I have not been able to do so properly. Only God knows. All I do is cry. Even our dead bodies must not be buried in this country. [There was a domestic worker accused of killing her employer.] It is possible she may have done something wrong. Her government should stand and defend her and advocate for her. She should be punished as appropriate [if she is guilty] by her family or the law… We learned [within a few days of her arrest] that she was killed by the authorities [in the Emirates].

As she concluded her statement, this young woman cries out in pain, her voice quivering, tears in her eyes and pleading for an answer from someone, anyone:

Where is Ethiopia’s flag? I can’t take it anymore. I can’t take it anymore…!!!!

It was enough to make a grown man cry. It would be impossible to find a more patriotic, resolute, unwavering, steadfast and true-to-the-core Ethiopian than this young woman!! When those who have a chokehold on power declare with depraved indifference that “Ethiopia’s flag is a piece of rag”, this unnamed young Ethiopian woman cries her heart out looking of her lost Ethiopian flag. Bless her heart!

The Response of Zenawi’s Regime – Blame the Maids!

The response of Meles Zenawi’s regime to the plight of these women is morally calloused and depraved. Fernandez reported: “The term ‘runaway’ was used in a pejorative sense by one Ethiopian government official and several of the PEA [private employment agency] representatives during interviews, to describe these women as delinquents who abandon their contractual responsibilities because they do not want to work hard, and want an easy life.” Beydoun argues that the ruling regime’s efforts to combat trafficking in Lebanon were symbolic and ineffective despite the fact that an inter-agency anti-trafficking task force had been established to deal with the problem. He concluded, “Trafficked women are particularly vulnerable where their own governments fail to adequately protect them.”

Since 1998, Zenawi’s regime has put in place a “Private Employment Agency Proclamation No. 104/1998”, which provided for licensing of private employment agencies and the prosecution of illegal brokers. In 2009, this Proclamation was repealed and updated by the “Employment Exchange Services Proclamation No. 632/2009”, which required private employment agencies, among other things, “not to recruit a job seeker below the age of 18 years; not to terminate the contract of employment before acquiring the consent of the worker in writing, get approval from the Ethiopian embassy or consular office to form a new contract or to modify the existing one, register a worker sent abroad, within fifteen days, with the nearest Ethiopian embassy or consular office.”  The “private employment agency which sends workers abroad” is mandated to ensure that the working conditions in the host country not “be less favorable to an Ethiopian than the rights and benefits of those who work in a similar type and level of work in the country of employment.” The foreign employer is required to pay the “visa fee of the country of destination, round trip ticket, residence and work permit fees and insurance coverage” for the worker. Moreover, “any private employment agency which sends a worker abroad for work” must deposit cash or post bond in the minimum amount of  USD$30,000 for up to 500 workers “for the protection and enforcement of the rights of the worker.”

The real penalty for violation of the Proclamation No. 632 is suspension, revocation or cancellation of license of the employment agency. Though various stiff criminal penalties are provided in Article 40, there is little evidence of serious prosecution of human traffickers. According to a 2010 State Department report, “Between March and October 2009, the [Federal High Court’s 11th Criminal] bench heard 15 cases related to transnational labor trafficking, resulting in five convictions, nine acquittals, and one withdrawal due to missing witnesses. Of the five convictions, three offenders received suspended sentences of five years’ imprisonment, two co-defendants were fined, and one offender is serving a sentence of five years’ imprisonment.”

Similarly, according to a 2011 UNHCR report, “The [Ethiopian] government showed only nascent signs of engaging destination country governments in an effort to improve protections for Ethiopian workers and obtain protective services for victims.” Moreover, “although licensed employment agencies must place funds in escrow in the event a worker’s contract is broken, the Ministry of Foreign Affairs has never used these deposits to pay for victims’ transportation back to Ethiopia.” But the regime has readily come to the rescue of other victims of human traffickers according to the same UNHCR report: “In 2010, Ethiopia granted asylum to 1,383 Eritrean refugees deported from Egypt, many of whom claim to have been brutalized by Rashaida smugglers operating in the Sinai – including conditions of forced construction labor – or have fled Eritrea to escape situations of forced labor associated with the implementation of the country’s national service program.” While it is noble and morally commendable to assist any victim of human trafficking and human rights abuse, it is also true that charity begins at home.

What Can Be Done to Help Ethiopian Women Caught Up in the “Maid Trade”?

The international movement of labor is a fact of international life. For a poor country such as Ethiopia where unemployment is high, workers who migrate abroad are a source of much needed financial support for their families, and a source of remittances for the country in the hundreds of millions of dollars annually. But slavery, by any other name including contract slavery”, is still slavery. It is just as cruel, oppressive, exploitive, dehumanizing and degrading. These women are extremely vulnerable and have no rights and no means of support to vindicate their rights. Various commentators have argued that the demand for Ethiopian domestic workers will continue long-term as they are considered cheaper and more obedient. In other words, they are considered “model maids” who put up with a lot of abuse in quiet desperation.

One can point to international legal and moral obligations to help out these women and effectively combat human trafficking camouflaged as migrant labor. Among the relevant Conventions and protocols include: the United Nations Protocol to Prevent, Suppress, and Punish Trafficking in Persons, Especially Women and Children, the United Nations Protocol against the Smuggling of Migrants by Land, Sea, and Air, the  Convention on the Elimination of all Forms of Discrimination Against Women and the United Nations Convention Against Transnational Organized Crime and its two related protocols. Discussion of legal and moral state obligations under these Conventions would be an exercise in futility. Talking law to those who sneer and thumb their noses at the rule of law is a waste of time. So is making a moral plea or appealing to conscience as both presuppose the existence of a moral plane of discussion. All that can be done is explain what can be done!

If the problem of “contract slavery” in the Ethiopian “maid trade” is going to be addressed effectively, serious criminal investigations and prosecutions must be pursued against violators.  The aggressive crackdown that has long been directed at the independent press in Ethiopia should be re-directed to the gangs of criminal human traffickers. Various scholars and researchers have offered effective recommendations to deal with the problem including the provision of domestic skills training in a Middle Eastern context to Ethiopian women in attempt to lessen their vulnerability, working with NGOs as partner organizations to monitor their working conditions and  working with host countries  to make it easy for these workers to use the banking institutions. Some have suggested ways of improving access to the criminal justice system of the host country by providing a confidential complaint reporting process for abuse and wage payment related issues and legal assistance, expanding victim services such as shelters and hotlines engaging civil society and faith-based groups to offer assistance. There are lessons to be learned from the experiences of other countries such as the Philippines which  maintains an Overseas Employment Administration Agency to secure the interests of Filipino workers throughout the world.

Slavery By Any Other Name

Slavery was not abolished in Saudi Arabia and Yemen until 1962. A year later it was abolished in the United Arab Emirates (UAE). In the 1950s, Saudi Arabia had an estimated 450,000 slaves, nearly 20 percent of the population. Perhaps it should come as no surprise that “contract slavery” of domestic servants continues in these countries. The deep tracks of slavery do not vanish easily in the desert sand in a mere 50 years. The vast majority of the Ethiopian domestic workers end up in these three countries. In 2009, “over 74,000 people risked their lives to enter Yemen en route to Saudi Arabia, of which 42,000 were Ethiopians.” The “kafala” or sponsorship system in the Gulf States gives disproportionate power to the sponsor (employer) in the “contract” relationship. If the worker breaks her contract, she bears the cost of her return ticket and will likely pay fines and pay debts to the employment agency that arranged the sponsorship. There is no running away from “contract slavery” particularly since the migrant worker is required to surrender her passport (if legally in the country) to the employer. Through the maids may be able to run away from their cruel employers, they cannot hide. They are frequently arrested as fugitive workers, not unlike fugitive slaves of yesteryears. Unable to change their circumstances, these women endure in quiet desperation often for years.

Slavery by any other name is still slavery. In truth, there can be no “contract slavery” since only free men and free women can enter into any contracts, which leaves many of the Ethiopian women domestic workers as nothing but slaves and at best indentured servants. Article 4 of the 1948 Universal Declaration of Human Rights guarantees that “No one shall be held in slavery or servitude, slavery and the slave trade shall be prohibited in all their forms.” We must all do what we can to help our Ethiopian sisters to rise up from “contract slavery”!

OLF and Ethiopia

The news that the Oromo Liberation Front (OLF) has decided to struggle for freedom in consort with all Democratic forces in Ethiopia is the best Christmas present the Ethiopian people gave themselves. There is no question we are entering a new chapter in our struggle to be free like any other human being. The decision by the leadership of the OLF is a very significant development that has a potential to tip the balance of power. If you ask me, two hands are always better than one.

As reported by Abebe Gelaw of ESAT the OLF at its Plenary National Council meeting held in Minnesota on December 30 and 31 “announced its historic decision to drop its long-held secessionist agenda and to embrace the unity of Ethiopia under a genuine federal arrangement that must guarantee the rights, equality and liberty of all Ethiopians.” What more can one ask for?

The OLF led by Brigadier General Kemal Gelchu made a very tough decision. All Ethiopians owe him a debt of gratitude for his farsighted leadership. The position he reversed is not an easy one. It took courage by him and the other leaders to take such undertaking. Generations of our Oromo people have grown with that aim as a call of duty. It will take a lot of work to change that.

Change is something that is difficult to accept. It is natural that most of us resist change. We all have our comfort zone and any thing different is disconcerting. The OLF and Brigadier General Gulchu’s decision is bound to disturb our comfort zone. That is what leadership is all about. This is not the first tough choice made by the Brigadier General. On August 8, 2008 he defected from the Ethiopian National Defense Forces with two hundred solders and officers with him.

As a person sworn to protect Ethiopia he did not look kindly at becoming an errand boy for TPLF. Upon defection he joined the OLF and rose to position of leadership. Today under his leadership the OLF is entering a new chapter. The Oromo people have paid a heavy price under different administrations. The rest of the Ethiopian people have suffered as well. The realization by the OLF that the bond that ties us together is so strong and deep that decoupling is not a worthy endeavor is a breath of fresh air. If this bold decision will shorten the suffering of our people even by a day we welcome it.

The new situation does not sit well with some people. It is understandable. Separation, secession, self-determination have been a mantra of the liberation movements in Ethiopia for the last fifty years. It is like all other liberation movements that emerged in the sixties. You know us we Ethiopians once we got hold of something we don’t let go. ELF, EPLF, OLF, TPLF stayed true to that religion of unending struggle. It has not brought us peace or prosperity. A new OLF is emerging from the old. A smarter and mature OLF that will satisfy the real needs of the Oromo people.

The lack of competent leadership has been the Achilles heel of the movement. Many so called ‘educated’ leaders have caused a lot of agony and hardship to the Oromo people. There is no need to pretend otherwise. Over fifty years of sacrifice and nothing much to show for it is a loud statement. The TPLF mafia group acerbated the problem by stocking hatred and animosity while ruling with an iron fist from the background. The OLF was reduced to peddling hate to collect revenue while exposing its constituents to abuse and shame. In today’s Democratic Ethiopia every prison, jail, detention center is filled by Oromo political prisoners.

Ginbot 7 Movement and Dr. Berhanu should be given credit for patiently working without much fanfare and prepare the ground necessary for such decision. It shows maturity by both organizations to put differences aside and work for the common good. There are only winners and no losers in this situation. The OLF press release states “The OLF National Council also focused on the timely demand of working with other democratic forces in forming the new Ethiopia that will guarantee and protect the fundamental rights of all peoples in Ethiopia. The new social contract will and should be based on the free will and consent of all peoples in Ethiopia.”

The job is half done. It is a very promising beginning. The real work starts now. Changing people’s hearts and minds is not an easy task. On the other hand if it were easy we would not be where we are now. The TPLF regime will do all it could to throw cold water at this news. It will go out of its way to dismiss it as useless. It will create bogus news and opinions to discredit the participants. The regime fears unity more than any army. It was the unity of all those organizations under the umbrella of Kinijit that exposed the hollowness of the TPLF regime. The unity of OLF with any other organization is their nightmare come true.

The news will also get its share of criticism from the opposition. It is understandable. After all separation was the only demand on the table. The leadership of the Fronts saw it as the magic cure. The central highlanders saw it as the final disintegration of Ethiopia. Most Ethiopian political leaders used the issue to further their own agenda. Some used it a recruiting tool regardless of the consequences. At the end it came to loose its meaning except to the people on the ground that are still paying the price for failed leadership and unholy alliances.

Some in the opposition are crying foul before they even saw the press release. That is nothing new either. We love to jump the gun and dive into condemnation and mudslinging. It is a shame when it comes from those that should know better. Reasoned and well research thesis that will enhance the discussion to higher level is what is expected. I am not against opposition to the new position as articulated by the OLF but I am only asking for a seasoned discussion that will take the aspirations of our people into consideration.

It is not a good idea to scratch the bottom of the barrel and emerge with such prize as “Oromo nationalism was built by successfully deconstructing the Ethiopian nationalism. Since 1991, the former has effectively displaced the later in Oromia and as a result an entire generation has been brought up with that narrative. Furthermore, despite its limits, self-rule has allowed the rise of millions of bureaucratic elites who have vested material and political interest in preserving the gains of the Oromo struggle and maintaining the nationalist narrative.”

What exactly does that mean? Has OPDO satisfied the aspirations of the Oromo masses? Are we praising it for raising a new generation that is programmed to hate Ethiopia? Is that Good? When did being mildly screwed pass as a fair reward or a fair exchange, is that what is meant by limited self-rule? Furthermore when did Bandas that serve the occupying force get elevated to future leaders? I hope we are not thinking of rewarding TPLF controlled Oromo thugs that have amassed huge fortune robbing the Oromo people and build the new Oromia on their shoulders? It is a wobbly foundation if you ask me.

I am assuming the so called ‘bureaucratic elites’ are the same ones that for example are selling and leasing fertile Oromo land to such as Flower growers that suck every drop of water from the rivers and streams, discharge carcinogen chemicals that will stay in the soil poisoning the drinking water for the next hundred years, that hire our Oromo girls of fifteen years old to spray the flowers with chemicals without adequate protection not even lousy gloves and increase the chances of respiratory and other disease with no health insurance and no compensation and no retirement – I will say these folks are not good material for a solid foundation.

Name-calling and cynical dismissal of our leaders efforts is not a winning strategy. The OLF and Ginbot 7 are not some garden-variety organizations to be dismissed lightly. They are doing what they believe is the right thing to relive the hardship of eighty million Ethiopians that are faced with hunger, disease and ignorance as we speak. We give our leaders the respect that is due. We respect them for their vision of a better future, intelligent leadership, and their sacrifice of family and profession while working on our behalf. That is not much to ask.

Both Dr. Berhanu and Brigadier General Kemal are successful in their own right. That is why they have attained such a high level in our society and the profession they choose. They did not kill, bribe, threaten or bully to reach where they are now. We should encourage such behavior in our leaders. They are just like us and they should act like one of us. I do not have the pleasure of meeting the brigadier General but I have the honor of meeting Dr. Berhanu. I found him to be both humble and real in the way he looks at himself and his surrounding. I like it when my leader is just like me not someone that sits on my shoulder constantly telling me how better and different he is from me. If we don’t show them respect who would?

We welcome our Oromo brothers and sisters. It will not be an exaggeration to suggest that it will be very rare to find an Ethiopian with out a trace of Oromo in him. That was one of the reasons the concept of separation of Oromia from the rest of Ethiopia did not get traction. It was not because there was no national oppression, it was not because there was no injustice but rather the prescription being suggested for the disease did not feel right.

It is very unfortunate for our country and people that we are a witness to such malpractice by TPLF Doctors regarding Eritrea. Separation was the medicine administered to the illness we had. It did not take long to see how wrong it was. Today both people are paying the price. Mistake was made. People’s lives were ruined. We hope future generation will set this right and bring children of the same mother together again. It will happen. Take my word for it.

What makes every Ethiopian happy is this single step taken by the OLF leaders. A single bold step in the right direction is what I thought. Our role will be to sing ‘wefe komech, wefe komech’ stretch our arms and make sure no one fails. We are not into looking back at what happened yesterday. Why do that when tomorrow is a brand new day and we can create a new reality. We are going to get rid of our old baggage. We do not obsess about our past failings but look forward to what can be achieved when we work together. That is the message of OLF to the rest of us. It is smart to hit the reset button and start new and fresh.

It is a good beginning for 2012. We can build a lasting union on solid foundation starting now. We urge the leaders to involve as many people as possible in this national dialogue. This is our school in building a brand new Ethiopia. No one has failed like us so we really can turn that negative experience into a valuable lesson. Our association with the TPLF virus and the Derg germ though depilating hopefully have given us a good dose of anti body for a long and bitter struggle.

Our vow for the New Year should be ‘I have heard, listened, experienced the atrocities of the TPLF regime now it is time to do what is necessary to liberate myself.’ It is true you cannot liberate others while you are still a slave. We are slaves to old ideas, old biases and old-fashioned way of thinking. Starting 2012 we are going to think different. We are going to judge others as we judge ourselves. We are not going to wait for others to liberate us while we sit on the side watching. That does not work. That has never worked. To own your freedom you have to work for it.

I am not being a blind cheerleader. There will be bumps on the road. In order to minimize unfortunate misunderstandings I believe the best remedy is to stay vigilant and be part of the struggle. It is a lot better to contribute sincerely and positively to enhance the quality of the struggle. Nitpicking and negative comments will only help those that are working overtime to protect their ill-gotten power and wealth and that is exactly what we claim not to want.

Let me say something before some of you raise it. I am qualified to say all I said because I am an Ethiopian. If you want more I am an Amhara, a Gurage, and an Oromo born in Sidama. I share blood with all the first three groups and due to birth I have a strong affinity with my Sidama brothers and sisters. I am a rainbow Ethiopian. Melkam Gena.

Ato Bereket writes a book?

Did you see what was coming out of North Korea this week? Someone referred to it as the ‘world’s largest display of uncontrollable grief.’ Kim Jung un ‘the Brilliant Comrade’ succeeded his father Kim Jung il ‘the Dear Leader’ who took over from his Grand Father the ‘Great Leader.’ The Korean people are celebrating sixty years under the stewardship of the Kim family? Do you wonder why? How is that possible in this day and age that one family can control a whole nation?

The Korean people are no different than the rest of humanity. There is no outward sign that sets them apart from the rest of us except the system they live under. That is the key to their dilemma. The Kim family and the system they perpetuate is the cause of all this freaky display being beamed out.

The Korean people are kept in ignorance by design. The Kim family motto is ‘Military first.’ It is not because North Koreans have enemies ready to conquer them. In fact North Korea have no enemies other than the Kim family and those aligned with them. The military ‘s mission is to bully, frighten and intimidate the Korean people into submission. The people are the enemy.

There is no independent Television broadcaster, no independent Radio station, no independent Newspaper and no independent Internet provider in the Kingdom of Korea. The Kim family and friends control all of the communications media. They figure that ignorant people are easier to control. You can’t argue with sixty years of success. I was looking and marveling at this phenomenon when I heard the news that Ato Bereket has written a book. You know me I was delirious with joy with the news. I have found my own Kim in my backyard. For some reason Kim of Korea and Meles of Ethiopia converged.

Mind you Ato Bereket have no compelling reason to stick his neck out and display his normal unfamiliarity with rational thought process and his utter contempt for facts and put all that down on paper for all to see. The only explanation I have is this disease of contempt for truth, self-aggrandizement, ego trip and simple garden-variety madness.

I have not read the book yet. To tell you the truth, I have no intention of reading it either. Judging from the inaugural ceremony when the book was made public I figured reading is not a requirement to talk or write about it. I am not going against convention here and read the damn book. My sincere hope is Ato Bereket himself has read the book.

The setting for the unveiling (Addis Sheraton, Lalibela Room) more than made up for the pedestrian quality of the content. It is reported that ‘who is who’ of the Ruling Party was present. The most esteemed benefactor of our motherland, Dr. Sheik Al Amoudi was there. The report does not say if Ato Meles was present or was watching from a remote site. I know from sources that videotaping is standard procedure. The First lady was not present either. I assume they were watching from their bunker.

The book is titled ‘A tale of the two elections.’ The dilemma faced by librarians all over is which category to file the book under. Fact or fiction is a valid question. It purports to be based on facts but from the reviews I get the feeling there is no research and data to support the thesis presented but rather it is a matter of taking the authors assertion as facts. Simple faith is what is called for.
Dr. Sheik Al Amoudi paid for the printing that was done in Kenya for quality purpose. According to the Dr. Sheik who confessed that he has not read the book it is a work of such importance that he recommended it as a ‘must reading’ for our youth. Judging by the glossy cover, beautiful fonts and pretty soft paper its function, as a doorstop will be invaluable. I know I am hating but deservingly.

Next to give his lofty recommendation was none other than Ato Demeke Mekonen, Minster of Education. Unfortunately he has not read the book either but it did not stop him from offering his praise and opinion. In fact he went a step further and added stuff that was not even in the book. Ato Demeke was glad and praised the author for dedicating the book to his comrades from the liberation movement when the reality is that Ato Bereket dedicated his book to his brother. Needless to say the Minster is in favor of adapting it as a textbook for our children.

I knew my friends at Aiga would add their share of cheerleading to this work of historic proportion. I am grateful to Ato Reta Sisay for his blind review. No adjective was spared in his haste to pile the accolades. He boldly compares and equates the book to the work of the celebrated English author Charles Dickens. I have no idea how and why. The only reason why Charles Dickens would be mentioned can only be due to the similarity of the title because the two works have nothing in common what so ever. The Englishman’s book is a work of fiction while Ato Bereket’s book purports to be a historical analysis of what happened yesterday in front of all of us. Ato Reta got carried away.

In my opinion the best un read review is done by none other than Ben of Ethiopia First. He wanted to stay true to the theme of fiction and continued to weave his own tale. When the book was unveiled in Addis, Ben said he was visiting the Great Wall of China. We are grateful he stopped his tourist activity and stayed in his room to write his Blog. How he got hold of the book in China is not clear and to top it all he was writing a testimonial before he even finished reading the book. He said so himself. Ben, Ben, Ben, how many times have you been told to not make shit up!

I found the review written by an individual named Daniel Berhane to be mildly interesting. He seems to be a Party functionary and goes out of his way to show Ato Bereket in a good light despite his failings as the ‘main strategist’ for the 2005 elections. Daniel seems to take advantage of his ethnic affiliation and gives us inside information regarding the Prime Minster’s plan to be called Doctor and the many fiction he has written and are awaiting publication. Ato Daniel states that there was no need for Ato Meles to review the work since Bereket is a premier ‘spin doctor’ in his own right. It is a little confusing when Bereket claims that Ato Meles is the busiest person in the service of his country and Ato Daniel asserts that the PM is busy studying for his PHD. We got a part time student and Prime Minster, and a part time spin-doctor and historian author.

May be I should also mention the write up by Addis Fortune newspaper ‘gossip’ columnist. We are after all in Ethiopia where a few papers are allowed to function pretending all is honky dory and normal while some are hounded out of existence. Our Columnist took a different take on the whole issue. The concern was not what was in the book but rather the perception. It boldly claims the ‘recently released book, the launch of which, at Sheraton Addis, caused so much furor among members of the public.’ Over the top statement considering ‘members of the public’ are eighty million of which seventy nine million nine hundred thousand are not aware of the book nor do they give a damn. Furthermore the Columnist was ticked off and wrote ‘there has been a passionate disapproval by many after seeing a well-heeled businessman speak of a senior government official in a manner that was distasteful, if not repulsive.’ I am sure this disapproval was not followed by not eating the lavish dinner, not drinking the free booze and not lining up to buy an autographed copy. A room full of spineless sycophants is what it looks like. A little harsh but you know what I mean.

The following paragraph from the Fortune article I would like to leave it intact and you the reader be the judge of this madness:
‘Equally, he has been criticised for reaching out to a businessman while his own party, the Amhara National Democratic Movement (ANDM), could have paid for the printing of the book. He could have received the services of Mega Printing, a subsidiary of the Endowment Fund for the Rehabilitation of Tigray (EFFORT), a party-affiliated company, others criticised.’ I have nothing to add to this crap.

It will be considered rude to finish without saying something about our dear friend, newly minted author and Head of Government Communications Minster good old Bereket Semeon. I will start from the beginning and rely on Ato Tesfaye Gebreab’s first hand description of the times and events. I have no reason to doubt Ato Tesfaye’s meticulous research and incredible memory. We are lucky.

Ato Bereket was born in Gondar to Aboy Gebrehiwot and Weizero Werknesh. He was named Mebrehatu Gebrehiwot. He came of age when our country was in turmoil. Like the youth of his time he joined the struggle to topple the Military regime or Derg. He has an older brother named Kasahune and the book is dedicated to him. Kasahune was born in the province of Eritrea and grew up in Gondar. He joined the EPRP to liberate his country. In my opinion history will show EPRP to be the first modern multi national movement that understood the richness, diversity and strength of the new Ethiopia to be built. Ato Mebrehatu died in a battle between EPRP (EPRF) militia and TPLF army.

History will also show TPLF was established, formed and founded to liberate the province of Tigrai. George Orwell wrote ‘to see what is in front of one’s nose needs a constant struggle.’ The folks of TPLF have the whole of Ethiopia under their nose but they choose to liberate a small sliver of land. This myopic vision never left our fearless leaders.

Back to our tale, upon joining TPLF Mebrehatu changed his name to Bereket. This was a common practice at the time but Mebrehatu went a step further and changed his fathers name too. He wanted a complete transformation I guess. He choose the name of an EPRP combatant from Eritrea that has mysteriously disappeared. It was normal to assume that he might have been killed in battle. It is good to know that the real Ato Bereket Semeone is still alive and was even the Ambassador to France representing the State of Eritrea. Not even Hollywood can dream of such a tale.

Ato Bereket/Mebrehatu did not bother to go into these matters. His book is about the 2005 election and the 2010 Coronation. It is very strange that TPLF folks are trying hard to revise history right under our nose. They have this guilt feeling if at all possible mixed with real fear and are constantly working hard to make us believe they were the victims. I have this strange notion this fiction is authored by none other than Ato Meles/Legesse Zenawi. I consider myself a skilled observer of The TPLF in general and the Politburo in particular. In fact I specialize on three and half individuals as my object of interest.

Based on extensive review of the reviews I have concluded Ato Meles to be the author. The tone and language is vintage Meles. The length (over 300 pages) is standard Meles diatribe and the evil ways he attacks perceived opponents is familiar to us. The book was written to whitewash the crimes of 2005 settle scores with ‘enemies’ and gauge the reception from the one percent. The 99 percent are not part of the equation. I believe Ato Bereket is not wired to come up with such absurd tale and commit it to paper. It requires someone with a lot of time in his hands and the expertise to think smart and act damn. It is a worthy digression from the current malaise. But it is temporary. The economy is stuck, the remittances are still anemic, the constant jabbering of “Spring” is unnerving and the Gadaffi picture is difficult to shake. Most of all I truly enjoy their paranoia regarding Dr. Berhanu. They imprisoned him again and again, they exiled him and they still obsess about him. The more you hate him the more I love him. Bring it baby let us have some more fiction.

I have a few suggestions to our authors. It is easy to talk trash when you are the only one allowed to speak. I will fight for your right to write any book you want but please let others tell their side of the story too. You see your denial of the same rights to others cheapens your work. No one will believe it. What is the point of writing it if it doesn’t shed some light? You might think forcing schools, work places and associations to buy it might give you boasting rights but what is the point if everyone knew it is fake. It will be like your Tehadso project. You call a meeting of the faithful you give them money to donate and you shout how successful it was. This Mamo Kilo moment is not a wining strategy. I will read Ato Bereket’s fiction when he allows others to write their version of reality.

Let Eskinder out of prison, he will show you how to write. Let Reiyot Alemu and Zerihune Gegziabeher out your dungeon and they will show you how to publish using their sweat. Let Andualem Arage out of his confinement and he will teach you how to organize without using force and bribery. This trash publishing business using welfare is not the way of the Ethiopia we envision. I suggest Ato Bereket read his book if nothing else to know what is being said in his name.

An “African Spring” in 2012?

Waiting for the Dawn of “Africa’s Spring” in 2012?  How about an “Ethiopian Tsedey” in 2012?

In 2011, we witnessed the “Winter of Arab” discontent made glorious by an “Arab Spring” followed by an increasingly hot “Arab Summer” and deeply troubled “Arab Fall”. Bashir al-Assad continues to massacre his people by the dozens daily in plain view of Arab League “observers”. The Egyptian junta is increasingly baring its teeth and mauling protesters  guarding the Egyptian Revolution,  and raiding the offices of human rights organizations in that country. The U.S. and Saudi Arabia “arm-twisted” Ali Saleh in Yemen to accept a deal to give up power in “return for immunity from prosecution” (he will not face justice for any of his crimes) and “medical care” in the U.S. When tens of  thousands of Yemenis expressed outrage over the deal, Saleh unleashed his Republican Guardsmen who responded with the usual deadly gunfire. Tunisia, the cradle of the “Arab Spring”, is wobbling on its feet as the Constitutional Assembly approved a new caretaker government tasked with drafting a new constitution to replace the original one that has been in place since independence in 1956. Libya’s National Transitional Council  is facing the daunting task transitioning Libya from Gadhaffi’s madcap Jamahiriya system (“direct rule of the masses”) to a functioning multiparty democracy against a backdrop of entangled tribal politics.

Is an “African Spring” Looming on the 2012 Horizon?

No one predicted an “Arab Spring” last Fall, and hazarding a prediction of the arrival of “Africa’s Spring” this Winter may be like predicting the arrival of the Spring season by watching the proverbial groundhog watching his shadow. Is an “African Spring” looming on the 2012 horizon? There is a short and a long answer to this  question. The short answer was provided by Albert Camus, the French philosopher and Nobel laureate, in his book  “The Rebel”, over one-half century ago. “Africa’s Spring”, like the “Arab Spring”, will arrive when Africans rebel. “What is a rebel?”, asked Camus.

A man who says no… A slave who has taken orders all his life suddenly decides that he cannot obey some new command. What does he mean by saying ‘no’? He means, for example, that ‘this has been going on too long,’ ‘up to this point yes, beyond it no’, ‘you are going too far,’ or, again, ‘there is a limit beyond which you shall not go.’ But from the moment that the rebel finds his voice—even though he says nothing but ‘no’ —he begins to desire and to judge. The rebel confronts an order of things which oppresses him with the insistence on a kind of right not to be oppressed beyond the limit that he can tolerate.

In other words, “Africa’s Spring” will arrive when enough Africans wake up, stand up and say, “No! Enough is Enough!”

The Power of the Powerless is the Power to Say “No, Enough is Enough!”

Africa’s great independence struggle against colonialism was essentially a reification (realization) of the rallying cry, “No! Enough is enough!”: Enough of colonial exploitation, colonial dehumanization, colonial discrimination, colonial segregation, colonial division, colonial ethnic fragmentation, colonial polarization and colonial corruption. In his independence speech in 1957, Kwame Nkrumah of Ghana, the leader of the first sub-Saharan African colony to gain independence declared, “We have awakened. We will not sleep anymore. Today, from now on, there is a new African in the world!” A succession of “new Africans” followed in Guinea, Cameroon, Togo, Mali, Madagascar and 39 others countries on the continent.

If there is to be an “African Spring” in 2012, there must be “new Africans” in Africa who must awaken from the forced hibernation of dictatorship and oppression, stand up and say to the ruthless dictators, “No! Enough is enough!”. Enough of African dictators exploiting Africans, dehumanizing them, dividing and ruling them, ethnically balkanizing, polarizing and fragmenting them, and enough of robbing them — of elections, the public treasury and peace of mind (terrorizing them) — blind.

The Calculus of an “African Spring”

In his study of resistance and rebellion, MIT professor Roger D. Petersen asked: “How do ordinary people rebel against powerful and brutal regimes?” Petersen was interested in understanding “ordinary people and the roles they come to play during times of rebellion and resistance against powerful regimes.” He wanted to know how and why do individuals (not the “nation”, the “people”) decide to take a variety of risks by participating in a struggle against an oppressive regime.

Using an interdisciplinary approach, Petersen examined the threshold or decision points of an individual within the broader context of his community and socio-economic system. Petersen identified seven threshold points of individual roles in a rebellion against or in collaboration with an oppressive regime. At Zero level, the individual remains neutral and does nothing for or against the repressive regime or the uprising/ rebellion. At Plus one, the individual is engaged in relatively low risk anti-regime activities such as attending mass rallies and protests, graffiti writing, passing out or seeking out anti-regime literature and participating. At Plus two, the individual becomes involved in locally based armed resistance units or providing direct support for such a unit. At Plus three, the individual becomes part of an armed resistance group.

Conversely, individuals may also collaborate with oppressive regimes. At Minus one level, the individual is  involved in low level cooperation with the repressive regime by participating in such activities as officially sponsored mass rallies and working in some capacity for the repressive regime. At Minus two level the individual could be involved in locally based armed militia units organized to protect the regime. At Minus three level, the individual participates in extreme actions such as extrajudicial killings and torture on behalf of the regime or chooses to join the regime’s armed and security forces.

Facing extreme repression, individuals undergo a dual-stage process “moving first from neutrality to acts of nonviolent resistance and then to participation in community-based rebellion organization.” Petersen concluded that “whether individuals come to act as rebels or collaborators, killers or victims, heroes or cowards during times of upheaval is largely determined by the nature of their everyday economic, social, and political life, both in the time of the upheaval and the period prior to it.”

African Dictators’ Calculus of Individual Control

African dictators are fundamentally “briefcase bandits”, as George Ayittey describes them. These dictatorships  function essentially as Mafioso-type criminal syndicates and cartels and are run and operated by and for members of the dictators’ families, friends, cronies, tribal, ethnic and religious group members. Stated simply, African dictatorships are kleptocracies or thugtatorships whose principal aim is to cling to power so that they can freely plunder the public treasury and the national economy. They cling to power by disempowering individuals and denying and violating their human rights, including universally-recognized and internationally  guaranteed rights of self-expression and due process of law.

The power of fear is the supreme power in the hands of African dictators. The entire society is monitored by a vast network of secret police enforcers and informants (police state) who operate completely outside of constitutional or other legal constraints. For instance, dictator Meles Zenawi assured high level American policy-makers that “We will crush them [opposition leaders] with our full force, and they will vegetate like Birtukan (Midekssa) in jail forever.”  Uganda’s dictator Yoweri Museveni echoed the same message when he told a press conference: “There will be no Egyptian-like revolution here. We would just lock them up. In the most humane manner possible, bang them into jail and that would be the end of the story.” Such resolute expressions of brutalization are intended to strike fear and trepidation in the heart of every individual in society. The message is clear: Resistance by any individual is futile. All resistance will be crushed.

African dictators understand that charismatic and ideologically driven individuals and small dissident circles are often “first actors” in the streets and catalysts for uprisings and rebellions. They understand that such dissidents could lead large numbers of dissatisfied citizens cross the bridge of fear to the land of freedom. They do not want a repetition of the Bouazzi syndrome in Tunisia. When Yenesew Gebre, a young Ethiopian teacher in Southern Ethiopia burned himself to death protesting human rights violations, the dictatorship paraded his alleged family members on the airwaves to testify that Yenesew was crazy as a loon. Yenesew was only mad as hell at those who had denied him his basic human rights. Gadhaffi said the young people protesting his regime were dope fiends who were being manipulated by outside forces.

Africans dictators maintain their kingdoms of fear through a system of informants, secret police forces and security agents. They create and maintain a pervasive climate of fear and loathing in society, and use every means at their disposal to completely disempower, disenfranchise and dehumanize the individual. They penetrate every nook and cranny of society to monitor fully the activities of each individual and household. Spies and informants are planted in village-level organizations, schools, universities, civil and religious institutions, the bureaucracy and military and beyond. Dr. Negasso Gidada, former Ethiopian president and presently the leader of the Unity for Democracy and Justice Party, has documented that in his parliamentary election district “the police and security offices and personnel collect information on each household using structures called “shane” in which five households are grouped together under a leader who has the job of collecting information on them. Each household is required to report on guests and visitors, the reasons for their visits, their length of stay, what they said and did and activities they engaged in…”  Robert Mugabe’s notorious Central Intelligence Organization maintains a similar system of monitoring and surveillance. The irony of it all is that African dictators who rule by fear and are feared by the people in turn fear the people who fear them.

One of the prominent Founders of the American Republic said, “This will be the best security for maintaining our liberties. A nation of well-informed men who have been taught to know and prize the rights which God has given them cannot be enslaved. It is in the religion of ignorance that tyranny begins.” Africa’s dictators understand that an ignorant population is the most fertile soil upon which they can plant themselves and flourish. Controlling a society teeming with ignorant individuals is much easier than controlling a nation of well-informed and inquisitive men and women. “Ignorance is bliss,” is the slogan of the high priests of African dictatorships. They toil to keep their subject population as ignorant as possible while providing and reserving extraordinary educational and learning opportunities for themselves and their supporters.  It is a well-known fact that a young person in Ethiopia is unlikely to have access to higher education unless s/he becomes a party member and supporter of the dictatorship. Upon graduation, civil service jobs are generally off limits to non-party members. Banks will favor party members in giving out loans for business enterprises or other ventures over all others. African dictatorships aim to entrench themselves by cultivating their own enlightened elites while plunging the rest of society in a state of blissful ignorance.

On the other hand, African dictators will spare no effort to keep the population ignorant and benighted. They shutter independent newspapers and block any potential sources of critical information, including filtering of internet communication to prevent dissemination of critical information and jamming of external radio and television broadcasts. Zenawi jammed the broadcasts of  the Voice of America (Amharic program), an official agency of the U.S. Government, by claiming that the VOA was advocating genocide. “Ethiopia has the second lowest Internet penetration rate in sub-Saharan Africa (only Sierra Leone’s is lower).”  Equatorial Guinea’s dictator Teodoro Obiang Nguema has done exactly the same thing by banning the independent press and blocking the foreign media. Such extreme actions are taken to keep individuals in society dumb, dumbfounded, uninformed, unenlightened and ignorant.

George Ayittey’s “Law” on Defeating African Dictatorships

George Ayittey, the distinguished Ghanaian economist argues that African dictatorship says African dictators cannot be defeated through “rah-rah street demonstrations alone.” To purge Africa from the scourge of dictatorships, Ayittey says three things are required:

First, it takes a coalition to organize and coordinate the activities of the various opposition groups. It is imperative that you have a small group of people– call them an elders’ council to coordinate the activities– [composed] of eminent and respectable personalities who have no political baggage. They must be able to reach out to all the opposition groups. We formed one in Ghana called the Alliance for Change… Second, you got to know the enemy, his modus operandi, his strengths and weaknesses… You find his weaknesses and exploit it…. All dictators [operate] by seiz[ing] the civil service, media, judiciary, security forces, election commission and control the bank. They pack these institutions with their cronies and subvert them to serve their interests. For a revolution to succeed, you have to wrest control of one of more of these institutions. Third, you have to get the sequence of reform correct…

Last year, there were ten elections in Africa. The dictators won all ten… Why? Because the opposition was divided. In Ethiopia, for example, there were 92 political parties running to challenge the dictator Meles Zenawi… It shouldn’t be this way. The council should bring all of the opposition into an alliance…

Before an “African Spring”, an African Reawakening From Hibernation

The power of the powerless individual is the power to say “No. No More! No Way. No How! Enough is Enough!” As Prof. Petersen suggests, each individual has a tipping point when s/he will fight or collaborate. For Bouazizi in Tunisia and Yenesew in Ethiopia, they reached their individual tipping points and, tragically,  burned themselves to death. The question for every African living under a dictatorship is not whether to remain neutral (for there can be no neutrality in the face of evil), but whether to become or not to become part of a system of oppression, brutality and injustice. The university professor makes that choice when s/he waxes eloquent justifying that dictatorship is indeed democracy. The judge makes that choice when s/he imposes a judgment directed by the political bosses. The police or security officer makes that choice when s/he is ordered to shoot innocent civilians. The soldier make that choice when s/he occupies a village in search of “rebels.” The bureaucrat makes that choice when s/he uses official power to empower the powerful and disempower the powerless.  The man and woman in the street will make that choice every day in everything s/he does and thinks about.

Kwame Nkrumah was right when he declared in 1957,  “We have awakened. We will not sleep anymore. Today, from now on, there is a new African in the world!” Nkrumah himself, the international symbol of African freedom and Pan-Africanism, could not bear to see an awakened Africa. In 1964, he declared himself president-for-life, banned opposition parties and jailed labor and opposition party leaders and judges. Justifying his dictatorial actions he wrote, “Even a system based on a democratic constitution may need backing up in the period following independence by emergency measures of a totalitarian kind.” The great Nkrumah was fatally infected by the terminal disease known as “absolute power”. But Nkrumah was right before he started roller skating on the wrong side of history; and like all dictators who came after him, he underestimated the will and resistance of individual citizens and their ability to unite and wrest their freedom.

All African dictators mistake decades of fear-enforced silence for surrender and resignation. Their arrogance blinds them to the palpable anger, loathing and pent-up rage of their citizens. They ignore and sneer at the  immutable law of history: “Those who make peaceful revolution impossible will make violent revolution inevitable.” Africa’s Spring will arrive when Africans “have awakened; [when Africans] will not sleep anymore; [when] today, from now on, there is a new African in [Africa]” who is willing to stand up and say, “No! Enough is enough!”.

Loving Ethiopia to death – the teacher

The last few months I have been inflicted with a Herman Cain (HC) moment. You remember his interview with a newspaper publisher and when asked his opinion regarding President Obama’s policy on the uprising in Libya? My good old friend was completely stumped. After crossing his legs, shifting in his seat, clapping his hands and squirming in his chair all he could come up was ‘I got all this stuff twirling in my head.’ and display a near meltdown situation. I found it to be very interesting. Let us just say it was ‘a revealing moment.’

It just so happened that things have been twirling in my head. It is not a good idea to have so many things twirling in your head. Lack of clarity is not a good state of mind to be unless one of course wants a certain amount of fogginess or blurred vision. It is possible we do that to avoid making hard decisions, shift responsibility or distance ourselves from our actions or choose to be comfortably numb to justify inaction.

It was the convergence of three unrelated happenings that yanked me out from that dark, wet, suffocating ‘Idiot Woyane’ state of mind. My friend Kirubeal’s constant nagging, Abebe’s timely revelations (I am still not over ‘Mamo kilo in Arat Kilo’), Professors Al’s relentless tickle of my discarded conscience, my dear hero’s ECADF’s energetic enthusiasm and Ethiopian Review’s smart ‘Policy Research’ papers was what kept me from going into deep freeze. Some folks don’t take no for an answer.

The four items that made me realize that all is not lost are the first Anniversary of ‘Arab Spring’, the death of Vaclav Havel of ‘Prague Spring’ and the passage of Kim Jung-il owner of ‘perpetual winter’ and a not so likeable human being and the sacrifice of Yenesew Gebre of Ethiopia.

A single spark starts a prairie fire was just another saying. Our hero Mohamed Bouazizi of Tunisia lit a single match to say ‘enough’, Beka! and set the world on fire. Gaddafi is poster boy for the ‘inferno’ Mohamed started. It engulfed the planet and still shows no sign of slowing down. The 99% are asking a fair share of the pie. Tunis, Cairo, Tripoli, Sanna, Bahrin, Damascus, New York, Moscow, Wukan (China) have become battlefields. What happens the next year is bound to realign the balance of forces in society. There is no doubt the playing field will be leveled a little better in favor of the many. How each system works out the conflict depends on how it was designed to self- correct.

You drive south from Tunis, capital of Tunisia on Hwy 37 follow P3 South, take P13 and you are in Sid Bouzid. A little dusty town in the middle of nowhere. Nothing of consequence has ever happened in Sid Bouzid. Exactly a year ago Mohamed Bouazizi was selling produce when he was slapped by a Policewoman in front of everyone for not having a license for his vegetable cart. What he did next, for some reason, touched humanity. What he did was he went in front of Sid Bouzid City Hall, doused his cloth with petrol and set himself on fire. He said Tunisia is not fit to live for a person of dignity. It is a very unique, dramatic and loud response to injustice. He made his point and it echoed.

The question became how does a government deal with its population’s legitimate demands? Gaddafi’s way is definitely proven unacceptable, Mubarak’s blindness have him in the slammer, Ben Ali is in virtual prison, Assad is squirming, Saleh is finished, damaged and grasping, Putin is at a loss… the carrot or the stick is the dilemma and as a confirmed Marxist he can’t even pray to God for guidance. The Chinese Central Committee is mulling over on how to respond regarding Wukan, Gunadong Province, and Obama is watching, observing, waiting to see if ‘occupy’ is a real or virtual force. May all the Gods welcome Mohamed Bouazizi’s soul with drums and trumpets fit for a hero. I am sure those in authority have slapped many before him but the fact is Mr. Bouazizi said enough in a unique way in the age of Social Media and did it ever spread like a prairie fire!

The death of Vaclav Havel was another defining moment. He was the product of Prague Spring of 1968. Prague Spring was the forefather to Arab Spring. Things were different in 1968, the time of ‘Prague Spring’. Europe was divided between the Socialist East under Soviet influence and the Capitalist West under the US umbrella. Czechoslovakia was one of those unfortunates stringing along without due consent. The Soviet Union used Czechoslovakia as buffer. In 1968 Alexander Dubcek was elected as First Secretary of the Communist Party and set in motion reform polices granting the citizen certain Rights. The Soviet Union did not take such transgression lightly and used its Warsaw Pact forces to invade Czechoslovakia and end freedom.

The little open space granted by Dubcek inspired people like Vaclav Havel. His work was banned due to his opposition to the invasion. He was declared UN desirable person in his own homeland. He never wavered. His plays and poetry were published elsewhere and smuggled in. They were read on short wave radios. He was imprisoned. He persisted. In 1979 Havel and his comrades published Charter 77 Manifesto, a plea to the Communist Party and Government to abide by various International conventions including its own Constitution and open the space for political dialogue.

The Soviet puppet regime reacted angrily. The Charter was deemed ‘anti–state, anti-socialist and those who signed the document were branded ‘traitors and agents of imperialists’. The official press described the Manifesto as “an anti-state, anti-socialist, and demagogic abusive piece of writing,” and individual signatories were variously described as “traitors and renegades,” “a loyal servant and agent of imperialism,” “bankrupt politicians”. The regime also organized their own ‘anti-charter’ movement and used famous musicians and artists to denounce ‘the traitors.’

The problem percolated for twenty years and gave birth to what came to b e known as ‘The Velvet Revolution.’ On 19th of November, 1989 the fire was lit by student demonstrators in Prague and on November 28, 1989 the Communist Party withered away. In June 1990 the Czechoslovakian people have their first democratic election since 1946. Vaclav Havel was elected the first President and ushered in an era of peace and democracy to his beloved country. He did not use his newfound power to hound his enemies, settle score with his abusers or use his position to enrich family and friends. Vaclav Havel the playwright, the poet, the dissident and the first democratically elected President of Czechoslovakia died last week. He died in body but left such a beautiful legacy behind his people will talk about him for a long time to come. He was a beautiful human being.

My third wake up call was rung by no other than Comrade Kim Jung-il of North Korea. His life was shrouded in secrecy and he died mysteriously. In fact no one knows how and when he died. What he left behind is a life full of garbage that cannot be recycled because of its toxicity and a history that will be buried deep and denied by his people. North Korea has been ruled by the Kim family since its founding. The Kim family in consort with the Military and a few Hodams control the economy thus the nation. What Stalin envisioned, Mao attempted has been realized by the Kim family.

North Korea is where we see how fragile we humans are. The Kim family has been able to reduce twenty four million Koreans into walking zombies. Using denial of all outside input like Television and Radio using censoring and blocking, starvation, physical degradation like imprisonment, torture, televised confessions and bullying, the Kim family has proven to the world that they are worthy successors to Stalin. The little dictator fancied himself as an intellectual and his newspapers and propaganda outlets referred to ham as ‘The Dear Leader, The Fearless Leader, The General’ and other outrageous titles to bully his population. He left behind a legacy of fear, poverty and a people that were never allowed to enjoy the fruits of their existence. We Ethiopians familiar with that.

We say ‘good riddance to bad rubbish’ regarding Kim while we fondly remember Mohamed Bouazizi and Vaclav Havel. Their stories fill us with hope and love they have bestowed on us. Are they special or just like us? But they made their presence felt. They rose a little higher. Where did they find that inner strength to keep going when all seemed hopeless? Vaclav Havel had that quality. He was imprisoned. His work was banned. He was hounded by the security force. But he kept focus on his dignity and freedom. By fighting for his rights he stood for all of us. He named one of his essays ‘power of the powerless.’ Mohamed Bouazizi did not have an army. Not even an association. He was just trying to eek out living selling vegetables. A common man like the rest of us. He challenged us by his act. He was willing to end it all so we see what has been done to us. The people of Tunisia heard him. The world eavesdropped.

You probably don’t know what happened on Friday, November 11, 2009. A young Ethiopian named Yenesew Gebre, set himself on fire in Dawro, Waka Southern region of Ethiopia. It did not revebrate like Mohamed Bouazizi’s. It was not heard around the world. We Ethiopians the message was sent to heard it clear. In my opinion, Yenesew spoke to us very loud. It requires much courage and untold amount of rage to compel a young man to sacrifice himself. Death on behalf of others is the ultimate sacrifice.

If it mattered at all Yenesew was a very educated person. But that is not the issue here. He was a human being working hard to reach his potential and help himself and his family. He has done his part. By becoming a teacher he has acquired a skill that is in very short supply in Ethiopia. A job and a decent living is what come with such achievement. But Yenesew has that other quality that is also in short supply in repressive societies. Yenesew has conscience. Moral compass. Call it what you want, simply put, he cared about you and I. That made him very unhappy. That also made the authorities very unhappy. Yenesew can see and that is a crime in the village of the blind.

Like Vaclav Havel Yenesew dissented. He was fired from his job, his family hounded and his associates bullied. That is the way of ‘Revolutionary Democracy’ in Ethiopia. Like Vaclav Havel Yenesew was jailed, shunned and black listed. The more they bullied him the better he saw them. When they spoke he saw the lie they live, when they shouted he saw the fear that is wrecking their soul, when they stole and consumed to excess he saw the full but always hungry belly they carried, when they bullied he saw the insecurity lurking behind them. What he saw was not what he wanted for his homeland and his people.

Mohamed Bouazizi and Yenesew Gebre have become the conscience of humanity. The two felt the indignity they suffered in their country and home at the hands of those in authority made then realize life is meaningless without free will. If it is not worth living then why live. Thus they decided to make their death count. To their people they said ‘the pain is too much to bear’ for the rest of us they said ‘dignified death at your choosing is better than physical and mental slavery.’ They said the two countries Tunisia and Ethiopia were not conducive to human dignity. One of the seeds has sprouted and the other will too. No reason to think otherwise. The Prague Spring gave rise to the Velvet Revolution that begat The Orange Revolution that begat the Rose Revolution that led to Arab Spring – there is no end to human thirst for freedom and equality.

Yenesew saw beyond himself. He felt the pain and sorrow of his neighbor. What he was about to do goes against his religion, his value system and his culture but the importance and timeliness of the message must have outweighed all other considerations. It was not an easy decision. He was at a physical location where he was beaten down but mentally he knew there is more to life and as a teacher he should do his duty and teach. He went every legal way open to no avail. It was never about the law. Thus My dear little brother decided to use the planet as his wall board and write his message to humanity in general and his people in particular. This Human said Beka! Enough! Rest in peace my friend. Your people heard you.

Ethiopia: Land of Blood or Land of Corruption?

Lately, the portrait of Ethiopia painted in the reports of Transparency International (Corruption Index) and Global Financial Integrity shows a “Land of Corruption”. That contrasts with an equally revolting portrait of  Ethiopia painted in a recent broadcast of a fear-mongering three-part propaganda programentitled “Akeldama” (or Land of Blood) on state-owned television. The program aired on November 26-28 was intended to be a moral, and to some extent legal and political, justification of dictator Meles Zenawi’s “anti-terrorism law”. The program begins with a doleful narrator setting a doomsday scenario:

Terrorism is destroying the world. Terrorism is wrecking our daily lives, obstructing it. What I am telling you now is not about international terrorsim. It is about a scheme that has been hatched against our country Ethiopia to turn her into Akeldama or land of blood. For us Ethiopians, terrorism has become a bitter problem. In this regard, I have three consecutive programs prepared for you my viewers.

Displaying photos of alleged terrorist carnage and simulated blood droplets falling from the title of the program — dead bodies of babies and little children lying on the ground, fly-infested corpses of adults oozing blood on the asphalt, severed limbs scattered in the streets, burned vehicles, bombed buildings, doctors treating injured victims, a crowd of wailing women mourning at a gravesite, an old man crying his eyes out over the death of his wife at the hand of “terrorsits” and footage of the imploding Twin Towers in New York City on September 11, 2011 and on and on — the narrator accuses “ruthless terrorists” for having “destroyed our peace” and “massacring our loved ones”. In a plaintive tone the narrator  exhorts:

“Let’s look at the evidence. In the past several years, there have been 131 terrorist attacks; 339 citizens killed; 363 injured and 25 kidnapped and killed by terrorists.

By displaying grisly spectacles of acts of alleged terrorist atrocity, cruelty, brutality and inhumanity from years past and by describing those acts with  deceitful, deceptive and distorted narrative, “Akeldama” hopes to tar and feather ALL of Ethiopia’s opposition elements, inflame public passions and offer moral justification for Zenawi’s recent crackdowns and massive and  sustained human rights violations.

The propaganda objective of “Akeldama” cannot be mistaken: Zenawi aims to vanquish from the active memory of the population any traces of popular support or sympathy for his opposition and critics by demonizing, brutalizing, dehumanizing, “villainizing” and virtually cannibalizing them. He wants the population to view the opposition as bloodthirsty gangs of conspirators blowing up defenseless babies, children, women and innocent citizens and unleashing terror and mayhem in every street corner in Ethiopia. The revolting and gruesome scenes and sequences of carnage and destruction stitched into the video are intended to lump together all of Zenawi’s opponents with Al Qaeda and Al Shabbab terrorists in Somalia.

“Akeldama”: Dictatorship, Lies and Videotapes

On the surface, few inquiring minds would disagree that “Akeldama” is sleazy melodrama. It has an exalted hero, dictator Meles Zenawi, the knight in shining armor, waiting in the shadows armed and ready to impale the wicked terrorists with his piercing lance. There is a damsel in distress, Lady Ethiopia. There are an assortment of scheming villains, conspirators, mischief-makers, subversives, foreign collaborators, and of course, terrorists who are cast in supporting roles as opposition leaders, dissidents and critics. It has a sensational and lurid plot featuring cloak-and-dagger conspiracies by neighboring countries, clandestine intrigues by Diaspora opposition elements, sedition and  treason by local collaborators, and of course terrorism. Naturally, in the end, good triumphs over evil. Sir Meles Zenawi, knight errant, political wizard, archer and swordsman  extraordinaire, delivers Lady Ethiopia from the clutches of the evil and sinister Al Qaeda, Al Shabbab and their minions and flunkeys, namely Ethiopia’s opposition leaders, dissidents and critics. Hollywood’s worst horror shows have nothing on “Akeldama”.

It is easy to dismiss “Akeldama” as dimwitted and ill-conceived horror melodrama. But that would be a mistake because as lame and as cynical as it is, its manifest propaganda aim is to present a morality play for the masses in an attempt to drum up support for Zenawi and preempt, prevent or stall the dawn of an “Ethiopian Spring”. Careful review of “Akeldama” suggests that Zenawi aims to accomplish a number of propaganda objectives: 1) tar and feather all who oppose him as terrorists, terrorist sympathizers and fellow travelers, war mongers, blood-letters and genocidal maniacs, and inflame public passions, promote hatred and incite distrust and suspicion against them; 2) create a climate of fear, loathing and intolerance and trigger mass hysteria against the opposition by concocting a crude propaganda brew of mass deception, mass distraction and mass demoralization; 3) divert the attention of the population from the pressing economic, social and political issues of the day by feeding their fears, accentuating their anxieties and concerns and encouraging them to passively accept Zenawi’s rule, and 4) provide justification why Zenawi has a moral imperative to ruthlessly crackdown and clampdown on his opposition.

The fact of the matter is that every major international human rights and other independent organizations dedicated to good governance has condemned Zenawi’s regime for gross human rights violations, corruption, lack of transparency and accountability and suppression of press freedoms. Zenawi understands that he has no moral legs to stand on and that he is running out of options. He rules by fear, intimidation, lies and deceit. Lacking any moral standing and little public support in the country, Zenawi now seeks to  capture the moral high ground by presenting a pathetic and cynical melodrama.

His strategy is simple: To canonize himself, he demonizes his opposition and critics. By casting the opposition in the moral sewer, he hopes to capture the moral commanding heights. By portraying the opposition as bloodthirsty terrorists and baby killers, he hopes to mask his own bloody hands. By showing gruesome pictures of alleged atrocities by his opponents and by creating a message of fear and loathing, he aims to manipulate and frighten the population into supporting him. Ultimately, he hopes to  create the public impression that all of the crackdown and clampdown on dissent, the violence against opponents and the complete closure of political space is  morally defensible and necessary as measures needed to protect the population from “terrorism that has destroyed our daily peace” and “killed our loved ones”.  Simply stated,  “Akeldama” is Zenawi’s slick moral justification for his two decades of dictatorial rule, shutting down every independent newspaper and exiling journalists, jailing dissidents, muzzling critics and thumbing his nose at the rule of law and international human rights conventions.

The Strategic Use of Propaganda by Dictators

Hateful depiction of opposition elements by dictators is nothing new. In fact, all dictatorships in modern history have employed the media — everything from posters and newspapers to films, radio programs and now internet technologies — to moralize and pontificate about their rule while demonizing and mobilizing against their opposition, dissidents and critics. Joseph Goebbles, the grand master of propaganda, undertook a massive media campaign of fear and smear against the Jews which led directly to the Holocaust. The communists used “agitprop” (agitation and propaganda using drama, film, art, music) to win the support of the masses and to rail against the evils of liberal democracy (“neo-liberalism”), capitalism, human rights and so on. Agosto Pinochet’s coup against Salvador Allede in 1974 was followed by massive media propaganda campaigns depicting the liberal opposition as a bunch of communists and terrorists. Over 130 thousand Chileans and foreigners were tortured, imprisoned, killed or disappeared by Pinochet’s security forces.

For decades, South Africa’s Apartheid regime successfully used a slick propaganda campaign against the African National Congress (ANC) by “convincing” Western governments that the only choice to be made was between ANC communists and terrorists and freedom-loving Apartheid racists. Both John Vorster and P. W. Botha had the mindboggling audacity to portray the Apartheid system as a victim of terrorism, turning logic and facts on their heads, in their efforts to build and maintain Western support. They succeeded for a long time, but in the end their propaganda effort to delegitimize the ANC by legitimizing their illegitimate Apartheid system failed totally. “Akeldama” is no different. Zenawi portrays his regime as the victim of terrorism unleashed by the opposition, neighboring countries, Al Qaeda and Al Shabaab to bolster domestic and international support. He undertakes a fear and smear campaign aimed at tarring and feathering specific journalists, opposition party leaders, critics and dissidents as terrorists and enemies of the state while seeking to conceal and absolve himself of any culpability for massive and comprehensively documented human rights violations over two decades.

Dictators and Propaganda

But why do immoral and amoral dictators seek moral redemption? Political psychologists who have studied dictators point to a number of factors. One major reason is that all dictators are self-delusional and narcissistic (afflicted by morbid self-absorption and an over-inflated sense of self-importance). They believe their own PR (press release). They conveniently “convince” themselves that they are loved and venerated by their people, destined by Providence to save their nations and usher in a new era of freedom and prosperity (some call it a “Renaissance”). Gadhaffi swore until his last breath, “They love me. All my people with me, they love me. They will die to protect me, my people.” Gadhaffi was so narcissistically delusional that he declared, “I am the creator of tomorrow, I am here, I am here, I am here…. Libya is my country. I created it, and I can destroy it.” Rarely, if ever, was it about Gadhaffi’s love for Libya or Libyans.

All dictators see outside conspiracies being hatched against them every day. If there are protests, it is not because “my people no longer love me” or “they have come to outright hate me”, rather it is because outside agitators are making them do it. Gadhaffi was so detached from reality that he claimed the young people protesting against him were doing so because they were taking drugs. Mubarak, Gadhaffi, Ben Ali, Assad and Gbagbo claimed the protests in their countries were guided and manipulated by evil outside forces. Before his swift fall from power, Mubarak appeared on state television and accused foreign journalists, human rights activists, and foreign hands for fomenting the unrest. Assad in Syria blamed “saboteurs” backed by foreign powers for fomenting widespread civil unrest and chaos. He claimed the unrest were the result of “conspiracies designed outside and perpetrated inside Syria.” Gbagbo accused foreign envoys of seeking to turn the military aganist him. Ali Saleh of Yemen accused foreign agitators for protests that were taking place in the country. In a speech on Libyan state television, Gadhaffi declared al-Qaeda was responsible for the uprising in Libya. Likewise, Zenawi’s message in “Akeldama” is that the people love him, and the mischief-makers are primarily outside agitators, namely Diaspora opposition leaders, neighboring countries, Al Qaeda and Al Shabaab terrorists and their local minions and collaborators.

As I have previously argued,

Dictators see only what they want to see; and to avoid what they don’t want to see, they create their own convenient world of illusions cut out of the whole cloth of their personal beliefs, opinions and fantasies. As they continue to abuse power without any legal restraints and convince themselves that they are above the law and accountable to no one but themselves, they transform their world of illusion into a world of delusion. In their delusional world, they become both the “lone ranger” of the old American West “cleaning up bad towns and riff-raff” and the only custodians of the Holy Grail, with miraculous powers to save their nations. In their delusional world, there is room only for themselves and their cronies….    

“Akeldama” II: Let Us See All of the Evidence of Atrocities Committed in Ethiopia 

If “Akeldama” is indeed an accurate depiction of Ethiopia as the “Land of Blood”, it is manifestly lacking in evidence. That is why we MUST follow the exhortation of the narrator in “Akeldama” to take a “look at the evidence in the past several years.” It may be true that there were “131 terrorist attacks in which 339 citizens were killed; 363 injured and 25 kidnapped and killed by terrorists.” But is that all the body count? Let us really look at the evidence — not in bits and pieces, not in slivers and shreds, not in fragments and scraps — but the whole body of evidence, the totality of the evidence. Let us have an “Akildama II” and examine

the evidence of  post-2005 election massacres of June and November 2005, documented by the Inquiry Commission appointed by Zenawi, in which at least 193 persons were shot and killed, 763 wounded and 30,000 imprisoned by security forces under the direct command and control of Zenawi;

the December 2003 massacre, 8 years to the month, of the Anuak in Gambella in which 424 persons were massacred and some 16,000 displaced to the Sudan.

the extra-judicial killings in the Ogaden including reprisal  “executions of 150 individuals” and the killings of at least 37 others in Labiga, Faafann Valley and Hunjurri, and the burning of the villages of Daratoole, Qamuuda, Neef-Kuceliye, Laanjalelo, Aado, Jinnoole among many others in 2007; the October 2006 alleged terrorist deaths of three individuals;

the status of numerous detainees in three documented secret jails where they were held without due process of law and in flagrant violation of international human rights conventions;

the Treatment of “desperado terrorists” in 2009;

the use of foreign aid as a weapon of oppression and starvation of  the opposition into submission;

Etc., etc.

Let the truth be told about ALL atrocities committed in Ethiopia, without exception. Let the chips fall where they may!

Never Missing an Opportunity to Miss an Opportunity

Instead of wasting time and resources hate-mongering and demonizing the opposition, critics and dissidents, Zenawi could have used the opportunity to highlight and brag about his achievements and accomplishments over his two decades at the helm. Instead of showing mayhem, dismembered bodies, dead babies and destruction, he could have showed the people what he is doing (and has done) to bring down inflation and eliminate economic privation. Instead of promoting national enmity by depicting brutality, he could have used the opportunity to promote national unity. Instead of spreading a propaganda of hate, he could have been a peace and reconciliation advocate. Instead of demonizing his opponents, he could have humanized them. He could have showcased all of his achievements in eradicating extreme poverty and hunger, establishing universal primary education, promoting gender equality and empowerment of women, reducing child mortality, improving maternal health, combatting HIV/AIDS, malaria and other diseases and ensuring environmental sustainability. Exhibition of such achievement could discredit any opposition claims and actions to legitimacy than the display of gratuitous horror, carnage, mayhem and destruction. But it seems Zenawi never misses an opportunity to miss an opportunity to do good, the right thing, the moral thing, the compassionate and humanistic thing.

It is not clear if “Akeldama” is the first in an endless series of melodramas calculated to demonize and dehumanize the opposition. It would be great to have an “Akeldama II”. But that is unlikely. There is little evidence to show that the lame and cynical piece of propaganda has gained any traction in the public. There is substantial anecdotal evidence which suggests most viewers in Ethiopia and the Diaspora are turned off by the gory scenes and deceitful exhortations of “Akeldama”. Even friends of Zenawi are said to have raised eyebrows by the excessive and extravagant display of gratuitous violence in the program.

At any rate, Tamagn Beyene’s masterful review of “Akeldama” delivers a totally devastating critique by pointing out numerous lies, factual errors, wholesale fabrications, distortions, exaggerations and fallacies. But credit must be given where it is due. Zenawi has once again succeeded in distracting us all from the real issues. Now, can we get on with the discussion of the issues that really matter such as of inflation, corruption, arbitrary detention, intimidation, maladministration, truth adulteration, balkanization, and the need for better collaboration, improved harmonization, effective communication and, most of all, genuine reconciliation….?

Land of Corruption or Land of Blood?

This past Summer, Zenawi, responding to an interviewer’s question about his feelings concerning the use of the word “famine” by the Oxford Dictionary synonymously with Ethiopia, said:

It is a mixed up situation. On the one hand, like any citizen, I am very sad. I am ashamed. It is degrading. A society that built the Lalibela churches some thousand years ago is unable to cultivate the land and feed itself. A society that built the Axum obelisks some 2-3 thousand years ago is unable to cultivate the land and feed itself. That is very sad. It is very shameful. Of all the things, to go out begging for one’s daily bread, to be a beggar nation is dehumanizing. Therefore, I feel great shame.

It is a crystal clear situation for me. I feel great shame that a society that built the magnificent Lalibela churches (one of the great wonders of the ancient world) and the obelisks of Axum should be known throughout the world not only as a “beggar nation” but also as land of corruption, land of blood, land of famine and land of living lies.
