The Dragon’s Dance with Hyenas

The Chinese Dragon is dancing the Watusi shuffle with African Hyenas. Things could not be better for the Dragon in Africa. In the middle of what once used to be the African Pride Land now stands a brand-spanking new hyenas’ den called the African Union Hall (AU). Every penny of the USD$200 million stately pleasure dome was paid for by China. It is said to be “China’s gift to Africa.” It was all lovey-dovey two weeks ago when the hyenas assembled to pay homage to the mighty Dragon:

… This magnificent…building which will now house the headquarters of our continental organization is built on the ruins of a prison that represented desperation and hopelessness… The face of this great hall is meant to convey this message of optimism, a message that is out of the decades of hopelessness and imprisonment a new era of hope is dawning, and that Africa is being unshackled and freed… It is therefore very appropriate for China to decide to build this hall — the hall of the rise of Africa —  this hall of African renaissance… I am sure I speak for all of you when I say to the people and government of China thank you so very much. May our partnership continue and prosper.

There was no end to the bootlicking and praise of the “generosity of the Chinese government”, and how the “gift” represents “a qualitative leap in the relations between China and Africa”.  AU president  Teodoro Obiang Nguema, Equatorial Guinea’s dictator since 1979, even saw “a reflection of the new Africa, and the future we want for Africa” in the glassed 20-storey tower.

The Dragon was equally obliging:

…There exists profound traditional friendship between China and Africa… China has always been Africa’s good friend, good partner and good brother…. [S]trengthen[ing] unity and cooperation between China and Africa and promot[ing] common development is an important cornerstone of China’s foreign policy, and a long-term strategic choice…

… First, we must firmly uphold peace, stability and development of Africa….  Second, we must fully respect the efforts of African countries in resolving African issues independently…. Interference in Africa’s internal affairs by outside forces out of selfish motives can only complicate the efforts to resolve issues in Africa…. Third, we must vigorously support African countries in seeking strength through unity and the integration process….  Fourth, we must pay more attention to the issue of African development and make bigger input…

… Throughout the development of China-Africa relations, we have always respected the sovereignty and development path of African countries and refrained from interfering in their internal affairs… We…have never attached political strings to our assistance to Africa. … To further strengthen China-AU friendship and cooperation… China will provide a total of RMB 600 million free assistance to the AU in the next three years…

The “China Model” in Africa

It is fashionable among African dictators to pledge allegiance to the so-called China Model of economic development.  Meles Zenawi, the dictator in Ethiopia, claimed that by following the “China Model”:

The African Renaissance that we all dreamed of is beginning to happen. There could be no better proof of this than the fact that the pundits and academics who were publicly advocating for the re-colonization of our continent have now refrained from doing so… The magnificent new head quarters (sic) of our continental organization—the AU which has been at the center of the struggle for the African renaissance (sic) is the symbol of the rise of Africa…

But what exactly is the China Model?

African dictators rarely explain the “China Model”, but the phrase rolls off their lips like the voodoo incantations of sorcerers. If the dictators are to be believed, the “China Model” is the magic carpet that will transport Africa from abysmal underdevelopment and poverty to stratospheric economic growth and industrialization. Supposedly, China became a global economic power in just a few decades by opening up its economy to foreign and domestic investment, cutting and reducing taxes, co-investing in infrastructure projects and vastly expanding the labor intensive services sector. It is said to be a “win-win” situation for China and Africa.

But there is one small catch: China did it all by maintaining a one-party system that has a chokehold on all state institutions including the civil service, the armed and security forces and by instituting a vast system of censorship that systenmatically filters or significantly obstructs the flow of information to the people.

What does China think of the “China Model” being exported to Africa? Not much! Liu Guijin, China’s special representative on African affairs assuredly says, “What we are doing is sharing our experiences. Believe me, China doesn’t want to export our ideology, our governance, our model. We don’t regard it as a mature model.”

So, why do African dictators insist on championing a half-baked “China Model” as the Holy Grail of African economic  salvation when the Chinese themselves do not think it is a “mature model” worth exporting or imitating? Could it be that African dictators are using the “China Model” hype as smokescreen to justify their clinging to power and sucking their economies like ticks on an African milk cow?

Stripped off its hype, the “China Model” in Africa is the same old one-man, one-party pony that has been around since independence in the 1960s.  Yoweri Museveni of Uganda and Paul Kagame of Rwanda, and even the wily and sly eighty-six year-old Robert Mugabe of Zimbabwe, pull the “Chinese Model” stunt just to cling to power. In the good old days, Zenawi, Museveni and Kagame used their status as the “new breed of African leaders” (bestowed upon them by Bill Clinton and Tony Blair) to legitimize and perpetuate themselves in power. Now they heap contempt on the West for its “band-aid” approach to development, criticize the “gunboat diplomacy” of the U.S. (whose taxpayers have shelled out tens of billions in the last decade) and tongue-lash “extremist neo-liberals” (whoever they are) for slamming them on their atrocious human rights record and mindboggling corruption.

The one-man, one-party state recycled as the “China Model” is nothing new. Kwame Nkrumah was the first Sub-Saharan African leader to try it and fail. Just like the silver-tongued mouthpieces of the “China Model” today, Nkrumah back then condemned neocolonialism (a term he reputedly created) and imperialism for Africa’s exploitation and depridation.  Nkrumah’s program of rapid industrialization – to reduce Ghana’s dependence on foreign capital and imports – had a devastating effect on its important cocoa export sector. Many of the socialist economic development projects that he launched also failed miserably. By the time he was overthrown in a military coup in 1966, Ghana had fallen from one of the richest African countries to one of the poorest. Similarly, Tanzania nose-dived from the largest exporter of agricultural products in Africa to the largest importer of agricultural products. The one-man, one-party state, touted  as the solution to the problems of ethnic and tribal conflict, also failed as civil wars, genocides, and corruption spread throughout the continent like wildfire. For decades, African liberation leaders and founding fathers qua dictators and military junta leaders have tried all types of tricks to justify the one-man, one-party state and avoid a genuine multiparty democracy. Now Africa’s newest dictators want to rebottle the same old one-man, one-party wine in a new bottle labeled “Chateau China Model”.

The Record of the “Chinese Model” in Africa

Are Zenawi and the other members of African Dictators, Inc., really following the “not mature” “China Model” in practice? Are foreign and domestic investors free to  to do business in Africa without being bogged down in silly and mindless regulations and running the gauntlet of a buzzsaw of corruption? For instance, how much of Ethiopia’s business environment is really “negotiable” for investment?  The 2011 World Bank Ease of Doing Business Index which ranks 183 countries (1=most business-friendly regulations) shows dismal figures for Ethiopia:  Overall Ease of Doing Business Rank (111); starting a business (99); dealing with construction permits (56); getting electricity (93); registering property (113); getting credit (150); protecting investors (122); paying taxes (40); trading across borders (157); enforcing contracts (57) and resolving insolvency (89).

The “China Model” is obviously a smokescreen for Zenawi and African Dictators, Inc., to pull the wool over the eyes of the people of Africa. It provides a plausible justification for avoiding transparent and accountable governance, competitive, free and fair elections, enforceable property rights and suppressing free speech, the press and independent judiciaries.  It is a hoax perpetrated on the people to ensure absolute political obedience and control, maximize the ruling class’ monopoly over the economy and justify the brutal suppression of all dissent.

The “China Model” naturally appeals to Africa’s kleptocratic dictators because it enables them to project the illusion of economic development as they suppress the democratic aspirations of their people and suck their national economies dry. Global Financial Integrity recently wrote: The people of Ethiopia are being bled dry. No matter how hard they try to fight their way out of absolute destitution and poverty, they will be swimming upstream against the current of illicit capital leakage.” That is what the China Model means in Ethiopia, and for that matter much of Africa.

Why the China Model? Why Not the “Ghanaian Model”?

The “China Model” may be just fine for China, but why can’t Africa have an “African Model”?  Is there not a single country in Africa worthy of some imitation. Must Africans always worship before the altar of Western or Eastern political Deities?

In July, 2009, in one of my weekly commentaries I asked a simple question:What is it the Ghanaians got, we ain’t got?” I argued that present day Ghana can offer a reasonably good, certainly not perfect, template of governance for the rest of Africa. Ironically, it is to Ghana, the cradle of the one-man, one-party rule in Sub-Saharan Africa, that we must now turn to find a model of constitutional multiparty democracy.

Ghana today has a functioning, competitive, multiparty political system guided by its 1992 Constitution. Article 55 guarantees that “every citizen of Ghana of voting age has the right to join a political party”. Political parties are free to organize and ‘disseminate information on political ideas, social and economic programs of a national character’. But tribal and ethnic parties are illegal in Ghana under Article 55 (4). That is the key to Ghana’s political success. The Ghanaians also have an independent electoral commission (Art. 46) which is “not subject to the direction or control of any person or authority” and has proven itself by ensuring the integrity of the electoral process. Ghanaians enjoy a panoply of political, civil, economic, social and cultural rights. In 2010, Ghana (with a population of 24 million) ranked 26 out of 178 countries worldwide on the World Press Freedom Index (WPFI).

In contrast,  Ethiopia (with a population of nearly 90 million) ranked 139 out of 178 on the WPFI. There are more than 133 private newspapers, 110 FM radio stations and two state-owned dailies in Ghana. Ghanaians express their opinions without fear of government retaliation. The rule of law is upheld and the government follows and respects the constitution. Ghana has a fierecely independent judiciary, which is vital to the observance of the rule of law and protection of civil liberties. Political leaders and public officials abide by the rulings and decisions of the courts and other fact-finding inquiry commissions. Ghana is certainly not a utopia, but she is positive proof that multiparty constitutional democracy can help overcome political and economic dystopia in Ethiopia and the rest of Africa. Why not adopt the “Ghanaian Model”?

Why is the Dragon Dancing With Hyenas?

China’s economic investment in Africa is said to exceed USD$150 billion; and hundreds of  Chinese companies are doing business in all parts of the continent. The Chinese government through its banks has given billions of dollars in low interest loans and credit lines to undertake a variety of infrastructure projects and other high profile projects, including the new African Union building. It has provided a range of technical assistance programs and provided scholarships and training opportunities to African students.

But why is China so generous with Africa?  The conventional explanation is that China is hungry for natural resources to feed its economy. It uses its loans, grants and development assistance to project “soft power” and access Africa’s vast natural resources in oil, timber and minerals while cultivating a market for its surplus production in industrial and consumer products.  Others say, loans and assistance programs to Africa are velvety gloves that hide an iron fist of neocolonial and neo-imperialist ambition. Last Summer, in an interview concerning the growing role of China in Africa, Secretary Hilary Clinton plaintly stated:  “We don’t want to see a new colonialism in Africa.”

China’s role in Ethiopia in particular raises some troubling questions. According to one study, “whenever Ethiopia sought Chinese aid, loan, investment and arms, the latter has responded positively by providing debt reduction and technical assistance to Ethiopia with no political strings attached.” Another study concluded: “In the construction and the energy sector, Chinese involvement in telecommunication, road and power plant construction projects through very low initial bid-prices (as well as offering credit to finance such projects) has been displacing both local and other foreign construction firms (Notwithstanding, for example in the case of power plants, the fact that the very low initial entry bid-prices are off-setted by high operational costs when the projects start operation; and the fact that Chinese big credits are almost at commercial terms).” Others have complained of trade deficits, dumping of low price textiles and clothing, industrial products and consumer electronics. Perhaps this should not come as a surprise to anyone. At the 1963 inaugural O.A.U. Summit, H.I.M. Haile Selassie said, “Africa was a physical resource to be exploited and Africans were chattels to be purchased bodily or, at best, peoples to be reduced to vassalage and lackeyhood. Africa was the market for the produce of other nations and the source of the raw materials with which their factories were fed.”

Blowback for China?

Sooner or later China has to come to terms with three simple questions: Can it afford to fasten its destiny to Africa’s dictators, genociders and despots? How long can China pretend to turn a blind eye to the misery of the African people suffering under ruthless dictatorships? Will there be a price to pay once the African dictators that China supported are forced out of power in a popular uprising?

Perhaps there are lessons to be learned from Zambia where just a few months ago the role of China became a hot political issue in the elections. Michael Sata, who became president of Zambia last Fall after four attempts, “made a sport of baiting China, calling its businesspeople in the country ‘profiteers,’ not investors”, and denouncing the Chinese for “bringing in their own people to push wheelbarrows instead of hiring local people.”

The Dragon is known for breathing fire. If China does not re-think its African policy carefully and continues its blind association and unquestioning support of corrupt African dictators and tyrants, in time it will likely suffer multiple “blowbacks” across the continent from the flames of popular upheavals and backlashes from revolts against dictatorship.

China’s policy of “noninterference” (a/k/a “hear no evil, see no evil and say no evil” about Africa’s dictators) is actually the most conspicuous and underappreciated from of interference there is. What can be more “interference” than providing the economic means to sustain and nurture repressive and dictatorial regimes? In time, “noninterference” will logically and inevitably evolve into tighter defense and military  relationships with the dictatorial regimes; and significant military presence may be unavoidable to defend Chinese economic interests and investments in Africa.

In Chinese folklore, the dragon is known for his intelligence, strength, goodness, longevity and wisdom. In African folklore, the hyena is known for treachery, gluttony and stupidity. Jia Qinglin, chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), in his speech at the 18th summit of the African Union inaugurating “China’s gift to Africa” said, “As an African saying goes, to be without a friend is to be poor indeed.” But the Dragon should think twice before befriending hyenas because the  African people, like African elephants, have long memories. They remember their friends and the friends of their enemies. But Chairman Quinglin should also heed a couple of wise Chinese sayings: “A man should choose a friend who is better than himself” (unless, of course, the man believes that “birds of a feather flock together”). But more importantly, “One should not lift a rock only to drop it on one’s own foot.”

The Moral Hazard of U.S. Policy in Africa (Part I)

Moral Hazard and Moral Bankruptcy

The concept of ‘moral hazard’ in politics may be used to explain a situation in which a government is insulated and immunized from the consequences of its risky, reckless and incompetent behavior. For instance, a regime that is heavily dependent on the safety net of foreign aid, sustained infusion of multilateral loans and perpetual supply of humanitarian assistance will behave differently if it were left to its own devices to deal with the consequences of a mismanaged economy, debilitating corruption and proliferating poverty. Many African regimes today simply avoid the demands of good governance, ignore the rule of law and commit gross violations of human rights in the belief that Western aid, particularly American taxpayer handouts, will always bail them out of their chronic budget deficits and replenish their empty grain silos. Stated simply, Western taxpayer dollars provide the fail safe insurance policy for the survival and persistence of failed regimes in Africa.

By shifting the risk of economic mismanagement, incompetence and corruption to Western donors, and because these donors impose no penalty or disincentive for poor governance, inefficiency, corruption and repression, African regimes are able to cling to power for decades abusing the human rights of their citizens and stealing elections. Western donors continue to bail out failed African states for two reasons. First, the iron fisted African dictators make excellent business partners. Recent Wikileaks cablegrams have documented that the most important objective for Western policy makers in Africa is to support a strongman who can guarantee them stability so that they can continue to do business as usual. Basically, they want a “guy they can do business with.” Second, Western donors believe that the few billions of aid dollars given every year to guarantee “stability” in African countries is more cost effective than helping to nurture a genuinely democratic societies in Africa. The moral hazard in Western policy comes not just from the fact that they provide fail-safe insurance to repressive regimes but also from the rewards of increasing amounts of aid and loans to buffer them from a tsunami of democratic popular uprising. As we have recently seen with Ben Ali in Tunisia, Hosni Mubark in Egypt and Gadahafi in Libya, supporting “strongmen” in Africa will at best produce the illusion of stability, control and permanence for the West. But turning a blind eye to gross human rights violations and complicity in the denial of democratic rights to African peoples is irrefutable evidence of moral bankruptcy.

Obama’s Foreign Policy in Africa

In 2008, when then-Senator Obama was campaigning for the presidency, his advisor on Africa, Witney W. Schneidman, laid out the candidate’s fundamental policy objectives for Africa. Schneidman argued that “Barack Obama understands Africa and its importance to the United States” and “to strengthen our common security, we must invest in our common humanity.” Unquestionably, Senator Obama was a man of little talk and lots of action. He aggressively promoted human rights and accountability throughout the continent. He co-sponsored major legislation to help end genocide in Darfur (Darfur Peace and Accountability Act of 2006), vigorously advocated for a no-fly zone in Darfur (not so in Libya today), secured funds to facilitate free and fair elections in the Democratic Republic of the Congo, helped bring Liberian warlord Charles Taylor to justice and worked to develop a coherent strategy for stabilizing Somalia.

Senator Obama was a straight-talker. In 2006, he visited Kenya and “spoke truth to power” “about the corrosive impact of corruption.” He visited Kibera, Kenya, a 2.5 square kilometer tract of urban land and the second largest slum in Africa and home to an estimated 1.2 million people. He told the proudly delirious mass of poor people, “I love all of you, my brothers — all of you, my sisters”. He embraced the wretched of Kibera: “Everybody in Kibera needs the same opportunities to go to school, to start businesses, to have enough to eat, to have decent clothes.” After the 2007 Kenya elections, Senator Obama rolled his sleeves and for “18 months worked with the Kenyan leadership to help resolve the post-election crisis in that country.” He called out Robert Mugabe for stealing elections in Zimbabwe and condemned his gross human rights violations. In South Africa, he “demanded honesty from the government about HIV/Aids.” He went into “refugee camps in Chad, where he heard first-hand about the experiences of Sudanese women who had been forced from their homes and had their families torn apart, and worse, by Khartoum’s genocidal policies.”

In America, Senator Obama made a “strong effort to reach out to first, second and third generation Africans who have become American citizens to encourage them to be part of the effort that will elect Barack Obama president of the United States.” He actively sought the support of Ethiopians. His campaign specifically called on the “10,000 Ethiopian-Americans in Virginia to help turn that state blue on November 4th.”. On November 4, 2008, Ethiopian Americans came out by the tens of thousands and helped turn Virginia blue.

When Senator Obama became President, his “Africa Agenda” revolved around three basic objectives: 1) “accelerate Africa’s integration into the global economy”, 2) “enhance the peace and security of African states” and 3) “strengthen relationships with those governments, institutions and civil society organizations committed to deepening democracy, accountability and reducing poverty in Africa.” Over the past two years, what we have seen in Africa is a whole lot of deepening repression, human rights violations and corruption in Africa. We have seen very little “accountability, democracy building, the rule of law, judicial reform” and the rest of it.

Much to our dismay, upon becoming President Mr. Obama morphed from a “confrontor” to an accommodator of Africa’s notorious human rights violators. He began preaching and issuing moral pleas to “strongmen” in an effort to redirect them from their evil ways and be nice, and not nasty, to their peoples. From day one, President Obama began soft-pedaling. In his inaugural speech, his message to those stealing elections and committing crimes on their citizens was a bit disarming: “To those who cling to power through corruption and deceit and the silencing of dissent, know that you are on the wrong side of history, but that we will extend a hand if you are willing to unclench your fist.” We thought promising rewards to practitioners of corruption and deceit was rather odd; but we deciphered the hidden message: If Africa’s dictators unclench their fists and became nice, American taxpayers will lay some cold hard cash on their open palms. In other words, it is possible to buy off these dictators into becoming nice guys.

In April 2009, President Obama told the Turkish Parliament that the “choices that we make in the coming years will determine whether the future will be shaped by fear or by freedom; by poverty or by prosperity; by strife or by a just, secure and lasting peace.” He told them that “freedom of religion and expression lead to a strong and vibrant civil society” and “an enduring commitment to the rule of law is the only way to achieve the security that comes from justice for all people.” In July 2009, in Ghana, President Obama went on the rhetorical offensive and told Africa’s “strongmen” that they have been driving on the wrong side of history for so long that they are headed straight for history’s dustbin. “Make no mistake: history is on the side of these brave Africans [citizens and their communities driving change], and not with those who use coups or change Constitutions to stay in power. Africa doesn’t need strongmen, it needs strong institutions.” In the same month, U.S. Secretary of State Hilary Clinton, in a major speech at Georgetown University, announced that the Obama Administration’s approach to “putting our principles into action” meant demanding accountability in American global human rights policy. She warned the world that “we must be wary of the steel vise in which governments around the world are slowly crushing civil society and the human spirit.”

In December 2009, Secretary Clinton offered further enlightenment on U.S. human rights policy: “It is crucial that we clarify what we mean when we talk about democracy, because democracy means not only elections to choose leaders, but also active citizens and a free press and an independent judiciary and transparent and responsive institutions that are accountable to all citizens and protect their rights equally and fairly.” She said the “first pillar” of this policy is “accountability”, which means “governments [must] take responsibility by putting human rights into law and embedding them in government institutions; by building strong, independent courts, competent and disciplined police and law enforcement.”

In April 2010, U.S. Assistant Secretary of African Affairs Johnnie Carson speaking at the Second Annual Africa Focus at Harvard University amplified on the meaning of accountability: “A key element in Africa’s transformation is sustained commitment to democracy, rule of law, and constitutional norms…. African countries need civilian governments that deliver services to their people, independent judiciaries that respect and enforce the rule of law, professional security forces that respect human rights, strong and effective legislative institutions, a free and responsible press, and a dynamic civil society.”

In May 2010, in a keynote speech at the 35-nation Organization for Economic Cooperation and Development in Paris, U.S. Attorney General Eric Holder railed against “corruption [which] weakens the rule of law, undermines the promise of democracy, imperils development and stability and faith in our markets.” In July 2010, Holder and Johnnie Carson, announced at the African Summit in Kampala, Uganda that the U.S. is launching a special Kleptocracy Asset Recovery Initiative to catch and prosecute corrupt foreign individuals and institutions operating in the U.S.

Egypt proved to be a test case for President Obama’s policy in Africa. In June 2009, in a speech given at Al-Azhar University in Cairo, President Obama told the young people of his

unyielding belief that all people yearn for certain things: the ability to speak your mind and have a say in how you are governed; confidence in the rule of law and the equal administration of justice; government that is transparent and doesn’t steal from the people; the freedom to live as you choose…. You must maintain your power through consent, not coercion; you must respect the rights of minorities, and participate with a spirit of tolerance and compromise; you must place the interests of your people and the legitimate workings of the political process above your party.

In February 2011, when Egyptian students took the streets seeking to remove Mubarak after three decades of rule by state of emergency and replace it with a “government that is transparent and doesn’t steal from the people”, President Obama was visibly hesitant and wavering. He seemed to stand aloof and not with the young people of Egypt making history. He waffled on the issue of Mubarak’s departure from power and could only offer abstract moral exhortations against “violence” while calling for an “end to the harassment and detention” and the need to create a “process that is broadly inclusive of the Egyptian opposition.” Only after Mubarak took off for Sharm-el-Sheikh did President Obama step forward to take a stand: “For in Egypt it was the moral force of nonviolence, not terrorism, not mindless killing, but nonviolence, moral force that bent the arc of history toward justice once more.” He was effusive in his praise of Egyptian youth: “It’s [Egypt’s] young people who’ve been at the forefront. A new generation, your generation, who want their voices to be heard….America will continue to do everything that we can to support an orderly and genuine transition to democracy in Egypt.”

Backing Up Talk With Action

President Obama is a source of great pride for Africans on the continent and others scattered in the Diaspora. That pride carries with it extraordinarily high expectations for U.S. policy in Africa. His writings and speeches demonstrate that he is very knowledgeable, well-informed and passionate about Africa; and his African ties are deep, strong and genuine. His involvement with Africa dates back to his student days in the early 1980s at Occidental College in California protesting apartheid. Africans would like to seek qualitative changes in U.S. policy towards Africa.

The President’s Africa policy pivots on a strategy of “constructive engagement” of African “leaders”. One cannot clap with one hand alone. There is overwhelming evidence to show that most African leaders are only interested in clinging to power cushioned by the financial support of American taxpayers. They are not interested in engaging America on what matters most to Americans – democracy, freedom, human rights, the rule of law, accountability, transparency and the like. President Obama, on the other hand, has partners right here in the U.S. of A who are willing to engage him on issues of democracy, freedom and human rights in Africa. They are the tens of thousands of Ethiopians who helped turn Virginia blue for him; they are the multitudes of Nigerians in Ohio and Somalis in Minnesota and other Africans throughout the U.S. who opened their wallets, canvassed the precincts and stood in line for hours that cold November morning in 2008 to make Senator Obama President Obama. Democracy, freedom and human rights in Africa cannot be subordinated to the expediency of “engaging” incorrigible African leaders whose sole interest is in clinging to power to enrich themselves and their cronies. Like charity, we believe, constructive engagement should begin at home.

After the Fall from the Wall

What happens to Africa after the mud walls of dictatorship come tumbling down and the palaces of illusion behind those walls vanish? Will Africa be like Humpty Dumpty who “had a great fall” and could not be put back together by “all the king’s horses and all the king’s men”? What happens to the dictators?

When the people begin to beat their drums and circle the mud walls, Africa’s dictators will pack their bags and fly off like bats out of hell. Some will go to Dictators’ Heaven in Saudi Arabia where they will be received with open arms and kisses on the cheeks (Ben Ali of Tunisia, Idi Amin of Uganda, Nawaz Sharif of Pakistan found sanctuary in Saudi Arabia, as will Hosni Mubarak of Egypt and Omar al-Bashir of the Sudan and soon.) Others will hide out in the backyards of their brother dictators (Mengistu Haile Mariam of Ethiopia has been holed up in Zimbabwe for the last 20 years; Hissen Habre of Chad remains a fugitive from justice sheltered in Senegal; Mohammed Siad Barre of Somalia lived out his last days in Nigeria as did Zaire’s Mobutu Sese Seko in Morocco). The rest will fade away into the sunset to quietly enjoy their stolen millions. But few will meet the fate of Jean-Bedel Bokassa, the self-proclaimed Emperor of the Central African Republic (CAR) who found sanctuary in France only to return to CAR, face trial and be convicted of murder; or Charles Taylor of Liberia who found refuge in Nigeria before he was handed over to the International Criminal Court and is now standing trial for crimes against humanity and war crimes.

The fact is that the morning after the fall of Africa’s dictators, the people will be stuck with a ransacked economy, emptied national banks, empty store shelves, torture chambers full of political prisoners and dithering and power-hungry opposition leaders jockeying for position in the middle of political chaos.

Who Could Put Africa Together After the Fall?

Where are the “king’s men and the king’s horses” who will put Africa together after the mud walls come tumbling down? Who are Africa’s Knights in Shining Armor who will ride to the rescue? Unfortunately, there have been few African knights and a lot of armor with one general or self-proclaimed rebel leader replacing another to lord over the people. Africa has been a victim of a recurrent case of old dictator out, new dictator in. In 1991, after the fall of the military dictatorship (Derg) in Ethiopia led by Mengistu Hailemariam, a malignant dictatorship replaced it with Meles Zenawi at the helm. Zenawi and his crew came to power promising democracy and ended up establishing a kakistorcatic kleptocracy (a government of incompetents whose mission is to use the state apparatus to steal from the people and enrich themselves and their cronies). Two decades later, the country’s economy is in shambles with galloping inflation and jails full of businessmen and merchants who are made the fall guys for the country’s economic problems.

Laurent Gbagbo succeeded Ivory Coast’s military dictator Robert Guei in a democratic election in 2000. After losing a democratic election by a 9-point margin to Alassane Ouattara recently, Gbagbo refuses to step down and continues to cling to power despite pleas by his own election commission, the African Union, the U.N., the U.S. and the European Union. In 1997, rebel leader Laurent-Désiré Kabila overthrew Mobutu Sese Seko in Zaire, named himself president the day after Mobutu fled, suspended the constitution, renamed the country to the Democratic Republic of the Congo, moved into Mobutu’s palace and continued Mobutu’s ongoing enterprise of massive human rights abuses and corruption without skipping a beat. A week after Kabila was assassinated by his own body guard in 2001, his 30 year-old son Joseph was anointed president. Lansana Conté replaced dictator Ahmed Sékou Touré in Guinea in 1984, until he was overthrown by another military dictator in December 2008. Omar al-Bashir seized power in the Sudan in 1989, immediately suspended political parties and introduced Sharia law on a national level, a major factor which contributed to the recent breakup of the Sudan. In 1999, he disbanded the parliament, suspended the constitution, declared a state of national emergency and began ruling by presidential decree. Today al-Bashir is a fugitive from justice sought by the International Criminal Court for crimes against humanity and war crimes. When Siad Barre’s military dictatorship fell in Somalia in 1991, the warlord Mohamed Farrah Aidid and his rebel group took over Mogadishu but were unable to consolidate their power throughout the country, triggering bloody clan wars that have left Somalia as the ultimate completely failed state.

Learning From History: Preparing for Change

It is said that “those who do not learn from history are doomed to repeat it”; but there is much to be learned from the history of African dictatorships. Africa’s dictators have methodically and systematically wiped out their strongest opposition by demonizing, jailing, intimidating, torturing and outlawing them. They have neutralized rivals even with their own ranks. Zenawi jailed the entire leadership of the opposition, journalists, civil society leaders and human rights advocates in one fell swoop in 2005. The dictators have created their own political institutions and doctored their constitutions to allow for change to come only through the auspices of their own parties and allies. Both Ben Ali and Mubarak amended their constitutions so that no opposition leader or party could run for the presidency or other national office and have a chance to win in a fair and free election. Because African dictators live in an echo chamber they are self-delusional. They convince themselves that they have popular support. Mubarak believes he has the full support of the people, and by reshuffling his cabinet and appointing his army buddies to top posts he could continue his 30 year-old dictatorial rule. Zenawi declared that his 99.6 percent victory in the parliamentary election in May 2010 represented a “mandate” from the people to his party in gratitude for his great leadership and the “double digit” economic growth he had brought the country. African dictators are so arrogant that they believe they can save the day by making a few superficial concessions and grandstanding promises of democratization, reorganization and reconciliation. Robert Mugabe of Zimbabwe and Mwai Kibaki of Kenya agreed to a make-believe “unity government” to prolong their dictatorships. Without the support of the West, no dictatorship in Africa could survive even a single day. That is why Mubarak, Zenawi, Kibaki, Musevini and rest of them shake in their boots when the West angles their collective boots towards their rear ends. The West will throw them under a steamroller at the first sign of unrest. President Obama was quick to “applaud” the Tunisian people for overthrowing Ben Ali. He warned Mubarak that unless he takes “concrete steps that advance the rights of the Egyptian people”, there will be cuts in the billions of dollars of U.S. handouts to Egypt.

On the other hand, many opposition leaders and parties opposing dictatorships in Africa have been disorganized, fractious, confused, haphazard, self-righteous and duplicitous. Regrettably, there are far too many opposition leaders in Africa who are driven by the singular desire to grab power than are interested in bringing about real change. Truth be told, many African opposition leaders have little faith in the courage and resourcefulness of the people; and the people prove them wrong every time. As Egypt’s Mohamed El Baradei recently observed on the Egyptian popular uprising: “It was the young people who took the initiative and set the date [for the uprising] and decided to go. Frankly, I didn’t think the people were ready… [but what the youth have done] will give them the self-confidence they needed.” Once opposition leaders seat themselves in the saddles of power, they become the mirror images of the dictators they fought to remove. In the eyes of the people, many of these leaders have proven to be wolves in sheep’s clothing; they want to grab power to make sure “it is their turn to eat, their turn at the trough”. That is the reason why people in many parts of Africa have little faith in the opposition leaders or their parties. Laurent Gbago, who fought dictator Félix Houphouët-Boigny and years later led his supporters into the streets toppling General Robert Guei is today the reincarnation of Houphouët-Boigny-Guei. Yoweri Museveni of Uganda and Paul Kagame of Rwanda are no different. Further evidence in support of the assertion that many opposition leaders are driven by a hunger for power is their inability to present to the people concrete and comprehensive proposals to address the structural problems of poverty, unemployment, inflation, corruption, oppression and human rights violation in their countries. In short, many opposition leaders have no plans to clean up the mess the dictatorships always leave behind, and have failed to become beacons of hope to guide their people out of despair. That is what we seem to be witnessing today in Tunisia, Egypt, Jordan and elsewhere.

An African Charter Against Dictatorship (Charter 2011)

The history of the human struggle for freedom offers many lessons. One of the great lessons of the past two decades is that political changes that ensure lasting peace and guarantee freedom and human rights do not come as a result of military or palace coups, rebel victories or the efforts of opposition parties and leaders, but through simple acts of civil disobedience, passive resistance and the spontaneous actions of ordinary people and youth in the streets fed up with corruption, poverty, unemployment and human rights abuses. Who could have imagined that the match young Mohamed Bouazizi lit to burn himself protesting dictatorship in Tunisia would now be torching decades-old dictatorships in Egypt, Yemen, Algeria, Jordan? Could one reasonably doubt that the winds of change will not carry the embers of freedom from Tunisia and Egypt to other countries in the region?

In the current context of civil disobedience and mass resistance and the absence of organized parties and leaders to lead peaceful popular uprisings in many African dictatorships, it seems that there is a great role to be played by individuals, small groups, civic society and other informal institutions dedicated to the defense and protection of human rights and the rule of law in Africa. Africans must look to civil society institutions and grassroots organizations to spearhead real change and take charge of their destiny. The first step towards that end is for ordinary Africans committed to nonviolent peaceful change to take a stand against dictatorship openly and defiantly. It has been done before successfully a number of times. The struggle of the Czechoslovakian dissidents who signed the Charter 77 petition is one instructive example of how individuals without political partisanship, affiliation or ideology — but committed to human rights and freedom — were able to change history by simply standing up for their beliefs and defying dictatorships.

In November 1989, riot police violently suppressed student demonstrations in Prague, which in turn triggered a massive popular uprising and a general strike against the communist regime. As a result, Czech president Gustav Husak resigned in early December; and by the end of 1989 a non-communist government was in place. Within a few months, the much vaunted communist system in Czechoslovakia was dismantled completely. The “Velvet Revolution”, as it came to be known, had roots in the tireless efforts of a few hundred Czech dissidents committed to the principles of “Charter 77”, a human rights document prepared in the from a petition demanding respect for basic human rights guaranteed to Czech citizens in their Constitution and other international human rights conventions. The Charter demanded the right to freedom of expression, freedom of association, a stop to politically-motivated prosecutions, humane treatment of political prisoners and other basic rights. Charter 77 was not an organization nor did it have any formal membership. Those who signed it consisted of “a loose, informal and open association of people of various shades of opinion, faiths and professions united by the will to strive individually and collectively for the respecting of civic and human rights in our own country and throughout the world.” Anyone who agreed with the ideas of the Charter and was willing to propagate and participate in its pursuit could take ownership. When the Charter was finalized in 1977, approximately 300 individuals had the courage to sign it. Many avoided openly endorsing the document or showing support for it fearing retaliation, harassment and persecution by the communist regime. When communism fell in 1989, fewer than two thousand Czechs had signed the Charter. Most importantly, during the turbulent days of the “Velvet Revolution”, it was the members of Charter 77 who played a pivotal and decisive role in the transition of Czechoslovakia from totalitarianism to democracy. Member of Charter 77 ensured not only the dismantlement of communism but also became the bulwarks against the rise of another dictatorship. An African Charter Against Dictatorship is long overdue!

Palace of Illusions and Fortress of Freedom

When the mud walls of African dictatorships come tumbling down, the palaces of illusion behind those walls will vanish without a trace. If Africans are to have hope of a better future and fulfill their destiny to become one with all free peoples in the world, they will need to build a fortress of freedom impregnable to the slings and arrows of civilians dictators and the savage musketry of military juntas. African dictators should heed these words: “Those who make peaceful change impossible, make a violent revolution inevitable.”
