Ethiopia: Dictator With a Conscience?

Ethiopia, Famine and the Oxford Dictionary

Oxymorons (figures of speech that combine contradictory terms) can sometimes provide unique  insights into the cognitive process. Consider, for instance, the phrase “honest politician”. Is there such a thing? It sounds so comical to talk about “efficient government”? How about an “emerging democracy”? That’s like saying a “little bit pregnant.”  If there is such a thing as a “benevolent despot/dictator”, then there are hyenas that do not eat carrion.  How about “dictator with conscience”?

Recently, dictator Meles Zenawi responding to an interviwer’s question made a public confession of shame and regret over the fact that the Oxford Dictionary uses Ethiopia as a prime  example of famine.

Interviewer: In the mid-1960s something was revealed in our country. Many people were waging struggles. You were in the struggle. In the Oxford dictionary, for the word famine, the example given is Ethiopia. How does that make you feel as an Ethiopian?

Zenawi: It is a mixed up situation. On the one hand, like any citizen, I am very sad. I am ashamed. It is degrading. A society that built the Lalibela churches some thousand years ago is unable to cultivate the land and feed itself. A society that built the Axum obelisks some 2-3 thousand years ago is unable to cultivate  the land and feed itself. That is very sad. It is very shameful.  Of all the things, to go out begging for one’s daily bread, to be a beggar nation is dehumanizing. Therefore, I feel great shame. In the end though these things are not the mistakes of a single individual. They have their own long history, and cannot be eliminated through anger or regrets. In a similar way, it requires a long struggle and determination and defiance of not just one but 3 or 4 generations. I understand that is what it takes. Until that is removed and eliminated, until I finish playing my role in it, all I can do is say Amen and accept this shame and degradation.  This is the kind of feeling it creates in me.

In 1995, Zenawi was self-effacing but cocky about his vision of a nation that is well-fed and -clothed in a decade or two with people dancing in the streets, at least living not too far from paved streets. Responding to a question from what appears to be an audience of friends and supporters, Zenawi envisioned:

Questioner: In 10 or 15 years from now, is there a vision that you see that would make you happy. Can you tell us two or three things about that?

Zenawi: Ten years from now (laughter).  Let me start with ten years from now. One big thing I think will happen and dream about is that all Ethiopians will get three meals a day (applause). After that may be, if everything works out well, my hope is that Ethiopians will have two or three changes of clothes. If everything works out, all Ethiopians will live within two hours of a paved road. If we do this, we would have done a miracle (laughter). If we go to twenty years, we would have clinics, schools, access to roads of less than two hours, not just eat three times a day. We may even have a choice of foods and selection of clothes. I hope in twenty years, we will have good outcomes (applause).

Sixteen years later in 2011, the Black Horseman is standing at the gate. Zenawi stands alongside  with folded arms feigning shame for the fact that Ethiopia is perceived to be synonymous with  famine. Recently, the U.N. predicted the “worst drought in the last 60 years” for Ethiopia and neighboring countries. UNICEF warned “millions of children and women are at risk from death and disease unless a rapid and speedy response is put into action.”

The world dreads to see once again the haunting skeletal figures of Ethiopian famine victims splattered across the television screen reminiscent of the 1970s and 1980s. Blame history Zenawi bleated philosophically: “In the end though these things are not the mistakes of a single individual. They have their own long history….”

Shame Without Guilt

Zenawi’s declaration of shame and regret for famine and chronic food shortages in Ethiopia is reminiscent of those American televangelists who publicly confess their sins when caught in a shameful scandal but take no responsibility for their transgressions. The devil did it or made them do it. For Zenawi, the blame should be placed on history, drought, climate change, heartless donors and divine retribution. Famine is not something he could have anticipated or planned to prevent. Famine just happens. No one is responsible.

Shame and guilt are often trivialized in the modern world. After the fall of the Third Reich, few came forward to express shame for their callous indifference to the acts of inhumanity committed in their name, and even fewer felt or admitted guilt for their own criminal acts. They conveniently dissociated themselves from the inhuman acts by adopting a shockingly matter-of-fact attitude: “It was what it was.” Nothing more. Of course, they had their regrets. The super-state that was to last a thousand years lasted only twelve.

During the Truth and Reconciliation hearings in South Africa, many of the officials who  perpetrated atrocities “felt” ashamed for torturing and mistreating black South Africans, but few openly admitted guilt and took full responsibility for their actions. They said they were acting in the name of the government or simply following official orders. They were not personally responsible.

The street criminal also feels shame for robbing or assaulting his victim, but rarely admits legal guilt, and even more rarely moral guilt and take responsibility. He too feels regrets, for getting caught.

It is common for dictators to acknowledge the fact of their wrongdoing without feeling shame or guilt. Stalin unapologetically declared, “A single death is a tragedy; a million deaths is a statistic.” In 1959 during China’s Great Famine Mao casually remarked in a speech:  “When there is not enough to eat, people starve to death. It is better to let half of the people die so that the other half can eat their fill.” After the massacre of hundreds of unarmed demonstrators following the 2005 elections in Ethiopia, Zenawi feigned pangs of conscience: “I regret the deaths but these were not normal demonstrations. You don’t see hand grenades thrown at normal demonstrations.”  When his own handpicked Inquiry Commission determined after a meticulous investigation that the demonstrators were unarmed and carried no weapons of any kind, Zenawi ignored the report and did nothing. Today, 237 killers still roam the streets free.

In the final analysis, when famine consumes hundreds of thousands of  people or untold numbers of people die for simple lack of food, it is the responsibility of the man at the helm, the guy in the driver’s seat. But never in Ethiopia. Emperor Haile Selassie said he did not know about the famine in 1974 until it was too late. He was not responsible. Junta leader Mengistu Hailemariam said he was not responsible for the famine in 1984 because there was no famine. Over a million people died in that famine. Zenawi says the famine in Ethiopia today is not the responsibility of any one individual. No one in leadership position has ever taken responsibility for the recurrent famines in Ethiopia.

One must have a conscience to feel shame, admit guilt and take responsibility. To say dictators have conscience is like saying snakes have legs. Dictators are the quintessential narcissists who care about and love only themselves. They are incapable of feeling shame, guilt, compassion or appreciation. Their raison d’etre (reason for existence) is the pursuit of power at any cost to dominate and control others.

Our conscience is that “inner voice” or “inner light” that helps us distinguish right from wrong, good from evil, guilt from innocence, love from hate and virtue from vice. Guilt is the flip side of shame. The bifurcation of shame from guilt is the clearest manifestation of the lack of conscience. But if one feels shame and admits guilt (moral or legal) for the actions (or omissions) producing the shame, he experiences an inner transformation which compels him to make amends. The painful feeling of dishonor, disgrace, humiliation and self-criticism transforms the shameful act into an honorable act or at least produces genuine atonement. Real admission of guilt is always followed by moral self-redemption and salvation.

Eastern philosophy teaches that “when the mind is face to face with the Truth, a self-luminous spark of thought is revealed at the inner core of ourselves and, by analogy, all of reality.” When we come face to face with the truth of our shameful act and our conscience is awakened, we naturally and effortlessly make efforts to make amends.

Confession Time?

While we are on the subject of shame, regrets, guilt and all that, I have my own confession to make. I am ashamed Ethiopia is a country

that has become the butt of famine jokes (not just an entry in the Oxford Dictionary).

known primarily for its poverty.

where elections are stolen in broad daylight.

where the rule of law and human rights are trampled every day with impunity.

where 237 security thugs walk free after killing 193 unarmed demonstrators and wounding nearly 800.

with the worst prison system in the world.

classified as the world’s worst backslider on press freedom.

with lowest internet penetration in the world after Sierra Leone.

I am ashamed Ethiopia is classified together with the worst countries in the world on the

Corruption Index (most corrupt countries).

Failed States Index (most failed states).

Index of Economic Freedom (economically most repressive countries).

International Bank for Reconstruction and Development Investment Climate Assessment (most unfriendly to business).

Ibrahim Index of African Governance (most poorly governed African countries).

Bertelsmann Political and Economic Transformation Index (most in need of reform).

Environmental Performance Index (poorest environmental and public health indicators).

But I am also proud, mighty proud. I am proud of the unity of the Ethiopian people despite the efforts of those who toil day and night to divide them by ethnicity, region, religion, language and whatever else. I am proud of Ethiopia’s culture of respect, compassion and tolerance. Most of all, I am super proud of Ethiopia’s young people. They are the only lifeline to the survival of that nation.

I wear a badge of shame on the left and a badge of pride on the right. But between my pride and shame lies my overwhelming sense of gnawing guilt. It is guilt that manifests itself in a moral quandary about what I could have done, can do now and in the future, particularly for the young people of Ethiopia to reclaim their destiny. The solutions to Ethiopia’s famine, poverty, disease, illiteracy and the rest of it will not come from self-adulating, forked-tongue dictators who cling to power like ticks on a milk cow, but from Ethiopia’s young men and women.

Zenawi says he is ashamed of the recurrent famine in Ethiopia and is resigned to accepting it  with an “Amen.” The crocodile also sheds tears. But a dictator professing shame without admitting guilt is, to paraphrase Shakespeare, “an evil soul producing holy witness, a villain with a smiling cheek, a goodly apple rotten at the heart.”

But can you hear the silent screams of the starving Ethiopians? Can you see their quiet riots against tyranny?  If you can’t, what a crying shame!

Encounter with gilgel Woyannes

It is only four weeks ago when a few of us drove down from Oakland to San Jose to attend the public meeting called by the Ethiopian regime. We don’t really recognize the current Ethiopian regime as a democratically elected representative of the people, thus one of the reasons for our trip was to peacefully protest this illegal event and at the same time teach our own people and the American citizen regarding the nature of the TPLF regime and cry loudly for the voiceless, the silenced ones.

It was a sad event. Protesting against ones own people is never easy. It feels like washing one’s dirty linen in public. But it has to be done. Silence is our number one enemy. I agree with Elie Wiesel who wrote ‘Neutrality helps the oppressor, never the victim. Silence encourages the {www:tormentor}, never the tormented.’ They tried to silence us by calling the police. The police told them ‘it is a free country and we can protest to our hearts content as long as we don’t {www:infringe} upon the freedom of others.’ They picked and choose who can attend and refused entry to some they defined as un-desirable. During question and answer time they decided who gets the microphone. We watched them in amazement. It was a choreographed event with no soul, no love and no life. It was a cadre convention. The blind leading the blind is what we saw.

We drove down to San Jose one more time this weekend. You can tell this trip was different. Everybody was in a festive mood. It was a bright beautiful Saturday and the gathering of all this Ethiopians to do good made it brighter. We drove fast. We shouted and we argued in good nature and San Jose got a lot closer this time around. This time we were attending a fundraising event for ESAT. Dr. Berhanu and Ato Tamagne were the invited guests. We were driving mad to help support the voice of freedom. As Dr. Berhanu said ‘our own Aljazeera.’

When people work with passion they do miracles. The mother of all Ethiopian flags was brought out and computer, projector and sound were weaved out of thin air. Ethiopians showed up on time. Some showed up early. I believe we are onto something. You can tell this meeting was different. No one was impatient. They just kept arriving. We kept adding more chairs.

And thenTamagne showed up on the stage. He does not have to do anything. His presence was enough. You can feel over three hundred brains working in harmony. They all show heightened sense of happiness and this uncontrollable urge to scream with delight. I was standing in the back and I saw them being electrified. People sat up straight. They were all smiling. To frown would have been totally rude and out of place. Tamagne exudes Ethiopia. Tamagne knows how to work that. What is fact and what is fiction gets blurred. The joke becomes a ‘Eureka’ moment and you start to see what is right in front you. He gets you totally immersed in the story the message sips in by osmosis. I told you he is good. He had the place in perfect sync. You know what? You can’t get enough of Tamagne.

I was worried. Dr. Berhanu is next and how do you follow Tamagne. That is the Ethiopian in me, always anxious. Well, it was all for nothing. Our Dr. has this rare ability to relate. Dr. Berhanu has perfected the art of reducing stuff into their simplest form. That must be the teacher in him. When he speaks he talks to you. He connects the dots and one start to see the picture. Please don’t ask him to finish it for you. He will send you to remedial class. Ask Meles he will tell you. Dr. Berhanu deals with facts not rumors. He tells you as it is not as the way you would like to see it. He does not evade question but meets it head on. You get to see why he is loved and respected by so many while he brings out the hate in some. The professor does not suffer fools gladly.

ESAT was celebrated as never before. The whole house was in such euphoric mood and the Ying and the Yang were in perfect harmony. Contributions for ESAT came like tis esat falls. It was raining money. Guess who shows up to prove the need for a free and independent press in Ethiopia? None other than our unfriendly neighborhood Woyane that is who. It was a perfect picture. The same folks that were standing outside and pointing out Ethiopians that are not allowed to attend their meeting four weeks earlier and the person that was on the podium with the TPLF officials as chairman were sitting comfortably in our festival. We were happy to see them. Not a soul asked them to leave. We saw it as a teachable moment.

Our Woyanes were in a hostile mood. They were ready for question and answer moment. They assumed we would deny them the microphone. They were taken by surprise. Our microphone was awarded on first come basis. You raise your hand first and you are the first to ask. When their turn came they were given the microphone. Their first questioner decided ‘insulting’ the house was the best strategy. Poor Abbay was the foil. Our grand father looking Woyane told the house to be thankful because in his own words ‘before Meles showed up we were not even aware of Abay’! Yes he said that and he was allowed to say it. You can feel the tension in the assembly but not a soul moved to object to such verbal aggression. He was provoking us. He was in search of chaos. We were more irritated than angry.

A few questioners later the second Woyane decided to change tactics. First he complained the way Dr. Berhanu answered his friend’s question and said ‘I found your answer condescending’ and went on and on some tirade. Since he was not asking but rather making a long statement he was asked to please hurry up since others were waiting for their turn. He was not interested in a dialogue but went on to hurl more insults in a loud manner. That was the feather that broke the camels back. Our friend was hauled out {www:unceremoniously}. His comrades tried to intervene but it was futile. The door was closed and the meeting continued as if nothing happened. TPLF cadres do not seem to understand that being allowed to ask a question is a privilege not a right.

The fact we are raising money for independent media for our motherland speaks a lot. We are not investors looking for profit. We do not have any agenda of our own that we are trying to pursue. Out two guests traveled across the continent for free. We are doing all this because independent media is not allowed in Ethiopia. Our country is only one of a handful on this planet where the government deicide what the citizen hears, watches and views. The regime controls all media. That was why we got together to raise money for ESAT. That is Ethiopian Satellite Television. ESAT is the fruit of some patriotic Ethiopians that donated their time and money to this noble cause. ESAT is not affiliated with any party or ideology but the truth.

ESAT has been under siege since birth. Meles Zenawi vowed in public to cripple ESAT. Based on his own admission his salary is not enough to wage a war against ESAT. He was vowing to use the taxpayer’s money to wage his private war. Believe me a country is a formidable enemy. Poor ESAT has been tossed around like a boat in stormy seas. First it was ArabSat but Meles and company checkmated with our beloved Sheik, then onto Thailand and AsiaSat, crap the Chinese probably launched the Satellite and the orbit requires a special gizmo on the dish. Well that is not good is it? It is like announcing ‘here Mr. Woyane look at me.’ ESAT is on the third or forth satellite. You know what ESAT is still alive because so many wish it to succeed. ESAT defines our common dream of Independence. ESAT is the voice of freedom.

Our gathering was to raise funds for ESAT. Because the Meles regime denies the citizen to be informed by independent media we are compelled to use our limited resources to combat censorship. Today we have millions of people starving, millions of kids with out vaccination, millions without adequate schools, teachers or books but the regime is spending millions to block ESAT and our independent Web sites.

The Meles regime does that because we let them. There is no victimizer without a victim. History shows victimizer will not relent without the victim demanding it. Some enable the victimizer by their silence while a few due to lack of the moral strength to stand up to bullies. Meles and a few of his friends decide the fate of eighty million people. We make all kinds of excuses for our failure to stand up for what is right. We make the argument for him to cover our fear and cowardice. We allow less than a thousand cadres lord it over eighty million souls. It is a shame.

The gelgel Woyanes that showed up at our fund raising were doing what comes naturally to cadres following orders. Their job is to show up and create chaos. Their aim is to insult, degrade and intimidate us. If it was in Ethiopia they will be armed.

ESAT will help us regain our self worth. Our Saturday afternoon festival was to enable our people get different perspective unfiltered by Woyane censors. Those that gathered that Saturday afternoon came to collect money so ESAT will do its job. There is a bright cloud of change coming to our country. That it is coming is not the question, the gist of the matter is, are we ready? I believe ESAT is one of the tools that will help create a well-informed and smart citizen. A conscious citizen is the best defense against tyrants and dictators. That is why the Ethiopian regime is hell bent in blocking ESAT and that is why we freedom lovers have vowed to make ESAT strong enough to penetrate their flimsy weak curtain. TPLF and the art of reverse engineering

When you take an object apart to see how it works, or take software and disassemble it to locate the source code it is referred to as reverse engineering. Basically what you are doing is inverting the system by going backwards the developmental cycle all the way to conception. Reverse engineering begins with a final product and works backwards.

This is done for various reasons. It could be done for learning purpose to see how it works, to enhance the product to make it function better, to copy it which is mostly illegal or for malicious purpose such as infecting it with virus.

I believe we have been reverse engineered by the TPLF government. You can be sure the purpose was not to learn, enhance or integrate but rather to destroy or disrupt. The pie in the sky idea of the Millennium Dam was the malicious code that was inserted into our operating system.

We woke up one morning and were appalled to discover TPLF was clad in our beautiful tri colored flag and we were left covered in Eritrean and Egyptian clothing. My hats off to our Woyane hackers. Today ladies and gentlemen we have TPLF on this corner proudly dressed in green yellow and red and on the other side is the opposition dressed in Eritrean t-shirt top and Egyptian briefs. Watch Ato Meles bouncing around in his new Chinese made uniform jabbing the air with his beautiful tri colored gloves and raising his fist up high and Ato Bulcha Demeksa getting booed by the spectators.

The Americans call it topsy-turvy situation. In Ethiopia it is called the coming of sementegna shi, the eight-millennium. It is uttered to signify a bizarre, unexplainable and totally weird situation. It is a sign of total resignation. What is there to do when you are witnessing the end of the world? I believe that is what we got here. The real sementegnaw shi is upon us.

The theft of our uniform also managed to put the question in a different perspective. All of a sudden the debate became for and against Abay. Did you notice that? To build a dam or not became the issue. That is the way the regime defined the debate.

Now tell me have you met any Ethiopian opposed to building a dam on Abay or any river? The question is absurd. Why would anybody not wish a dam, a factory, a research university and other beautiful things for his country? Then what is all this false debate about?

Like everything else in Ethiopia, due to its monopoly of the media the TPLF regime defines the issues and presents its side using every available means. The Ethiopian people, those that are able or have conquered fear get bits of information from ESAT (www.ethsat.com) VOA, DW and Internet.

The issue is not about building a freaking dam or not but rather it is all about democracy. Such colossal projects require sober discussion and a national consensus. When governments plan such huge and costly endeavors they usually carry out a consorted effort to include the population in a lively debate to build enthusiasm and good will. Again, like everything else TPLF, they have managed to stand the concept on its head. They have put the cart in front of the horse. I know it is nothing new.

We wanted to discuss intelligently and answer the two vital questions of why and how? They don’t have adequate answers so they resorted into stealing the flag and hiding behind it like a coward. We are saying hold on, before we decide shouldn’t we discuss it? Unfortunately, today we are actually forced to discuss an event that is not going to happen. Why it is not going to happen has been analyzed and dissected by Ethiopian experts in the fields of economics, engineering and politics. No one from the regime has presented a compelling reason to use our limited resources on one gigantic project or answered the simple issue of affording it. It cannot be done because there is no study to justify Ato Meles’s delusion.

The purpose of the Abay dam issue is to deflect attention from the current economic failure and the specter of uprising in the vicinity. They have managed to confuse some people. They have used a very important question to win political point. In their tiny little heads they have won the day. How pathetic. Here is a good timely quotation from FIFA’s (Fédération Internationale de Football Association) Fair play code.
Play fair
Winning is without value if victory has been achieved unfairly or dishonestly. Cheating is easy, but brings no pleasure. Playing fair requires courage and character. It is also more satisfying. Fair play always has its reward, even when the game is lost. Playing fair earns respect, while cheating only brings shame. Remember: it is only a game. And games are pointless unless played fairly.

TPLF plays dishonestly. Winning by cheating is second nature to our Woyane warriors. TPLF refuses to grow up. The Ethiopian regime is infected with toxic philosophy of us against them. They spend a lot of time concocting negative ideas and scenarios to confuse, set one up against the other and survive another day. Since Woyane assumed power our people have not seen a single day of peace.

Today democratic Ethiopia is demanding businesses use a cash register furnished and maintained by the government. The cash register costs over seven thousand Bir and maintenance and upgrades cost over two thousand. It is not open for discussion. Today democratic Ethiopia demands the citizen report to Kebele if he has an overnight visitor in his own house. Today democratic Ethiopia determines how much a private merchant should charge for his goods.

The Abay dam theatre is one more abuse to prop up a dying system. The regime has already started to expropriate money from civil servants and the banks to finance its military and security due to the threat of people’s uprising. The willing Diaspora that was lulled over by promise of appreciating real estate values is now coming face to face with TPLF’s ugly side. Forty percent is the current rate of the rip off billed as tax, but it is just the beginning. The song ‘Don’t cry for me Argentina’ comes to mind. I have a feeling some of my Hodam relatives will soon be singing the Ethiopian blues.

The reality on the ground is that the regime has spent the entire budget appropriated to the dam building project. Transporting Ato Meles and his friends to Benishangul Zone, setting up the necessary prop for television cameras bringing a marching band and two worn out caterpillar tractors is all the investment required to stir up this hollow discussion. The rest is all about fleecing the citizen and the Diaspora. Don’t hold your breath about seeing an actual dam on the mighty Abay.

The mighty Abay is not just another river. Abay is special. Abay is born in Ethiopia. Abay nurtured the Pharos and help build the great pyramids. Abay was close when Jesus walked on Earth. The prophet Mohammed sent his relatives and followers on the first Hijra (migration) for safety to Ethiopia by the shores of the mighty Abay. Without Abay there will be no such thing as Egyptian civilization the fore bearer of World civilization. It is not a good idea to toy with Abay. Abay is not a forgiving River.

Everything else Ethiopian has been debased and degraded so it is nothing new Abay is the current victim. When you think the flag is a playground for some infantile scribble Abay stands no chance.

The End Game of African Dictators

End Game

Laurent Gbagbo of Cote d’Ivoire arrested! Hosni Mubarak of Egypt in intensive care! Moamar Gadhafi of Libya under siege! Omar al-Bashir of the Sudan, a fugitive from justice. Ben Ali of Tunisia out of Africa! Meles Zenawi, sleepless in Ethiopia.

These are heady days on the African continent. These are days of joy. Africa’s thugdoms are crumbling like clumps of dirt underfoot. These are days of grief and tribulation. After one-half century of independence, Africa continues to sink deeper into a quagmire of dictatorship, corruption and extreme violence.

It was a crying shame to see the video footages of Laurent Gbagbo, the leader of one of Africa’s economic powerhouses, being collared, manhandled and dragged away with his wife like a common criminal thug. The last such shocking video came out of Africa in 1990  showing the gruesome torture and execution of Samuel Doe, the president of Liberia. (Doe had himself staged a televised torture and execution of his predecessor William Tolbert.)

Gbagbo’s arrest footage played straight into the stereotypical cartoonish image of the defiantly erratic African dictator often crudely portrayed in the media. Gbagbo looked pathetic as his captors surrounded him and barked out orders. He looked so helpless, defenseless, friendless and hopeless.  His forlorn eyes told the whole story. The man who had thumbed his nose at the world for the past 5 months while his country burned was visibly hyperventilating and drenched in sweat. He could hardly put on his shirt. It was a totally humiliating experience for Gbagbo. It was devastating, depressing and dispiriting to any African who values self-dignity.

Gbagbo was not a run-of-the-mill African dictator. He did not bulldoze or shoot his way to power. For decades, he used the democratic process to struggle for change in his country. Unlike other African dictators who graduated with high honors from the university of intrigue, corruption, human rights violation, double-dealing, deception and skullduggery, Gbagbo graduated with a doctorate from the University of Paris at the Sorbonne, one of the greatest higher learning institutions in Europe. He was a learned and energetic professor and researcher at the University of Abidjan who used his knowledge to become the leading voice of resistance and dissent against dictatorship in his country. He was a union activist who organized teachers’ strikes and ardently worked to establish multiparty democracy. He was a lawmaker in the Ivorian National Assembly. He founded the Ivorian Popular Front, a center-left socialist party. He was a bold dissident who suffered imprisonment on various occasions for his political views and activities. He spent the 1980s in exile in France.

By all measures, Gbagbo was among the best and brightest of Africa’s democratically-leaning leaders.  But as he completed his first term of office, he was afflicted by “cling-to-power-at-any-cost syndrome”, a political disease more commonly known as “I want to be president-for-life (PFL)” syndrome. Every African civilian or military leader since Kwame Nkrumah in the early 1960s has suffered from PFL. Gbagbo sacrificed the lives of thousands of his compatriots so that he could become president-for-life.

In the end, none of it mattered. Gbagbo proved to be no different or better than any of the other  benighted and villainous African dictators who cling to power by killing, jailing, torturing and stealing from their citizens. He may now end up serving a life sentence for crimes against humanity.

The Ivorian president-turned-power-fiend could have had a dignified exit from power. He could have left office with the respect and appreciation of his people, and honored by the international community as an elder African statesman. He could have found different ways of remaining active in Ivorian politics. Many wanted to facilitate a dignified exit for him. Kenyan Prime Minister Raila Odinga said, “I gave him [Gbagbo] an offer which had been given by the United States that he had an option to come into exile in the United States and that he would be allowed to be a lecturer at the University of Boston.” He could have cut a deal for a”golden exile” right after the November elections and lived out his life without fear of prosecution. He had been offered asylum in Angola, South Africa, Malawi, Nigeria and the U.S., but he turned down all of them. Like many of his predecessors, Gbagbo chose the path of self-humiliation and ignominy.

Gbagbo’s End Game

Gbagbo’s end game is to face justice for his crimes in an Ivorian court, a special court for Cote d’Ivoire or before the International Criminal Court (ICC). There is substantial evidence to show that as a direct result of Gbagbo’s refusal to concede the presidential election in November 2010, thousands of people lost their lives in officially sanctioned extra-judicial killings. In excess of one million Ivorians have been forced to leave the country to avoid the violence. Navi Pillay, the U.N. High Commissioner for Human Rights, took the extraordinary step of notifying Gbagbo and his henchmen that they will be held personally responsible and accountable for human rights violations in connection with the discovery of two mass graves. But there is also substantial evidence of extra-judicial or arbitrary executions, sexual violence, enforced or involuntary disappearances, arbitrary detentions and torture against Gbagbo and his regime dating back several years.

Allasane Ouattara, the new president, says Gbagbo will be brought to justice and a truth and reconciliation-style process instituted to address the causes and effects of the decade-long political crises in the country. ICC prosecutor Luis Moreno-Ocampo said he would like ECOWAS to request an ICC investigation into the massive human rights violations in Cote d’Ivoire, a preliminary step to Gbagbo’s prosecution. It is unlikely that any African organization will cooperate in such an investigation.  In July 2009, the African Union refused to cooperate in the prosecution of al-Bashir of the Sudan: “The AU member states shall not co-operate… relating to immunities for the arrest and surrender of Sudanese President Omar al-Bashir to the ICC.”

There is no question Gbagbo must be put on trial.  If there are concerns about his prosecution in Cote d’Ivoire, his trial could be moved to The Hague as was done for former Liberian president Charles Taylor. Gbagbo’s trial will likely involve a protracted legal process. (Taylor’s trial concluded a few weeks ago after three and one-half years of litigation in the ICC, and a verdict is expected in the foreseeable future.)

Gbagbo is entitled to full due process and given ample opportunity to vigorously contest every allegation brought against him. His right to a fair trial must be observed meticulously. Prosecution must not be limited to Gbagbo and members of his regime. All suspects, including Ouattra’s supporters allegedly involved in human rights violations, must be investigated and brought to justice. There is compelling evidence that forces loyal to Ouattara have been involved in gross human rights violations, including extra-judicial killings, rapes and burning of villages.

Lessons of a Gbagbo Prosecution

Most African dictators will pretend a Gbagbo prosecution will have no effect on them. They will convince themselves and try to convince others that what happened to Gbagbo could not happen to them because they are smarter, shrewder, cleverer and more iron-fisted than anybody else. They will laugh until their belly aches at anyone who suggests that they too will one day stand dazed and with forlorn eyes before the bars of justice and held accountable for their crimes against humanity. Once upon a time, Mubarak, Bashir, Gbagbo, Ben Ali and Gadhafi also laughed at the very suggestion of being held accountable in a court of law. Are they laughing now?

We must all say no to dictatorship and human rights violations anywhere in Africa, in the world.    On the question of human rights, we must take sides. When thousands are massacred and dumped in mass graves in Cote d’Ivoire, we cannot turn a blind eye.  When we have proof that thousands of innocent demonstrators have been killed, wounded and imprisoned in Ethiopia, we must never cease to demand justice.

Human rights abusers learn from each other. When one dictator gets away with crimes against humanity, the others get emboldened to commit atrocities on humanity. If the international community had taken vigorous action in Ethiopia and brought to justice those who massacred   hundreds of innocent demonstrators following the 2005 elections, the bloodbath and carnage in Cote d’Ivoire might have been avoided altogether.

Albert Einstein said, “The world is a dangerous place to live, not because of the people who are evil, but because of the people who don’t do anything about it.” It could be equally said that Africa has been made a dangerous place to live not because of the evil dictators alone, but more importantly because not enough good African people (and friends of Africa) are willing to stand up, speak out and do something about gross human rights violations on the continent. It has been said that “The arc of the moral universe is long, but it bends toward justice.” Laurent Gbagbo is now wholly within the radius of that arc.  The other African dictators need only contemplate a paraphrased question from a popular song: “Bad boys, bad boys, what you gonna do when the ICC comes for you?” GAME OVER!

The Common People Don’t Want War

At the Nuremberg Trials in 1945, Hermann Goering, Hitler’s right-hand man, told his interrogator:

Naturally the common people don’t want war. That is understood. But, after all, it is the leaders of the country who determine the policy and it is always a simple matter to drag the people along… Voice or no voice [democratic or non-democratic government], the people can always be brought to the bidding of the leaders. That is easy. All you have to do is tell them they are being attacked, and denounce the peacemakers for lack of patriotism and exposing the country to danger. It works the same in any country.

Lately, Meles Zenawi, the dictator-in-chief in Ethiopia, has been beating the drums of war. He charged:

Recently, Eritrea is training and deploying Al Shabab and locally grown destructive forces to terrorize our country. But Egypt is the direct force behind these destructive elements that back them. Until now, our strategy has been defending our sovereignty by speeding up our development. Now, we found that we could not go any longer with passive defense. It’s not possible to take passive defense as the only alternative. Therefore, we have to facilitate ways for Eritrean people to remove their dictatorial regime. We have no intention to jump into their country but we need to extend our influence there. If the Eritrean government tries to attack us, we will also respond proportionally.

In December 2006,  Zenawi used the exact same logique de guerre (war logic) at the onset of his unsuccessful  843-day war to dislodge the Islamic Courts Union and crush the Al Shabab in Somalia.  He said:

With regard to physical attacks or physical acts of the invasion, what has happened since last summer is that the Islamic courts have been training, equipping and smuggling armed opposition elements into Ethiopia. These elements have been engaged in activities of destabilization in Ethiopia. Hundreds of these have been smuggled and they have been involved in clashes with security forces in Ethiopia. To the extent that the Islamic Courts have trained them, equipped them, given them shelter and transported them to the border for smuggling. To that extent, they are directly involved in an act of aggression on Ethiopia. And that has been going since summer. It is still continuing.

Zenawi asserted the legal doctrine of pre-emptive self-defense (the right to use force in anticipation of an attack, Art. 51, U.N. Charter) to clothe his naked aggression against Somalia:

Ethiopian defense forces were forced to enter into war to protect the sovereignty of the nation. We are not trying to set up a government for Somalia, nor do we have an intention to meddle in Somalia’s internal affairs. We have only been forced by the circumstances.

In 2009, a humbled Zenawi waxed philosophical and struck a grudgingly conciliatory tone as he ordered his defeated troops out of Somalia:

If the people of Somalia have a government, even one not positively inclined to Ethiopia, it would be better than the current situation. Having a stable government in place in Somalia is in our national interests.

Zenawi now bangs the drums of war and says there will no longer be “passive defense” against the “dictatorial regime” in Eritrea and its Egyptian “puppet masters” who are working in collusion to “destabilize” and “terrorize” Ethiopia.

Since “stability” is the hallmark of Pax Zenawi, one could reasonably ask whether “a stable government in place in Eritrea is in our national interest”. The undeniable fact is that Zenawi invaded Somalia to pander to the Bush Administration’s reflexive obsession with terrorism and to deflect criticism for his theft of the 2005 election and the post-election massacre of innocent demonstrators and mass imprisonment of opposition leaders.   Zenawi’s three-year occupation of Somalia created more instability in that country, and the so-called transitional government remains weaker than ever. The very elements Zenawi sought to vanquish in Somalia, including Al Shabab, are today stronger than ever. Somali pirates have become a maritime scourge on the Indian Ocean. Somalia is considerably worse off today than it was before Zenawi’s invasion in 2006.  That invasion created the worst global humanitarian crisis in the first decade of the Twenty-First Century. In the end, Zenawi did not save the Horn from Al Shabab, Al Queida, the Islamic Courts or whatever phantom enemies he was chasing after over there. If Zenawi could not dislodge a ragtag army of “terrorists” from Somalia after three years of an all-out war, it is illogical to expect a different result against a well-entrenched “dictatorial regime” in Eritrea.

The fact to keep in mind is that Zenawi today is recycling the exact same slick set of arguments he used to justify his invasion of Somalia.  But hidden deep in his casus belli (justification for war) against the “dictatorial regime” in Eritrea and Egypt are a complex set of geopolitical and domestic issues. At the geopolitical level, Zenawi is floating a trial baloon to see if the Americans will fall for a second-coming of the Savior of the Horn from the plague of global terrorism, Islamic fundamentalism, regional instability and the rest of it. The U.S. will not fall for that old boogey-man-in-the-Horn trick, again. Obama is neither shopping for war in the Horn nor is he willing to bankroll one. So, there will be no war for regime change in Eritrea or a water war with Egypt.

Patriotism, the Last Refuge of the Scoundrel

So, what is the real reason for all the talk about regime change in Eritrea and a looming water war with Egypt?  It is all political theater, part of a three-ring propaganda circus intended to distract the Ethiopian population and Diaspora critics from talking about the winds of change that will surely blow southward from North Africa. All the talk of war and regime change is bravado intended to cover something that is deeply troubling  Zenawi and his ruling class. It is part of a strategy intended to project invincibility and outward confidence that Zenawi still runs the show in Ethiopia and the upheavals taking place in North Africa will not occur under his watch. But all of  the pretentious war talk betrays Zenawi’s obvious preoccupation with loss of control and power as a result of a spontaneous popular uprising. Careful analysis of his public statements reveal the deep anxieties and profound political angst of a delusionally isolated man trapped in a siege mentality.

There is substantial psychological literature which suggests that dictators often resort to bombast and self-glorification to cover up their paranoid obsessions. For instance, dictators who are morbidly fearful of losing power will project that fear on their opponents as a way of reducing their own anxiety. More to the point, a dictator fearful of regime change will threaten others with regime change just to deal with his own anxieties.  The wind-bagging about war is intended to conceal Zenawi’s vulnerabilities from public view and enable him to  suppress the psychological discomfort of consciously admitting that he could realistically become a victim of regime change in a popular uprising. Metaphorically speaking, the constant fear and nightmare of dictators who ride the back of the proverbial tiger is what the tiger will do to them if they stop riding it.  As President Kennedy observed, “In the past, those who foolishly sought power by riding on the back of the tiger ended up inside.” Ending up inside the tiger’s belly is what keeps dictators from sleeping at night and war talk during the day.  Suffice it to say that the winds of change blowing over the Horn from North Africa must be spreading sheer panic about a lurking hungry and angry tiger in the land of “thirteen months of sunshine”!

Professor Jerrold Post’s research in leadership trait analysis is particularly instructive in understanding the techniques dictators use to project false confidence, conceal their anxieties about losing power and delusionally reassure themselves that they are omnipotent, invincible and untouchable.  Typically, they begin by making grandiose public statements about war and enemies hoping to boost popular support. They magically discover love of country and wrap themselves in the flag and become jingoistic (super-patriotic). They even become  revanchist (propose to reverse territorial losses incurred by their country) in an attempt to open the floodgates of popular patriotic emotion. They brazenly pander to the population using nationalistic and chauvinistic sensationalism and try to mobilize public support with cheap sentimentality by manufacturing hysteria about imminent attacks, invisible enemies, lurking terrorists, loss of sovereignty and the rest of it.  Every chance they get, they try to trigger paroxysms of public anger against the enemy and inflame public opinion with provocative and outrageously concocted stories designed to make themselves look patriotic and all  others unpatriotic. When all else fails, they openly incite fear and hysteria to distract public attention from their crimes and dictatorial rule.

By “facilitating ways for Eritrean people to remove their dictatorial regime”, Zenawi hopes to lay a credible groundwork for a just, moral and humanitarian intervention in Eritrea. But he is only pandering to the Eritrean people by promising to free them from a “dictatorship” just as he pledged the Somali people four years ago liberation from the clutches of Al Shabab and Al Qaeda terrorists and the Islamic Courts Union. By proposing “to extend our influence there”, he is pandering to revanchist elements in Ethiopia who still chafe at the secession of Eritrea and generate war hysteria to punish a “historic” enemy.

There is nothing new in this war propaganda game. From the time of the Roman emperors to the present day, the lords of war have played the “war card” and stirred up patriotic fever in the population to cling to power. Over the millennia, the technology of war may have changed but the deceit, ploys, chicanery, treachery and modus operandi of war-makers has remained the same. Dictators, like schoolyard bullies, are experts in the art of taunting, intimidation, bluffing and teasing. They start a war of words and flood their population with lies, fabrications and half-truths. More often than not, the war of words will not amount to much more than declarations of bravado and hyperbolic accusations and recriminations.

Time will show if there will be war or intervention in Eritrea, and a water war with Egypt. We will monitor the rumors of war over the coming weeks and months. We shall listen to the oratory of war and why it is necessary for two of the poorest countries on the planet to slaughter each other twice in less than fifteen years. Isn’t the 100,000 deaths of the 1998-2000  Ethio-Eritrea war enough? We shall read the dramatic propaganda narratives to be written to create war fever and observe the war hysteria that will be drummed up to bring more misery and suffering to the unfortunate people of the Horn of Africa. We will watch out for the sparks of war, the fabricated lures and lies that will be used as bait for an attack and intervention. If there is war, we shall see the masses of poor people marching to war they do not want. But for now, no one needs to lose sleep over that prospect. The only war being waged today by Zenawi is a war of mass distraction.

Holier-Than-Thou Dictators

It is the scholarly duty of historians, political scientists, journalists, lawyers and others to throw light on repeated historical patterns of war deception to enhance public understanding, and to debunk and unravel the tangled webs of lies and deceit of the war-makers. Herr Goering said, “Voice or no voice  the people can always be brought to the bidding of the leaders.” Herr Goering is wrong. The people of North Africa are refusing the “bidding of their leaders.” Is it unreasonable to suppose that the people of the Horn of Africa will also refuse the “bidding of their leaders” to become cannon fodder for their dictators?

The common people of Ethiopia do not want war. If there is war, it will be Zenawi’s War. Zenawi has done one “fantastic Somalia job” . Another fantastic job in Eritrea is not needed. In any case, there needs to be some serious accounting for the war in Somalia in 2006 and the 1998-2000 war with Eritrea and that arbitration matter before starting a new war in 2011.

The holier-than-thou dictators ought to remind themselves that “The camel cannot see the crookedness of its own neck”. Before they go all out to remove other regimes, they should contemplate the simple wisdom of Scriptures: “You hypocrite! First take the plank out of your own eye, and then you will see clearly to remove the speck from your brother’s eye.” In less sublime terms, “People who live in glass houses should not throw stones”.

On the other hand, is it possible that when two elephants fight, the grass could come out as the real winner?

The ‘domino effect’ in living color

What is referred to at the domino effect is “a chain reaction that occurs when a small change causes a similar change nearby, which then cause another similar change, and so on in a linear sequence.” We are witnessing that phenomenon right now.

Fear of the domino effect is what got the US involved in Vietnam in the ‘60’s. When The Vietminh under Ho Chi Minh took over North Vietnam and established the Democratic Republic of Vietnam the US was convinced the communists will over run South Vietnam then continue on to Cambodia, Laos, Malaysia, Thailand and so on. The war was to arrest the Communist juggernaut. Whether it failed or was a success is a matter of interpretation.

A recent example of the fear of the domino effect is the bailout of the Banking system here in the US and Western Europe. The US Treasury came up with the term ‘too big to fail.’ It was felt that allowing a major bank to go bankrupt would start a chain reaction that will threaten the capitalist system, as we know it. The taxpayer was compelled to prop up the banks with no interest loans and a guarantee by the Federal Reserve to do what is necessary to protect the integrity of the system.

This last week the domino effect came home to roost in every capital city where freedom and civil rights have been put in the back burner. Our beautiful and brave friends in Tunisia started the ball rolling in a spectacular fashion. May the almighty bless Tunisians and their ancestors. The elegant system they devised to topple a tyrant of over twenty years was awe inspiring in its simplicity and ease of application. It was a work of art. They are still fine tuning their copy righted manual “Seven Easy Steps to Get Rid of A Tyrant©”

An ordinary citizen named Mohamed Bouaziz set himself on fire because he decided it was not worth living in such an environment. I have no idea if he saw the bigger implication of his one-person defiance. For whatever reason he did it for, his public immolation set the domino effect in motion. Let us just say tyrants everywhere are rethinking their future prospects. No matter what brave face they present or pretend to do business as usual Tunisia has scared the pants out of them.

There was no fighting force in Tunisia. There was no opposition party that seized the leadership. Religion was not a factor. There were no glaring signs that things were simmering. But in less than thirty days the eruption of dis-content engulfed a whole nation. In a blink of an eye el macho, full of himself, the leader for life, tyrant and bully Ben Ali was stripped of his humanity.

It looks like Egypt is the next domino piece to fall. May be not. It really don’t matter, the foundation is showing cracks as big as Abbay gorge. Sooner or later it will crumble. As I write this, it is the third day of spontaneous protests and there seems to be no light at the end of the tunnel for Mubarak and company. His son who was considered the heir apparent left for London with his wife and family. Now Mrs. Mubarak is reported to be in London too. I assume the tyrant of thirty years will join them soon enough. I will also venture to state that dictator Mubarak and family will settle in the US for the rest of their life in exile. Welcome fellow refugees.

Since I am in this euphoric mood may I predict the fall of the Hashemite Kingdom of Jordan and the demise of “The Leader”. For you not in the know, that is how they refer to Corporal Gaddafi of Libya to be followed by Saleh of Yemen. Even Lloyds of London will deny King Abdallah II and Colonel Gaddafi’s life insurance coverage.

With all this excitement twirling in North Africa and the Middle East it was strange to listen to Secretary of State Hillary Clintons advice to the Egyptian people. Reuters reported that “US Secretary of State Hillary Clinton on Tuesday urged all sides in Egypt to exercise restraint following street protests and said she believed the Egyptian government was stable and looking for ways to respond to its people’s aspirations.”

It sounds familiar to Ethiopians. In the aftermath of the 2005 elections the US and European Diplomats were urging Kinijit to show restraint. It is sort of strange advice after her forceful statement congratulating the Tunisian people. It would not be surprising if the Department of State condemns the abuse of power by former President Mubarak and his associates of course after his downfall. It is not only dictatorships that refuse to learn, super powers are short sighted too.

With all this drama around us, it is not asking a lot to see if we can learn a few lessons so we can make our transformation less painful. The last two times we tried this game of change we sort of stumbled and fell hard. Let us hope the third time it will be a charm.

We have a lot in common with both Tunisia and Egypt. All our leaders have abused their welcome by twenty years and over. The regimes are based on single party rule. Opposition is not tolerated. They speak the language of democracy and emerging economies. They trade heavily with the current currency of being anti terrorism. They are favored by both the IMF and the World Bank. The youth unemployment hovers 30% and more. No matter how much rosy picture the IMF and their propaganda machines paint, the reality is their economy has stagnated. It cannot support the aspirations of the people.

Compared to the two, Ethiopia is a little different. We are lot poorer. Ethiopia is still a peasant society. Communication like Internet, Television, and Radio are deliberately suppressed. Our leader understands knowledge is power. In Ethiopia there is a Communications Department that oversees what is being said and printed in the country.

In both Tunisia and Egypt what is being called ‘Social Media’ played a big role in the citizens ability to be informed and organize. Facebook and twitter are the new heroes. That is what we lack in Ethiopia. The Meles regime was aware of the power of information and suppressed the media. The 2005 general elections proved to Meles and company the danger of even a half free press.

But we are innovative people. We will always find a way out. We created ESAT. I know Voice of America and Deutche Welle are doing an excellent job of informing our people. But ESAT is different. ESAT is you and I. It is the result of our own labor and sweat. It is accountable to no one but us. ESAT is our Facebook and twitter. The TPLF regime knows that.
