Internet intrusion and increased repression in Ethiopia

Graham Peebles views the Meles Zenawi regime’s chronic suppression of the internet and media freedoms in Ethiopia and asks how long will Addis Ababa’s allies in the US, Britain and the European Union tolerate the regime’s flagrant violations of rights enshrined in domestic and international law.
Freedom of speech, freedom of expression and freedom of assembly are basic human rights and are enshrined in the Universal Declaration of Human Rights. It is not for a government – whose function is to serve the people – to decide who or indeed if these freedoms should be allowed. Although etched into the Ethiopian constitution, freedom in its various democratic manifestations remains a fantasy for the people, who are increasingly controlled, inhibited and impoverished. The Ethiopian government under the leadership of Prime Minister Meles Zenawi is imposing ever more stringent and repressive measures of subjugation. If it could it would control and restrict the very air the people breath.
Internet control and privacy
In its latest assault on the human rights of the people, the governing Ethiopian People’s Revolutionary Democratic Front (EPRDF) decreed certain activities on the internet to be illegal. Access to the internet inside Ethiopia is very poor. According to Open Net Initiative (ONI) Ethiopia “has the second lowest internet penetration rate in sub-Saharan Africa (only Sierra Leone’s is lower)… Only 360,000 people had internet access in June 2009, a penetration rate of 0.4 per cent.”
The Ethiopian Telecommunication Corporation (ETC), a government owned and run body, and the Ethiopian Telecommunication Agency (ETA) have exclusive control over internet access in the country. According to the media watchdog Reporters Without Borders (RWB) on 7 June, “Ethiopia’s only ISP [Internet Service Provider], state-owned Ethio-Telecom, has just installed a system for blocking access to the Tor network, which lets users browse anonymously and access blocked websites”. In order to achieve such selective blocking, according to RWB, “Ethio-Telecom must be using Deep Packet Inspection (DPI), an advanced network filtering method” that is used by repressive states, such as China and Iran. This sophisticated system, RWB says, “allows governments to easily target politically sensitive websites and quickly censor any expression of opposition views”.
Internet filtering in Ethiopia has been in place for some years, according to Freedom House. Its report, “Freedom on the Net 2011”, states: “Tests conducted by Freedom House found that in mid-2010 the websites of Freedom House, Human Rights Watch and Amnesty International were inaccessible. In March 2010, Voice of America reported that its website was blocked in Ethiopia.” The BBC reported that in June 2010 emails sent from Ethiopia to the Committee to Protect Journalists were also blocked.
This latest invasion of privacy and restriction of freedoms comes on the back of a new law passed on 24 May which, among other things, bans the use of Voice over the Internet Protocol (VoIP) hardware and software, such as Skype, which enables people to use the internet as the transmission medium for telephone calls, and imposes a penalty of up to 15 years imprisonment for the heinous crime of making a telephone call to a family member or friend.
Internet access, and national and international calls, which have to be made through the state telecommunications provider, the ETC, are extremely expensive. A 2010 study by the International Telecommunication Union (ITU) found that Ethiopia’s broadband internet connections were among the most expensive in the world when compared with monthly income, and come second only to those in the Central African Republic.
The new legislation also allows the government to inspect any imports of voice communication equipment and accessories, and to ban such imported shipments without prior notification. One suspects this may well simply be the first step in establishing total government control over access and use of the internet, leading to monitoring of emails, social network sites, chat platforms and so on, all of which could now be targeted and monitored. Indeed, RWB has already voiced its fears that the DPI “will be misused for surveillance purposes by a government that already subjects the political opposition and privately-owned media to a great deal of harassment”.
Up until now government acts of repression have been mainly targeted at independent journalists, political activists and opposition supporters living and working outside the country. Journalists working abroad and publishing online find themselves attacked in print by comments from government stooges, as Freedom House states in its report. It said: “In addition to censorship, the authorities use regime apologists, paid commentators and pro-government websites to proactively manipulate the online news and information landscape.” This new move, however, throws a noose around all internet users. As ONI states, “Ethiopia is increasingly jailing journalists, and the government has shown a growing propensity toward repressive behaviour both off- and online. It seems likely that censorship will become more extensive as internet access expands across the country.” Such is democracy under Meles Zenawi.
Unlawful laws of control
The reasons offered for the new legislation by the regime are the well-trodden justifications of the unjust, made by the unlawful. RWB quotes the authorities, as saying that “the ban was needed on national security grounds and because VoIP posed a threat to the state’s monopoly of telephone communications”. Duplicitous at best, such actions of extreme repression are born out of paranoia. And let us point out there should be no such state telecommunications monopoly anyway.
These measures fit into a broader pattern of restrictions of freedom, all of which violate human rights laws. The Anti Terrorist Proclamation that came into effect in 2009, to a chorus of international criticism and fury, set the tone of repression and is being followed with ever-greater ferocity. The Ethiopian constitution, a legally binding document, of course proclaims universally recognized freedoms – all of which the government contravenes. As ONI states, “The Ethiopian government maintains strict control over access to the internet and online media, despite constitutional guarantees of freedom of the press and free access to information.”
What the constitution says
Relevant constitutional statements of intent specifically relating to the media; include Article 29on the “Right of Freedom of Thought, Opinion and Expression”. This states:
Everyone has the right to freedom of expression without any interference. This right shall include freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through any media of his choice.
It also says: “Freedom of the press and other mass media, and freedom of artistic creativity, is guaranteed.”
Regarding the right to privacy, Article 26 makes plain that “Everyone has the right to the inviolability of his notes and correspondence, including postal letters, and communications made by means of telephone, telecommunications and electronic devices. It adds that “Public officials shall respect and protect these rights.”
Censorship by the printing presses
In tandem with the current illegal attacks on internet freedom, the state-owned printing presses are tightening the screws of suppression and are, according to RWB, “demanding the right to censor the newspapers they print”.
Not only is there a state monopoly on telecommunications, but the press are also state owned. There is only one Amharic-language daily national paper, with around 32,000 readers, in a country of 85 million people.
Both television and radio are firmly under the control of the Meles regime.
Berhanena Selam is the main state printer, and has a virtual monopoly on newspaper and magazine printing. Along with other state-owned printers, it is trying to impose political censorship on media content before publication. According to RWB, “In a proposed ‘standard contract for printing’ recently circulated by state printers, they [the printers] assume the right to vet and reject articles prior to printing.” Article 10 of the proposed contract, entitled “Declining to print content violating the law”, states “the printer has the right to refuse to print any text if he has ‘adequate reason’ to think it breaks the law”. This in itself breaks the law as it contravenes Article 29 of the constitution, which prohibits any form of press censorship.
Not only do the actions of the Meles regime – a centralist government in the extreme – contravene the Ethiopian constitution, but the the grave breaches of human rights contravene numerous legally binding international treaties signed by the government. Internet access is a human right and is covered by the International Covenant on Civil and Political Rights. This has been clearly emphasized by the United Nations special rapporteur on the promotion and protection of the right to freedom of opinion and expression, Frank La Rue, who has reminded “all states of their positive obligation to promote or to facilitate the enjoyment of the right to freedom of expression and the means necessary to exercise this right, including the internet”. He also stresses that “there should be as little restriction as possible to the flow of information via the internet”.
Complete control of the media pertains inside Ethiopia, and these controls are becoming ever more intense with greater disinformation and manipulation of the press and the primary source of news, television.
The Meles regime exercises a brutal and deeply repressive dictatorship. How long will the West, whose dollars, pounds and euros support the needy throughout Ethiopia, continue to turn a blind eye to the myriad human rights violations and a deaf ear to the cries of the people for justice and freedom? Sit not in silence America and Britain as your strategic, undemocratic “ally” in the Horn of Africa suppresses and controls the people of Ethiopia while claiming to act in their interest. Demand that international law is observed, federal law honoured and human rights upheld.
For the past two decades, Ethiopia has been the scene of crimes against humanity and crimes against nature. Now Ethiopian religious leaders say Ethiopia is the scene of crimes against divinity. Christian and Muslim leaders and followers today are standing together and locking arms to defend religious freedom and each other’s rights to freely exercise their consciences. But they face a formidable and treacherous foe who thrives on division and discord. Not long ago, a wicked but lame attempt was made in broad daylight to spark strife and friction between Christians and Muslims. The head honcho of the ruling party in Ethiopia told his rubber stamp parliament:
At the recent Timket (baptism of Jesus, epiphany) celebrations, there was a slogan which declared, “One country, one religion.” Those who carried this slogan were few. We don’t have a constitution that says one country, one religion. The constituion says one country, diverse religions. It is evident that there are some, few as they may be, who want to have a Christian government [in Ethiopia]. These are mostly people who lack critical thinking but we believe they can be straightened out through re-education.
One cannot say all Salafis are Al Qaeda. That’s a mistake, a crime. But all Al Qaeda are Salafis. For the first time, an Al Qaeda cell has been found in Ethiopia. Most of them in Bale and Arsi. All of the members of this cell are Salafis. This is not to say all Salafis in Ethiopia are Al Qaeda members. Most of them are not. But these Salafis have been observed distorting the real teachings [of Islam]. They [Salafis] say most people in Ethiopia are Muslims. They say the official statistical reports are false. They say since most Ethiopians are Muslims, there must be an Islamic government. Such agitation is currently underway on a mass scale by these fundamentalist agitators…
Hmmm!!?? Now, who could possibly benefit from stoking the fires of fundamentalism and sectarianism and fanning the flames of religious conflict and rivalry in Ethiopia? Who could possibly be behind the alleged group barking for “one country, one religion”? Who could have possibly set up “Al Qaeda cells” in Ethiopia “for the first time” eleven years after 9/11? Is the core problem of Ethiopia today a dispute between those who clamor for an “Islamic government” and those jabbering for a “Christian government”? Is the real question facing Ethiopia democracy vs. dictatorship or “Islamic fundamentalism” vs. “Christian fundamentalism?” Are “Al Qaeda cells” the malignant virus threatening Ethiopia’s existence? Or is the metastasizing cancer in the Ethiopian body politic one-man, one-party dictatorship?
The whole attempt to spark religious antagonism and conflict between Muslims and Christians could be overlooked as the bizarre machinations of a warped and depraved mind but for the fact that it is the manifest strategy of the leaders of the ruling party in Ethiopia to prolong their grapple hold on power. Inflammatory and incendiary claims are made against alleged religious extremists and presented in such a way as to panic ordinary Muslims and Christians into fearing and loathing each other. “We don’t have a constitution that says one country, one religion.” The constitution says one country, diverse religions (sic!).” Why talk about what the Constitution does not say? Why not talk about what the Constitution exactly says?
Article 11 of the Ethiopian Constitution makes it crystal clear: “There shall be no state religion. The state shall not interfere in religious matters and religion shall not interfere in state affairs.”
Article 27 emphatically declares: “Everyone shall have the right to freedom of thought, conscience and religion. This right shall include freedom to have or adopt a religion or belief of his choice, and freedom, either individually or in community with others and in public or in private, to manifest his religion or belief in worship, observance, practice and teaching. No one shall be subject to coercion by force or any other means, which would impair his freedom to have or to adopt a religion or belief of his choice.”
Does it make sense to talk about what the Constitution does not say? Only if there is an ulterior motive!
“Religion is a Personal Choice; Country is a Collective Responsibility”
There are no credible Ethiopian Christian or Muslim leaders who subscribe to, endorse or in any way promote religious or political extremism of any sort. There is no evidence that any credible religious leader of any faith in Ethiopia has ever proposed a theocratic state of one religion or another. Yet, the lunatic fringe is paraded out in public as representatives of mainstream members of the Islamic and Christian faiths. But no reasonable Ethiopian would buy the “bedtime story” about some unidentified Christian or Islamic groups establishing a theocratic state of one kind or another or Al Qaeda cells poised to take over Ethiopia. The problem in Ethiopia is dictatorship, not dogma.
At the press conference, Le’ke Kahenat Mesale Engeda, a prominent exiled prelate of the Ethiopian Orthodox Tewahedo Church in Toronto, reaffirmed Christian Muslim unity and described Ethiopia’s current condition:
… Our brothers and sisters who are followers of Islam have always served to protect our country. Recorded history shows many Muslim fathers fought for and suffered in defense of our country. Muslims and Christians have lived in Ethiopia peacefully [throughout history]. When trouble rises to face the [Orthodox] Church, Muslims have risen up with us to face them. Today a Muslim leader from Toronto is standing with us. As you know, at this time in Ethiopia our Muslim brothers and sisters are facing extreme hardship… But we are all standing together…
… Our brothers and sisters who are followers of Islam have always served to protect our country. Recorded history shows many Muslim fathers fought for and suffered in defense of our country. Muslims and Christians have lived in Ethiopia peacefully [throughout history]. When trouble rises to face the [Orthodox] Church, Muslims have risen up with us to face them. Today a Muslim leader from Toronto is standing with us. As you know, at this time in Ethiopia our Muslim brothers and sisters are facing extreme hardship… But we are all standing together…
… To all members of Ethiopian Tewahedo Orthodox Church members: Do not join with the forces of darkness and whose work will not bear fruit. The great and ancient country of Ethiopia, the beacon of freedom for all Black people in the 21st Century is [facing great danger]. It is now clear to all that the woyanes [the ruling regime] environmental program [land giveaway to foreign investors] is destroying our Church and faith and reaching its ultimate stage. The woyanes’ terror and chaos has brought great shame to Ethiopia. Previously, the Church administration of Wedi Zenawi and Aba Gebremedhin [ruling party appointed head of the Ethiopian church] allied with the ruling regime has been the cause of church burnings, imprisonment, torture and killing of religious leaders. They have also caused the burning of Ziqulla monastery.
Now using the excuse of building a sugar factory, they are planning to destroy Waldeba monastery, which has been one of the major holy sites of faith and religion for our Church for over a thousand years. Waldeba is a historic and holy place. It is a place where learned church leaders have come. It is a place for which our forefathers have given up their lives in its defense. So to uproot the people in Waldeba, to create commercial farms on this holy ground and to dig up the remains of the holy fathers is a great shame… People of Ethiopia! What do you think? What do you see? What is the role of Ethiopia’s religious leaders as we stand and watch Ethiopia’s churches burning and our Faith destroyed?
Hajj Mohamed Seid, a prominent Ethiopian Muslim leader in exile in Toronto, urged strong commitment to Ethiopian unity:
… As you know Ethiopia is a country that has different religions. Ethiopia is a country where Muslims and followers of the Orthodox faith have lived and loved each other throughout recorded history. Even in our lifetimes — 50 to 60 years — we have not seen Ethiopia in so much suffering and tribulation. Religion is a private choice, but country is a collective responsibility. If there is no country, there is no religion. It is only when we have a country that we find everything. Today, Ethiopia, which has been strong in its religious faiths, has been broken up into pieces. They are trying to get Muslims and Christians to fight. They campaigned for that for a long time. But it did not work. They tried to get the Oromo to fight with the Amhara. But that did not work…. We know of only one type of Muslim in hsitory — one who honors his word. [The saying is that] when a Muslim does not stand by his word and the rain does not fall, that spells doom for the country. They have brought a new religion and are creating chaos in Ethiopia…
…As you know today is Friday. On Firday, I should be at the Mosque for prayers and not attend to secular matters. But I am here because of the situation in our country. If there is no country, it makes for a difficult time to pray and uphold religion. Churches and monasteries are respected by Muslims and Christians but Ethiopia’s foundation is religion. The [Waldeba] monastery is in a land where the pious have lived a monastic life eating the berries and leaves in the wilderness. It is not a land to be sold to China and India. Today starving people are forced to dig and shovel day and night [so that Chinese and Indian investors can profit]. This is a great shame for Ethiopians. They [the rulers in Ethiopia] have sold the land [to foreigners] and have kept the most arable land to themselves. The money from the sale is not in our country. It is in their pockets.
…. Is there an Ethiopian generation left now? The students who enrolled in the universities are demoralized; their minds are afflicted chewing khat (a mild drug) and smoking cigarettes. They [the ruling regime] have destroyed a generation. Truly, I have never read of the history of a government or administration that commits such atrocities on its people [as the one currently in Ethiopia]. If each one of us is given a full day to tell about the suffering and tribulation of the people, it would not be enough.
What greater tyranny is there than destroying religion? Is there a greater tyranny? If religion is destroyed in Ethiopia, that means Ethiopia does not exist. The only thing that is left is the name on a map. They have divided us into 9 pieces, but our land has already been sold to foreigners. They have moved their money out of the country. They are enjoying it. Their plan for us is to fly 9 flags, remain divided into 9 pieces and shoot and kill each other. That is what they have prepared for us in their program. We must not be divided by religion or ethnicity. We have the responsibility of history to keep Ethiopia united. Our children and children’s children must not remain exiled yearning for their country.
Let’s stop and think for a moment. Have you ever read in history or seen with your own eyes a regime such as the one in Ethiopia today? Therefore, Muslims and followers of other religions must submit our supplication to the Almighty our Creator. In my days in Ethiopia, there were locusts and other parasites that invaded the land. At that time, religious leaders prayed; the Muslims to Allah; the Christians prayed in the churches and monasteries. That was a time of judgment. Therefore, we have to be strong in our faiths. We have to work with greater strength to protect and defend our country. This is our obligation. Those of us living outside Ethiopia, knowing that effort is being made to destroy the younger generation, must rise up and help to the best of our abilities. It is not only financial help. You must also give moral support. We have to confer and consult with each other. We must have our cries heard. I ask all of us to pray so that Ethiopia can survive in peace and this government will be changed.
Plural Religions, One Country!
Hajj Mohammed Seid resonated a long held sentiment among Ethiopians that “religion is a private choice, but country is a collective responsibility.” Le’ke Kahenat Mesale Engeda makes an incontrovertible statement when he said, “Muslims and Christians have lived in Ethiopia peacefully [throughout history]. When trouble rises to face the [Orthodox] Church, Muslims have risen up with us to face them.” Now trouble has risen to face both Christians and Muslims. It is trouble borne of dictatorship, despotism and tyranny. It is a mortal threat to religion and country. It can only be overcome only through unity of Ethiopians across religious, ethnic, regional and linguistic lines. The example of these two religious leaders goes a long way to show us the need and importance of continuing the religious harmony between Christians and Muslims that has persisted over centuries. It also underscores the need for greater mutual understanding, reaffirmation of peaceful coexistence and the vital importance of resolute cooperation across religious lines to create a new Ethiopia where religious freedom is secure and every individual is free to exercise his/her conscience according to one’s faith.
The Price of Sectarian Strife
Recent events in Nigeria are instructive of the harmful consequences of religious strife. For decades, in many parts of Nigeria Christians and Muslims have lived together peacefully sharing customs and working cooperatively in different facets of social life. Though tensions and episodic conflicts have occurred from time to time, generally there has been peaceful coexistence between adherents of the two religions in Nigeria. Over the past decade, this peaceful coexistence has been tested severely by religious fringe groups who have launched violent attacks on houses of worship, public places and government offices. There has been much loss of innocent lives and wanton destruction of property. But Muslims and Christians often point out the fact that what appears to be sectarian strife is actually rooted in disputes over land and rights. Unscrupulous politicians have fanned the flames of sectarian hatred and exacerbated differences for their own narrow ends. The press has been blamed for sensationalizing incidents by publishing stories that breed fear and distrust in the society. But Christian and Muslim leaders have risen up to condemn the spiraling violence perpetrated by fringe groups. Last week, in an open letter to the federal government, Jama’atu Nasril Islam, an umbrella group for Muslim organizations in Nigeria, condemned the recent church bombings in Jos and Biu that killed three people and wounded 41. President Goodluck Jonathan, who happens to be a Christian, says sectarianism is destructive of the Nigerian nation. His Administration’s position is that there is no “major conflict between the Christian community and Muslim community. Retaliation is not the answer, because if you retaliate, at what point will it end? Nigeria must survive as a nation.” Ethiopia must survive as a nation!
The Unity Challenge
Christians and Muslims in Ethiopia have coexisted peacefully for centuries. No doubt, that will continue. But together they face numerous challenges imposed upon them by dictatorship. Where political leaders have failed, religious leaders could succeed. Christian and Muslim religious leaders can play a critical role in preventing conflict and in building bridges of understanding, mutual respect and collaborative working relations. They can plant the seeds of harmony, understanding, respect and love as others toil day and night to spread the seeds of hatred, discord, division, conflict and antagonism. The people need spiritual guidance to do good and act with moral probity as much as they need laws to ensure their political freedoms. When religious leaders show the way, the people will joyfully work together to build bridges of understanding and mutual respect.
In the U.S., and quite possibly in other countries, communities of faith organize “interfaith councils”. These councils bring diverse faith communities to work together to foster greater understanding and respect among people of different faiths and to address basic needs in the community. Many such councils go beyond dialogue and reflection to cooperative work in social services and implementing projects to meet community needs. They stand together to protect religious freedom by opposing discrimination and condemning debasement of religious institutions and faiths. There is no reason why Ethiopians could not establish interfaith councils of their own.
Ethiopia’s unity challenge can be effectively addressed if we practice the basic principle: “Religion is a private choice, country is a collective responsibility.” In fact, the centuries long peaceful coexistence between Muslims and Christians is based on this very principle. In practicing this principle today, it is our moral obligation to condemn and oppose religious and other forms of extremism by any group; but it is also the obligation of faith leaders, civic society organizations and human rights advocates to undertake public education and awareness programs on the mortal dangers of such extremism. Religious leaders in Ethiopia enjoy great trust and command the respect of the people. Where entrenched political interests promote religious antagonism, it is up to the religious leaders to preach and teach tolerance. Ethiopia’s problems do not originate from differences in theology. Ethiopia’s problems originate from those who want to use theology as Ethiopia’s eschatology (a theology of doom)!

US senator condemns Ethiopia’s persecution of the press

On Wednesday, the same day the White House announced a strategic plan committing the United States to elevating its efforts in “challenging leaders whose actions threaten the credibility of democratic processes” in sub-Saharan Africa, a senior member of the U.S. Congress challenged the erosion of press freedom in a key U.S. strategic partner in the Horn of Africa: Ethiopia.
Underscoring the importance of Ethiopia asan important partner for the United States in containing terrorism and ending poverty and famine in the region, Senator Patrick Leahy, a democrat from Vermont, published on Thursday a statement in TheCongressional Record, the official daily journal of U.S. Congress, in which he condemned the assault on the freedom of the Ethiopian press under Prime Minister Meles Zenawi. The senator argued that success for the Obama administration’s new partnership with Meles on food security depends on “broad national consultation, transparency, and accountability,” values, he said, that “depend in no small part on a free press.”
Leahy highlighted the emblematic case of Ethiopia’s most prominent imprisoned journalist and blogger, Eskinder Nega. Eskinder, whom PEN American Center honored this year with the Freedom to Write Award, could be convicted on June 21 on vague terrorism charges that carry a life sentence “simply for refusing to remain silent about the Ethiopian government’s increasingly authoritarian drift.” Five days prior to his arrest in September 2011, Eskinder had published an article criticizing the Meles administration “for misusing a vaguely-worded 2009 antiterrorism law to jail journalists and political opponents,” Leahy said.
In public statements and state media, Ethiopian government officials have sought to discredit Eskinder and the other 10 journalists, calling them terrorist accomplices involved in anti-state activities.
The evidence offered against the journalist in court, Leahy said, included “a video of a town hall meeting in which Eskinder discusses the Arab Spring and speculates on whether similar protests were possible in Ethiopia.” The journalist also consistently highlighted “the government’s denial of human rights, and call[ed] for an end to political repression and corruption” despite being jailed seven times, his wife imprisoned, and his newspapers repeatedly banned over two decades, Leahy said.
Leahy was the third member of Congress, after Alaska Senator Mark Begich and California Representative Edward Royce, to publicly voice concern over the persecution of 11 Ethiopian journalists “for questioning government actions and policies–activities that you and I and people around the world would recognize as fundamental to any free press,” he wrote. He added, “Ironically, by trying to silence those who do not toe the official line, the government is only helping to underscore the concerns that many inside and outside of Ethiopia share about the deterioration of democracy and human rights in that country.”
In the statement, Leahy, the chairman of a sub-committee responsible for funding portions of U.S. assistance to foreign countries, said the “importance of respecting freedom of the press cannot be overstated” in the disbursement of aid to the government.
The Ethiopian government was peddling its ponzi scheme of selling bonds for the pie in the sky project named The Grand Renaissance Dam’ on the Abbay river here in the Bay Area. It was not as lavish as the event that took place in their embassy in Washington DC. That ‘event was graced by the presence of a high- level Ethiopian delegation led by Deputy Prime Minister and Foreign Affairs Minister and Chairman of the National Renaissance Council, Haile Mariam Desalegn’ according to Aiga. Since he has such a long title they have shortened to D/PM, FM to go along with his curtailed duty that only includes reading written notes, greeting visitors and presiding at Renaissance meetings.
Ours event was shall I say ‘graced’ by their Conciliate from Los Angles and a political science professor from Addis Abeba University. Considering I was marching in front their office in Los Angles just a week ago regarding their current attempt at destroying our cherished heritage of Waldeba monastery it was a little confusing to see his honor involved in building a dam. They invited all Ethiopians and I just couldn’t refuse. My curiosity overcame my rationality. I am glad I went, If the Ethiopian people are subjected to such farcical presentation day in day out I felt sitting for a two hours presentation was the least I can do to understand the daily stress of my people.
The first speaker that described herself as the Chairperson of the project in the Bay Area mentioned that her group has been active for less than three months. What knocked me off my seat was her declaration that in this short time they have been able to sell $138,000 US dollars worth of bonds. That is 2.4 million Bir. I was impressed. Then I turned around and all I could see was about twenty-five people in the room. I thought people who paid all that money will defiantly attend a meeting to see how their money was spent but for some reason they just did not bother to show up. Is it possible that they are just a figment of someone’s imagination?
Well with all things Woyane the imagination is always greater than the reality and this was an indication of better things to happen as the meeting progressed. One thing I notice about Woyane lectures is that they have this unhealthy fascination with power point presentation. It is futile attempts to sugar coat the lie and empty rhetoric by sharp looking graphs and larger than life pictures. Facts are glossed over while the listener is trying to figure out all the confusing information being displayed at a random fashion.
The Ambassador has the most difficult task of the two speakers. It is not easy being a snake oil salesman. The regular joke about us not being smart or dedicated enough to use the mighty Abbay was of course mentioned. We are supposed to thank the far-reaching leadership of Meles Zenawi to have come up with such a fantastic and brilliant idea of building a dam on Abbay. I am sure we will be told soon it came to him during his sleep showing us even in bed that sharp mind is still working. The Ambassador used a short documentary to show us the progress since the start of the project. Shall we say the presentation was a little lacking for a task that is projected to cost us billions?
The short video was made either to insult or mock anybody with an ounce of intelligence. There was one excavator and one dump truck and a few cement mixer trucks. Yes I said one lonely excavator. For a country with eighty million people where over half of the adult population is unemployed you would think human labor would be the preferred choice if one really wants to use the resources under his nose. Unfortunately that will require the enthusiastic participation of the nation in the project but when your government is unpopular and viewed with suspicion that is not an option. Plus it would require transporting people from one kilil to another and that is not allowed.
What we saw was may be fifty or so guys dressed in orange uniform. What was fascinating was to see the skinny flag of Salini the Italian construction company flying from a bowed tree pole. If you remember Salini was the same company that was in charge of Gibe II project where the tunnel collapsed exactly a month after inauguration. That was a no bid project and you can imagine where most of the money borrowed in then name of Ethiopia went. I thought this project was by us and for us and what the heck is Salini doing there? May be Salini is paying us for what Minilk did to his grand pa a while back. Lets us all remind our children to get back the money stolen with the modern day Askaris including interest as soon as we reclaim our land.
The official spoke at length about the many successful projects accomplished the last twenty years. That is well and good but twenty years is a long time and showing no progress would have been a little strange. The issue here is here is how much progress and under what circumstances. When you consider President Obama is fighting like hell for his reelection bid and he only had four years to correct a colossal economic melt down I would say twenty years is quite generous amount of time to do miracles. So our question to our rulers becomes what you got to show for twenty years of being in complete charge? Knocking down the old cannot be a perpetual excuse, at a certain point one has to stand on his own record. Unfortunately like a broken record our rulers never tire talking about yesterday to cover up today’s shortcoming.
I have to admit the professor gave a very intelligent presentation regarding the role water or river plays in international dealings between nations. He was very knowledgeable on the subject and his power point presentation was flawless. The problem reared its head when it comes to his conclusion. It is one thing to explain water intellectually but to bring it home and try to make it relate to woddase dam is a lit bit tricky, and it showed. He was left floundering unable to commit and say this project is what is needed and this regime can bring it to life. He cannot say that with conviction. As a political scientist he knows theory in one thing but implementation requires a whole host of other factors that have to be present to achieve success. The current organization that is operating in our country is not conducive to attain that goal and a first year college freshman can tell you that. It would be considered intellectual dishonesty to trust one of the most corrupt regimes to carry out such a colossal task.
You see scheming the surface no one is against building a dam, a highway or a factory. The truth of the matter is that most Ethiopians will give the shirt of their back if it will help our country. The problem lies with that qualifier ‘if’ it just leaves an uncertain feeling doesn’t it? That is the problem with our renaissance dam project. It is a very uncertain proposal that is difficult to explain and not easy to digest.
It is not easy because based on reality, as we have known it the last twenty years the people in power cannot be trusted to do anything that will bring honor or pride to our country. No one in his right mind will trust the folks in charge to be able to bring any project to a successful conclusion. If there is anything we can be sure of is that they will find a hundred different ways to screw us up. Here is the real Ethiopia in nutshell:
1) Social harmony: None. Our country is divided into Kilils and we are made to view each other with suspicion and hate. We are in fact deporting our own citizens within the country. Today the regime is attempting to create conflict among our old religions throughout the land. Both Christians and Moslems are resisting mightily but it is an uphill struggle.
2) Economy: Bankrupt. Inflation is double digits and unemployment is beyond imagination. Over eight million people are on food aid and famine is real. The government is in the process of leasing land to foreigners so they can grow crops for export. The economy is controlled by EFFORT a one ethnic based conglomerate.
3) War: Plenty. Since coming to power the TPLF regime has fought with Eritrea and sacrificed over eighty thousand lives. It has invaded Somalia and no one knows the sacrifice in human lives and money. Inside the country it has sent its solders to kill in Gambella, Ogaden, Hawasa, Gondar, Afar, etc.
4) Politics: Waging relentless disruption against opposition parties and groups is second nature to the regime. In the aftermath of the 2005 elections the regime murdered over two hundred eighty citizens, imprisoned all the opposition and hauled over forty thousand people to concentration camps. (We thank the heroic act of Judge Woldemariam and his associates in smuggling out the evidence) The Parliament is the playground of the Prime Minster.
5) Media: Government monopoly. Television. Radio, print media, Internet and telecommunications are all controlled by the regime. Independent voice is not allowed. Our friends Eskinder Nega, Reyot Alemu and Webeshet Taye among many others are today in prison because they spoke and wrote the truth.
There is no need to recount further atrocity the question becomes how could you trust such a ruthless bunch of sycophants to carry out a noble task as building a dam? One has to be plenty gullible or certified moron to go along with such Ponzi scheme. How could you hand your hard earned money where there is no accountability, no consultation or any outside independent audit?
This is what Ambassador Girma Birru, Special Envoy and Ambassador Extra-ordinary and Plenipotentiary of the Federal Democratic Republic of Ethiopia to the US and non-resident envoy to Mexico – another long title don’t you think? Any way here is how Aiga reported it ‘In his revealing statement the Ethiopian Special Envoy recounted the propitious political climate which is prevalent in present day Ethiopia that allows the free participation of the citizenry in matters ranging from the right to assembly, association, expression and faith up to and including the basic right to vote in elections that are held regularly @ the county, district, state and federal levels.’ Do you think he actually believes that? He must have said what was reported, the question becomes who is crazy them or us? You be the judge.
In our presentation here in Oakland both speakers were adamant in saying the renaissance dam site is sparsely populated and no one was moved or relocated. Isn’t it always surprising all their projects are so pure and picked for locations where no Ethiopian resides? But at the same time why do we come across a whole bunch of our citizens that have been made homeless when their land is leased to forsaken foreigners? Then why do we hear our brother Ato Ojulu from Gambella who has been forced from his ancestral land pleading from Kenya? Their lie seems never to stop.
In conclusion I would like to say something. It is true but a sad statement. The assembly in our city was a reflection of what is taking place in our country. It has to be pointed out because it has to be discussed openly and corrected in a timely manner. As I said there were less than thirty people present and over ninety percent were from one ethnic group. Pretending otherwise is not healthy. The question to ask is why? Why would only Tigreans show up to support the construction of a dam on Abbay? Abbay is far from Tigrai Kilil so why are they feeling this special affinity to this project? It is a valid question. I am sure we all have all seen this kind of weird and strange situation on every question raised in our homeland.
I will give my answer and it is definitely not the final statement on the issue. It is what I think right or wrong. My response is to help us openly analyze the dilemma faced by all of us and devise a healthy and lasting solution instead of whispering from behind and muddying the situation further. First of all this virus was brought upon us by no other than Meles Zenawi and his accomplices. It was in the late seventies while all were trying to form a united front and fight the Derg that his group insisted in this separate non-inclusive way of struggle. Their first causality was the brave patriotic EPRP that sacrificed beautiful children of Ethiopia in their prime. Meles Zenawi did as much damage as Mengistu Hailemariam when it comes to our educated and dedicated brothers and sisters that stood for real freedom and unity of our nation. We will never forget.
Since 1992 TPLF has inoculated our nation with this deadly virus more dangerous than HIV aids. They have set us up against each other. Our meeting is the result of this disease that even follows us into a free land. Tigreans have become hostages of this disease and the rest of us have allowed it to simmer while a few have bought into this crap. It is true a few Tigreans are riding this wave and accumulating wealth and riding rough on the rest of us. Meles and company are always pointing out our differences and making sure the few they have chosen are displayed. What is true in today’s Ethiopia is that all real power is in the hands of this ethnic group starting from the security, military, banking, commerce and key organizations. On the other hand the average Tigrai living in the rural areas of his kilil is as much the victim as rest of our own peasants. No matter how some put it the Tigrai Kilil is not the paradise it is portrayed to be. The TPLF tugs in charge are the same everywhere.
Do we buy into this negative scenario as painted by Meles and company or see it as the self-serving philosophy by a few friends and family to extend their evil rule over all of us? Has this kind of mind set ever shown to work or has it at certain point exploded on the makers and taken all into the abyss? Isn’t that what we see in history when we study totalitarian systems and their implosion from inside? Isn’t that what happened in Libya? Are we witnessing it in Syria with Assad and his Alawit tribe fighting for dear life from house to house? What do you think is going to happen in Syria once Assad and his little army are wiped away? Syria is not going anywhere but what kind of Syria would it be? Can they just forget the hate and animosity that has been cultivated and put their energy on building a new society? Or would it take a long time to wash away the negative energy, mistrust and hate that have been systematically planted in every Syrian brain?
When we see our Ethiopia these are the things we should contemplate instead of trying to out perform each other on the level of our hate. We should be very careful on how we view the situation and search deep into our heart and soul before we judge others due to their ethnic affiliation or religion. None of us choose where we are conceived. We should be judged on what kind of human being we have become. Sometimes in times of scarcity and fear buying into the evil design of a few we all go astray. The only thing that will bring us back to the right path is show of love and tolerances not more hate and further attempt at marginalizing. Remember both the perpetrator and victim are connected and the attempt should be to save both if possible without doing further damage.
I am sure all those that gathered in our meeting love Ethiopia. I am sure in their own way they all think they are doing the right thing. Unfortunately both sides cannot be right. The road taken by the current government has only shown that this sort of exclusive journey is not lasting nor will it bear good fruit. Our job is to patiently explain the futility of traveling on this dead end street and bring our people back to our fold. That is not done thru condemnation, name-calling or threat but show of love, understanding and showing by example. It is a shame educated and conscious Ethiopians have fallen pray to this narrow ethnic divide and some by cooperation a few by their silence have emboldened the sick and worthless students of TPLF garage and nihilist philosophy. I believe in every one of us our kind side outweighs the evil and bad and our challenge is to bring out the good and infect our people with this sweet medicine God has built into us. We pray for our country.
Over the past few months, I have been penning occasional commentaries in a series I called “Ethiopia’s transition from dictatorship and democracy”. In my last such commentary, I argued that “on the bridge to democracy, there is often a collision between individuals and groups doggedly pursuing power, the common people tired of those who abuse and misuse power and the dictators who want to cling to power. The chaos that occurs on the transitional bridge from dictatorship to democracy creates the ideal conditions for the hijacking of political power, theft of democracy and the reinstitution of dictatorship in the name of democracy.” In this commentary, I focus on the need for constitutional “pre-dialogue” (preparatory conversations) in anticipation of some potential roadblocks on Ethiopia’s inexorable march to a constitutional democracy.
Roadblocks to Democracy
Most societies that have sought to make a transition from tyranny and dictatorship to democracy have faced challenging and complex roadblocks. After the Americans effectively ended Britain’s tyrannical rule in 1776, the 13 colonies experimented on their own until 1781 when they signed articles of confederation creating a loose political association and a national government. That effort failed because the states had reserved important powers over commerce, foreign trade and affairs to themselves and denied the national government the power to tax, raise an army or regulate trade. They overcame these and other major problems when they adopted their current constitution in 1787.
More recent history shows the extraordinary difficulties countries face in transitioning from dictatorship to democracy. Since the collapse of the Soviet Union and the dissolution of communist regimes behind the Iron Curtain, the transition democracy has been difficult and incomplete. The wave of democratization in the Eastern Bloc countries and the former Soviet states in the 1990s lifted only a few of them into the ranks of liberal democracies with free elections, multiparty democracy, independent media and judiciary and so on. Various explanations have been offered for the stillbirth of democracy in these countries. One persuasive explanation suggests that in those countries where democracy succeeded, there were strong democratic forces with sufficient power to impose hegemony on supporters of the moribund communist dictatorships. Dictatorships reinvented themselves and reemerged in new configurations where supporters of the previous dictatorship maintained a decisive power advantage.
The “Arab Spring” that signaled the dawn of democracy in Libya, Egypt, Tunisia, Yemen and other Middle Eastern countries today faces formidable challenges. In Egypt, the “interim” military government runs the transition to constitutional civilian rule. The sly military fox is guarding the henhouse of democracy in Egypt. Many Egyptians openly question whether the military is window dressing democracy to whisk Egypt back to the old Mubarak-style dictatorship with a democratic façade. The fact that Mubarak’s last prime minister, Ahmed Shafiq, is a leading candidate (and widely perceived as shoo-in) in the presidential race in mid-June lends support to the cynical view that the more things change in Egypt, the more they remain the same. But more alarming is the fact that since the onset of the revolution in Tahrir Square in January 2011, there have been more than 12,000 Egyptians arrested and many brought to trial before military courts on a variety of questionable charges. Many respected human rights organizations have been subjected to harassment and investigation for “treason” by the state security prosecutor’s office. Is Egypt skating on the slippery slope of dictatorship?
In Tunisia, the Constitutional Assembly elected last October to draft a new Constitution within one year seems to show some hopeful signs. The most encouraging sign comes from the fact that the constitutional drafters do not seems preoccupied with time consuming divisive political issue but instead are focusing their efforts on establishing a robust constitutional structure that addresses potential abuses of power and prevent the future rise of a dictatorship. Using different “commissions”, the drafters are discussing the suitability of parliamentary or presidential systems, the structural controls needed to maintain the balance of power in the branches of government and institutionalizing legislative oversight of the executive branch, the need for a constitutional court, decentralization of power and other issues.
Libya’s progress on the road to democracy is not very encouraging. In August 2011, an anonymously published “Draft Constitutional Charter for the Transitional Stage” of Libya was circulated widely. It seemed to be a cut-and-paste job festooned with the buzzwords of Western liberal democracies about the rule of law, personal freedoms of speech and religion, multiparty democracy and so on. Other drafts are also in circulation. This past March a 60-person constitution drafting committee was appointed equally representing Libya’s three main regions. But it seems the Libyans have more urgent problems of stability and security. In the absence of an effective national army, the ragtag army of revolutionary fighters and militiamen who overthrew Gadhafi continue to clash with each other and operate in their respective areas with impunity. The silver lining in the dark constitutional cloud over Libya appears to be the existence of independent groups of Libyan lawyers, jurists, scholars, intellectuals and others hard at work preparing draft constitutions. Though such disparate efforts could contribute to the existing constitutional chaos and confusion, it could ultimately contribute to broader public awareness and participation in the constitution-making process in Libya.
Roadblocks to Constitutional Democracy in Ethiopia?
Not unlike the “Arab Spring” countries, Ethiopia will likely face the critical question of what to do with the current constitution after the fall of the ruling dictatorship. One could reasonably expect vociferous calls for the adoption of an interim constitution (assuming the military will not make a naked power grab) and establish a transitional government. The Ethiopian Constitution was originally engineered by one-man to divide, rule and control and for one party to exert total domination. Its general application has been minimal. Its provisions are systematically and routinely ignored, avoided and overlooked by the ruling dictatorship (see reference below to the recent U.S. State Department’s Country Reports on Human Rights Practices for Ethiopia). There is widespread dissatisfaction about its uses, misuses and abuses by the ruling party and its iron-fisted leader; and there are compelling reasons for dissatisfaction. In 2009,the International Crises Group, a highly respected non-partisan and independent organization which gives advice on the prevention and resolution of deadly conflict to the United Nations, European Union and World Bank, pinpointed one of the most contentious issues that has caused wide dissatisfaction:
The EPRDF’s ethnic federalism has not dampened conflict, but rather increased competition among groups that vie over land and natural resources, as well as administrative boundaries and government budgets. Furthermore, ethnic federalism has failed to resolve the “national question”. The EPRDF’s ethnic policy has empowered some groups but has not been accompanied by dialogue and reconciliation. For Amhara and national elites, ethnic federalism impedes a strong, unitary nation-state. For ethno-national rebel groups like the ONLF (Ogaden National Liberation Front; Somalis in the Ogaden) and OLF (Oromo Liberation Front; the Oromo), ethnic federalism remains artificial.
Membership in the EPRDF [the ruling party] conferred advantages upon its members; the party directly owned many businesses and was broadly perceived to award jobs and business contracts to loyal supporters. The opposition reported that in many instances local authorities told its members to renounce their party membership and join the EPRDF if they wanted access to subsidized seeds and fertilizer; food relief; civil service job assignment, promotion, or retention; student university assignment and postgraduate employment; and other benefits controlled by the government… Some government officials appeared to manipulate the privatization process, and state- and party-owned businesses received preferential access to land leases and credit…
The law requires authorities to obtain judicial warrants to search private property; however, in practice police often ignored the law… The government reportedly used a widespread system of paid informants to report on the activities of particular individuals… Security forces continued to detain family members of persons sought for questioning by the government…The national government and regional governments continued to put in place “villagization” plans in the Gambella, Benishangul-Gumuz, and Somali regions… According to the [Human Rights Watch] report, security forces beat (sometimes leading to death), threatened, arrested without charge, and detained persons who were critical of planned villagization of their communities, and this caused persons to fear speaking out against the process… While the constitution and law provide for freedom of speech and press, the government did not respect these rights in practice… The government continued to arrest, harass, and prosecute journalists, publishers, and editors… Students in schools and universities were indoctrinated in the core precepts of the ruling EPDRF party’s concept of ‘revolutionary democracy’…
Learning From the Mistakes and Successes of Others: Pre-Dialogue for a Constitution-Making Process in Ethiopia
If the recent history of upheavals in North Africa offers a lesson to Ethiopia, it is the fact that it will likely necessary to establish a “caretaker government” to lead in the transitional period. Such a government could facilitate governance during the transitional period, expedite the drafting of a permanent constitution and address critical political and security issues that may arise until a democratically elected government is installed. Although one could endlessly speculate on alternative scenarios in the aftermath of the fall of dictatorship in Ethiopia (including direct military intervention, installation of pre-arranged leaders by international interests, severe political strife, a “unity government”, etc.,), the important thing in my view is to start an informed constitutional conversation (a “pre-dialogue”) now, and not wait for some some dramatic event to happen to begin discussion.
One of the important lessons of the “Arab Spring” is that those who led the struggle against dictatorship had failed to seriously consider the question of who should lead the constitutional review and drafting process in the transitional period. Western nations were too eager to bridge the gap by sending their constitutional experts, specialists, scholars and tons of instructional materials on how to structure a robust democratic constitution. National stakeholders representing political parties and organizations were quickly organized as transitional governments and allowed to operate within the parameters set by the military backing them up. This approach to “democratization” has not been particularly conducive to giving voice and allowing meaningful participation by ordinary citizens, civic society and grassroots organizations. As a result, it appears the constitution-making efforts in those countries undergoing the proverbial “Spring” reflects the general desires and wishes of the elites much more than the ordinary citizens who do not have sufficient familiarity with the process or the substance of the draft constitutional provisions.
This underscores the importance of inclusiveness of all segments of society in any constitutional pre-dialogue (and dialogue) in Ethiopia and in the Ethiopian Diaspora. An elite and expert-driven dialogue which excludes or underrepresents grassroots and civil society organizations is likely to be an exercise in constitutional window-dressing. While expert and elite participation is necessary because of the technical skills required in drafting and compromises that need to be made by the major stakeholders, the debates and conflicts between political parties, organizations and leaders should not and must not be allowed to dominate or overshadow the vital need for mass public participation in the constitutional dialogue. In the “Arab Spring”, civil society and grassroots organizations, women, the youth, and other underrepresented groups have not been adequately included in the formal dialogue and will likely not be involved in the final negotiations and drafting of a new constitution. Is it not ironic that the young Egyptians who sparked the revolution and sacrificed their lives in overthrowing Mubarak now have so little voice in the drafting of the new constitution?
There are other important lessons Ethiopians can learn from the general experience of the “Arab Spring”. Public civic education on a new constitution must be provided in the transitional period. Ethiopian political parties, organizations, leaders, scholars, human rights advocates and others should undertake a systematic program of public education and mobilization for democratization and transition to a genuine constitutional democracy. They must initiate and lead broad and ongoing dialogue on the current constitution, its advantages and disadvantages and present constitutional alternatives for a new and genuinely democratic Ethiopia.
Political polarization of society is a predictable outcome in a post-dictatorship period. To overcome conflict and effect a peaceful transition, competing factions must work together, which requires the development of consensus on core values. The “Arab Spring” experience shows the difficulty in developing consensus as they seem to be bogged down in all sorts of divisive issues rooted in religion, identity, ethnicity and so on. What should be the core values of a new democratic Ethiopia? How does one transform subnational fragmentation and disintegration into national cohesion and integration?
To have a successful transition from dictatorship to constitutional democracy, Ethiopians need to practice the arts of civil discourse and negotiations. As difficult and embarrassing as it is to admit, many Ethiopian elites on all sides seem to suffer from a culture of inflexibility and zero sum gamesmanship. In other words, one has to win always, and the rest must always lose. We have seen absurd zero sum games played over the past 21 years. In May 2010, the ruling party claimed it had won 99.6 percent of the legislative seats! In 2008, the same ruling party claimed that in the local and by-elections it had won all but four of 3.4 million contested seats! A clean break from such zero sum culture and zero sum mentality is needed. Such absurdity and rigidity is also the perfect breeding ground for the re-emergence of a new dictatorship. It must be replaced by a culture of tolerance, good will, civility and respect in national dialogue.
One of the criticism aimed at the interim and transitional governments in the “Arab Spring” countries is lack of transparency in the constitution-making process. In Egypt, it seems clear that regardless of any new constitution, the military is unlikely to give up its control to civilian supremacy and risk losing its massive economic holdings in real estate and the services sector. In a transitional period, the public is often left in the dark about the constitution drafting process process and transitional governments tend to be somewhat secretive about their activities. In Libya, political activists in major cities have held demonstrations demanding more transparency in the transitional council’s decision-making process.
The absence of transparency diminishes public confidence and increases popular cynicism. Broad citizen engagement is one of the most effective ways of maximizing transparency. Ethiopian political parties and organizations, civic and grassroots organizations, advocacy groups and the independent press could play a decisive role in promoting and maintaining transparency in the constitutional dialogue and constitution making process. They could play important roles in educating and informing the public and by monitoring official activities to safeguard against manipulation and underhandedness by those entrusted with drafting the constitution.
Kenya’s Constitutional Model for Ethiopia?
Kenya’s constitutional reform in the aftermath of the crises in the 2007-07 presidential elections has been praised by various international organizations and governments. The Kenyans formed a “national unity” government before embarking on a constitutional drafting process. Most independent commentators have noted the inclusiveness and transparency of the constitution drafting process, the extensive consultations among stakeholders, the wide availability of constitutional civic education and the high level of civic engagement. The new constitution adopted in 2010 makes significant changes by imposing constitutional limits on executive power, replacement of powerful provincial governments with smaller counties, a citizens’ Bill of Rights and a landcommission to return stolen property and review past abuses, among others. The Constitution was approved by 70 percent of the Kenyan electorate.
The Search of a Democratic Constitution and a Constitutional Democracy in Ethiopia
The search for a democratic constitution and the goal of a constitutional democracy in Ethiopia will be a circuitous, arduous and challenging task. But it can be done! My views on the subject are pretty straightforward: A constitution is the supreme law of the land, which simply means that it is the fountainhead of all laws and all other laws in the land are subordinate to it. A constitution is fundamentally a limitation on government (not an empowerment of government). I think of it as the people’s iron chain leash on the “government dog”. The shorter the leash, the better and safter it is for the dog’s masters. A constitution is also the sword that guarantees individual liberties and human rights against abuse by those exercising power. Only when those who are entrusted with the sacred duty of governance are put on a short leash and guarded by an independent judiciary wielding the sword of accountability will there be a true constitutional democracy in Ethiopia.

Ethiopian girls as young as thirteen are being trafficked to the Middle East. The situation is so out of control that an otherwise pro-government publication has felt compelled to speak up.
This is not a small rogue operation. It is human trafficking on an industrial scale, with a wink and a nod from the Ethiopian government. According to various news reports, up to 45,000 Ethiopian women are trafficked each month to Saudi Arabia alone.
Ethiopia’s ruling group is only interested in the foreign exchange earnings generated on the backs of these vulnerable women. The Obama administration remains silent on this issue because the war on terror and alliance with an African tyrant is deemed more important than the lives of millions of poor Ethiopian women.

Presently thousands of Ethiopians in their youth are flocking to the Middle East. A person who happens to be at the immigration authority or at the Ministry of Labour and Social Affairs here in Addis Ababa is bound to be surprised by the throng of young women they witness teeming in and around the offices of these institutions.
For an onlooker the women seem to be gathered to stage a protest or to celebrate some kind of event, and not to obtain the documents needed to leave the country for work.
Nobody, including us, is arguing that Ethiopians should not be allowed to go abroad and earn their living by selling their labour. This is a right they enjoy.
This said, we are of the firm belief that when Ethiopian citizens travel overseas in search of a job they must do so in compliance with all requirements and their rights and dignity must be protected; they should not be subjected to any degrading treatment that brings shame and dishonor both on themselves and their country. It’s only when the benefits far outweigh the downsides that they should work abroad.
The reality, however, is far from this. The majority of the young women that embark on completing the formalities required to go overseas for work are underage girls recruited by crooked dealers from the rural parts of the country who lie about their ages to obtain a passport. Some are as young as thirteen or fourteen. This is disheartening, to say the least.
Though these young women are informed that they will work as maids in Middle Eastern countries, most of them have no knowledge about the cultures and traditions of the countries they will travel to and are unskilled in the tasks they are expected to perform; they do not receive any training or orientation. This compounds the problem.
Given that they have no clue about urban life, they encounter all sorts of difficulties from the moment they arrive at the capital. They do not know what time to come to the airport for departure or where to go to once they get there, making them liable to various forms of ill-treatment. They begin to experience humiliation right at home.
The indignity does not end there, though. It follows them to their country of destination as well. They are not provided with adequate shelter upon arrival. And as they are compelled to surrender their passports, they cannot return home whenever they wish. Aside from this they endure both physical and mental abuse, which result in the untimely death of some and forces others to resort to crime.
To make matters worse there are reports that Ethiopian workers are being abducted and threatened with death if their families do not pay a ransom. Families that expect their daughters to send some money are on the contrary selling their cattle and other prized possessions to save the lives of their beloved ones and becoming even poorer than they already are.
Reports also abound of Ethiopian refuges being misled about where they are migrating to and ending up as forced labourers, prostitutes or victims of organ harvesting. As a result they are suffering from a nervous breakdown, committing suicide or turning to crime.
All in all Ethiopian workers overseas or refugees who flee in search of a better life are subjected to egregious abuses that have terrible consequences and are a source of utter shame for them, their families and their country.
Why is this happening to us? Isn’t there something we can do about it?
There is and there should be. The responsibility of finding a holistic and prompt solution, understandably, rests on the shoulders of the government. This calls for it to conduct an in-depth analysis of the nature and cause of the problem as well as the policies and procedures currently in place and come up with a comprehensive solution.
On our part we believe the centerpiece of the government’s obligation in this regard should be to formulate and execute policies and plans aimed at enabling the youth in Ethiopia to improve their livelihood right at home without having to go abroad.
Alongside this the government needs to ensure that when it is determined that citizens and the country stand to benefit from the migration of labour it properly regulates the whole process so that unscrupulous human traffickers do not cause the harm they are inflicting on citizens and the nation. Issuing a statement declaring that such and such number of Ethiopians have left the country for work does not amount to discharging one’s duties as a government. Accordingly it is important to establish in addition to and independent of the immigration authority and the Ministry of Labour and Social Affairs a government agency tasked with ascertaining that citizens desirous to go abroad for work have attained minimum age, are healthy and receive the requisite training as well as with monitoring whether their rights and benefits are respected and, when necessary, facilitating their return home in a dignified manner.
Generally speaking we should not be blinded by the hard currency Ethiopian workers or refugees remit. We need to remind ourselves of the physical, emotional and financial toll it takes on the workers/refugees and their families as well as the humiliation and indignity it subjects Ethiopians and their country to.
Let’s not sell out our citizens’ dignity for the sake of the income derived from selling their labour.
