Protesters killed and 40,000 jailed as Blair’s friend in Ethiopia quells ‘insurrection’

A leader handpicked by Tony Blair to champion Africa has smashed his opponents with the biggest crackdown in the continent’s recent history, jailing 40,000 people including boys of 15.

Meles Zenawi, the Ethiopian prime minister and a member of Britain’s Commission for Africa, has launched a systematic onslaught against every possible adversary.

The entire leadership of Ethiopia’s main opposition party has been locked up. Mr Meles has closed five newspapers and jailed their editors, while police have killed about 80 demonstrators.

Paramilitary units have killed people arbitrarily and thousands have been detained at random.

This operation had thwarted “an insurrection”, Mr Meles said.

A crackdown on this scale has not been seen in Africa for 20 years and the repression exceeds anything by President Robert Mugabe of Zimbabwe for the past decade at least.

Apartheid-era South Africa’s onslaught against the black townships in the 1980s provides the only recent comparison. Ethiopia sank into crisis after a general election in May. The opposition said the polls were rigged and called mass protests in the capital, Addis Ababa.

Demonstrators gathered in huge numbers in June and again last month. On both occasions the security forces opened fire with live rounds. A handful of protesters were armed and shot at police. But most were unarmed and western diplomats dismissed Mr Meles’s claim that a violent “revolution” was unfolding.

Instead, repression has followed November’s demonstrations. Twenty-three leaders of the opposition Coalition for Unity and Democracy (CUD), including Hailu Shawal, its chairman, will be formally charged with treason today. The CUD holds all 23 of Addis Ababa’s parliamentary seats and its most junior figures have not been spared.

Police came for Teshome Legesse, a CUD city councillor, as he was having lunch with his family on Nov 1.

When they beat him with rifle butts, his wife, Etenesh Yimmam, 46, became hysterical. They beat her with sticks, then one of the police shot her twice.

The man who killed Mrs Etenesh received a shouted order from another officer: “Just do it.” At that moment, he fired again, apparently aiming at the woman’s son, bent over her body. He missed and wounded one of the family’s neighbours. Then two officers fired in the air, dispersing the crowd, and the police left in a pick-up, taking the dead woman’s husband.

Arrests were taking place across Addis Ababa. The city’s jail overflowed and prisoners were held in its compound. As that became crammed, detainees were held in the National Exhibition Centre. Even that overflowed, so government offices were used as temporary prisons.

Detainees were beaten, stripped of their shoes then driven to an old military camp at Dedesa, 250 miles west of Addis Ababa. There they survive in disused barracks on daily rations of four slices of bread.

Western diplomats have reports of executions at Dedesa and of a body being hung on the camp’s gates. The best estimate for the total detained is 40,000.

Most were held for a few weeks. But Mr Meles said on Tuesday that 3,000 were still in detention.

Last year Britain gave Ethiopia £44 million of aid, of which £30 million went directly into the government’s coffers. This year £50 million has been withheld.

Mesfin Abebe, 15, an orphan who begs on the streets, was arrested, beaten and held at Dedesa for 15 days. “They did not choose who they were arresting,” he said. “They just grabbed boys from the street.”

Members of the European Parliament condemn violence in Ethiopia

Members of the European Parliament voted in favour of three resolutions on the human rights situation in Tibet and Hong Kong, human rights issue in Russia and the new NGO legislation and the situation in Ethiopia and the new border conflict.

MEPs condemn violence in Ethiopia

In adopting a joint resolution on the situation in Ethiopia with 93 votes in favour,  0 against and 1 abstention, MEPs condemn the violence, the use of disproportionate means of repression by the armed forces and the mass arrests.  The House calls on the Ethiopian Government to immediately and unconditionally release all political prisoners and journalists and fulfil its obligations with respect to human rights, democratic principles and the rule of law.  Parliament calls on the Ethiopian Government to disclose the total number of persons detained throughout the country, to allow visits by the International Committee of the Red Cross (ICRC) and to allow all the detainees access to their families, legal counsel and any medical care that their health situation may require.  MEPs call on the Ethiopian Government to fully respect the fundamental principles of press freedom, put an end to the state media monopoly and allow the independent press to function by returning confiscated property.  The House calls for the immediate establishment of an independent international commission of inquiry, optimally under UN responsibility, to investigate the human rights abuses and to identify and bring to justice those responsible.
 
MEPs consider that, despite the political dialogue between the EU and the Ethiopian Government under Article 8 of the Cotonou Agreement, the latter has failed to fulfil its obligations with respect to human rights, democratic principles and the rule of law. The House calls on the Commission and the Council to take a coordinated stance in line with Article 96 of the Cotonou Agreement.  Parliament also calls on the Commission and the Council to consider targeted sanctions against members of the Ethiopian Government if the current human rights situation is not significantly improved.  The House calls on the Council and the Commission to channel humanitarian aid for the population of Ethiopia primarily through NGOs and UN specialised agencies in order to provide direct assistance to the population.  Parliament also calls for a resumption of the process of reform and improvement of democratic institutions, which includes a serious and international examination of the results of the parliamentary elections held in May.  Finally, MEPs call on the African Union, whose head office is in Ethiopia, to take a clear stance, proving its determination to bring democracy forward in Africa, especially in Ethiopia.
 
 
 
Situation in Tibet and Hong Kong
 
In adopting a joint resolution on the situation in Tibet and in Hong Kong, MEPs demand that the Government of the PRC clarify the circumstances of the death of the young Tibetan Monk Ngawang Jangchub during the ‘patriotic education’ session in October 2005.  The House is deeply concerned about the state of health of the five monks arrested on 23 November 2005 at Drepung Monastery.  Parliament urges the Government of the PRC to immediately release them from their imprisonment in the Public Security Bureau Detention Centres.  MEPs call on the Government of the PRC to provide all the information available concerning their detention conditions with reference, in particular, to the allegations of torture and the possible arrest of more people.  The House urges the Government to suspend the blockade of Drepung Monastery in Lhasa immediately.  MEPs also urge the Chinese authorities to cease the ‘patriotic education’ campaign, to react in a proportionate manner to non-violent protests and not to undermine human rights by the use of physical violence against them.
 
MEPs calls once more on the Government of the PRC to improve the conditions of imprisonment in its jails, to cease and abolish torture of detainees, as well as stopping the continued violation of the human rights of the Tibetan people and other minorities and ensuring that it respects international standards of human rights and humanitarian law.  The House calls on the Council and the Member States to maintain the EU embargo on trade in arms with the PRC and not to weaken the existing limitation of such arms sales.  MEPs call on the Government of the PRC to continue the dialogue with the representatives of the Dalai Lama.  Finally, the House urges the Conference of Presidents to invite his Holiness the Dalai Lama to address the European Parliament during 2006.
 
Hong Kong
 
MEPs recall that the Basic Law provides for Hong Kong’s Chief Executive ultimately to be elected by universal suffrage. Parliament  Calls on the authorities of Hong Kong to:
 
    – set a timetable for universal suffrage acceptable to all democratic parties and the public,
    – abolish the appointment system in the District Council,
    – replace corporate voting by individual voting for functional constituencies of the Legislative Council,
    – broaden the electorate of the Election Committee;
 
Finally, the House looks forward to seeing the Chief Executive and all members of the Legislative Council elected by means of an electoral system based on the principles of a multi-party democracy, accountability of the government to the legislature and genuinely effective governance which will confer a clear benefit on all the people of Hong Kong.
 
 
 
Human rights in Russia – support for NGOs
 
In adopting a resolution on human rights in Russia and the new NGO legislation, MEPs underline the importance of non-governmental organisations to a stable and democratic civil society which is built not only on principles such as the rule of law and freedom of speech but also on the ability of citizens to associate freely.  THe House expresses therefore its great concern about the draft law on amendments to Russian federal legislation on non-profit organisations and public associations and calls for the new legislation to comply with the norms and standards of the Council of Europe.
 
MEPs hope that the Russian legislators will:
 
(a) provide a clear definition of unacceptable political activities which may not be financed from foreign sources, (b) establish that a decision of a judicial and not a supervisory authority is the only ground for dissolution of NGOs and NPOs, (c) choose not to introduce the requirement of permanent residence for non-nationals as well as the age requirement, (d) ensure the right of non-nationals to establish NGOs in Russia and participate in their work, (e) ease the proposed powers of supervision by the authorities over NGOs, particularly as regards the requirements of financial accountability for resources supplied by foreign sponsors.
 
Parliament appeals to the Russian Duma to take the necessary time to review and improve the amendments in the light of the recommendations made in the Presidential review, the Council of Europe Provisional Opinion and this Resolution.  The House calls on the State Duma to start a broad consultation process involving all the democratic components of Russian civil society in order to find ways to genuinely encourage, support and consolidate the setting-up of NGOs.  MEPs call on the incoming Austrian and Finnish Presidencies to raise the issues of respect for democracy and human rights at the next EU-Russia summits, to give the EU-Russia human rights dialogue a more prominent role and to further involve the European Parliament in this process.  The House calls on the Russian authorities to cease politically motivated harassment of NGOs, especially those observing the situation in Chechnya such as the Russian-Chechen Friendship Society.  Finally, MEPs call on the Council and the Commission to enhance their support for civil society in Russia and to increase allocations for promoting human rights.

On May 15, 2005, Ethiopia held the first open, multi-party, democratic elections in its 3,000 year history.  It was an important milestone that gave the people of that country a sense of national pride and hope.  Unfortunately, the elation that was so evident on election day was short lived.  International observers cited serious vote counting irregularities and flaws in the electoral process. 

Nearly 25 million Ethiopians – 90 percent of eligible voters – went to the polls and early counts indicated strong support for the opposition.  As it became clear that the ruling party was in danger of losing its grip on power, the government stopped the vote counting in a blatant move to manipulate the results.  Accusations of vote rigging forced the National Electoral Board of Ethiopia (NEBE) to delay the release of the official results.

The controversy led to protests in Addis Ababa, the Oromiya regions, and other provinces.  On June 8, in response to protesters challenging the provisional results of the elections, Ethiopian security forces are accused of shooting at least 40 protestors, killing 26, temporarily detaining over 500 student protestors and arresting at least 50 people.  Ethiopia’s main opposition political party, the Coalition for Unity and Democracy Party (CUDP) refused to take its seats in parliament in protest of the election results.  Just recently, 50 members of the CUDP took their seats in Parliament, but there is some concern that they were pressured into doing so. 

Last month, the situation in Ethiopia took a further turn for the worse.  On November 1, following street demonstrations that erupted into four days of violence when police started shooting, at least 46 protesters were killed in Addis Ababa and other towns, and some 4,000 were arrested. 

There have been numerous reports of widespread arbitrary detention, beatings, torture, disappearances, and the use of excessive force by police and soldiers against anyone suspected of supporting the CUDP detainees.   

The detainees include distinguished Ethiopian patriots such as Hailu Shawel, president of the CUDP; Professor Mesfin Woldemariam, former chair of the Ethiopian Human Rights Council; Dr. Yacob Hailemariam, a former UN Special Envoy and former prosecutor at the International Criminal Tribunal for Rwanda; Ms. Birtukan Mideksa, CUDP vice-president and a former judge; and Dr. Berhanu Negga, the recently elected Mayor of Addis Ababa and university professor of economics. 

Today, the entire senior leadership of the CUDP is reportedly in jail and has been held incommunicado in harsh conditions, without access to their families or legal representatives.  Amnesty International considers these individuals to be prisoners of conscience who have neither used nor advocated violence.  The government of Prime Minister Meles Zenawi is seeking to charge them with treason, a capital offense, for the “crime” of urging their supporters to engage in peaceful protest on their behalf.  CUDP leaders are scheduled to appear in court today, presumably to be officially charged with treason.

Journalists and members of the media have also been jailed.  According to the Committee to Protect Journalists, Ethiopian authorities have prevented most private newspapers from publishing, arrested or harassed local journalists and their family members, and threatened to charge journalists with treason.  Thirteen journalists have been detained since last month’s anti-government protests, including two more who were just arrested this week. 

It is particularly disturbing, when one considers these events, that since 1991 the government of Prime Minister Meles has received billions of dollars in foreign aid, including to strengthen democratic institutions and the rule of law in his country.  Recently, the European Union suspended its aid to Prime Minister Meles’ government and is seeking ways to channel it to the Ethiopian people through private voluntary organizations

Last month, thousands of Ethiopians and their supporters in this country came to Washington to protest the violence and repression by the Meles government and to urge the Bush Administration to help establish real democracy and the rule of law in Ethiopia.  Ethiopia has been an ally of the United States in combating international terrorism, yet it is using similar tactics against its own people.   

Mr. President, over the past several years, Ethiopia has made progress in both political reform and economic development.  But that progress has been overshadowed by the tragic events of the past six months.  The government’s heavy handed tactics to steal the election and persecute those who sought to play by the rules of democracy, should be universally condemned.

The Bush Administration should make clear to Prime Minister Meles that if his government does not abide by the basic principles of democracy, due process and respect for human rights, including an end to the use of random searches, beatings, mass arrests and lethal force against peaceful protesters, and if political detainees are not released, that we will join with the European Union and suspend our aid to his government, including our support for financing from the World Bank and the African Development Bank other than for basic human needs.  There should be severe consequences for such a flagrant subversion of the will of the Ethiopian people.

Ethiopians Protest Against The Washington Times

WASHINGTON, Dec. 14, 2005, 11:00 p.m. – Dozens of Ethiopians yesterday braved the cold to protest a forum on the democratization of their country being held at The Washington Times newspaper’s headquarters.

More than 50 protesters chanted “Washington Times break your silence” and held signs that said “Your darling eats his own young” during a more than three hour protest of Interreligious and International Federation for World Peace-sponsored event.

The IIFWP is an organization led by Unification Church founder Rev. Sun Myung Moon, owner of The Times.

IIFWP had invited Aurelia E. Brazeal, former Ethiopian Ambassador, and current Ambassador David H. Shinn to its forum, but other U.S. government and private sector officials attended in their place.

“Those people who are sitting in there are the ones who are supporting the killing in Ethiopia,” said Zenash Teferra, a protester.

Elias Kifle, another protester, agreed.

“We are asking The Washington Times to pay attention to the situation in Ethiopia,” he said. “Right now The Washington Times – and the rest of the media – are ignoring the genocide in Ethiopia, just like they ignored genocide in Rwanda.”

There were no arrest of the protesters who say Ethiopian authorities used excessive force to quell post-election protests that led to at least 82 deaths.

IIFWP Secretary-General James P. Flynn said the protesters left after he allowed two members from the group to address the forum.

“We know this is a polarizing issue and we are trying to allow for some communication,” he said.

Dear Takeda,

Thank you for your open letter of 17 November, raising some points about my earlier ‘Comments on the Ethiopian Crisis’. I have received so many messages of thanks and congratulations since those comments were published on the internet that it is entirely right that I should also be subjected to some more critical observations, both from yourself and from others. Ethiopia is an extremely complex country, about which there is understandably a great variety of opinions, which are held with sincerity and – especially at times like the present – often with passion. All I can do is put forward my own views, together with the reasons that lead me to hold them, and leave to others the opportunity to present alternatives. I was particularly pleased to receive your comments, not only because of your deservedly high position in the Ethiopian Government, but because I have known you since we both taught together in the Department of Political Science and International Relations in Addis Ababa University exactly twenty years ago, when I was a visiting professor there and you were teaching with great dedication on a part-time basis, while already holding a high position in the Ministry of Foreign Affairs.

Thank you also for referring so generously to the presentation about Ethiopia that I made at a meeting in South Africa which we both attended in April 2004. It may be helpful to note the circumstances both of this presentation, and of my more recent comments, to help explain the differences in tone (though not, I think, in basic argument) between them. The meeting at Tswalu was a gathering by invitation of a number of very notable Africans, together with a few external commentators, to think over some of the issues facing the continent in the relaxed atmosphere provided by a private game lodge in the Kalahari. The theme on that occasion was the particular problems involved in governing Africa’s largest states – including Nigeria, Ethiopia, South Africa, and the Democratic Republic of Congo – and I was particularly honoured to be invited to make the initial presentation on the Ethiopian case, to which (as you note) it was expected and intended that Ato Meles Zenawi would reply. In the event, other urgent commitments of the kind that a Head of Government can never escape prevented his attendance, and you very ably substituted for him – though, inevitably, without quite being able to fill the gap left by such an articulate leader. Since the whole object of the occasion was to promote a friendly and constructive discussion, and since in any event there are proper diplomatic courtesies which need to be respected when addressing a national leader about issues in his own country, the misgivings which I already felt about some of the developments in Ethiopia were couched in a coded form with which Ethiopians are perfectly familiar, and which Ato Meles would undoubtedly have decoded and taken up. Your own comments on my presentation at the time were much kinder than I suspect that Ato Meles’ would have been. The paper has since been revised, in the light of comments at the meeting (including your own) and subsequent developments, and will be published early next year in a volume on governing large states in Africa by Witwatersrand University Press. The most important of those subsequent developments are of course the May 2005 elections in Ethiopia and their repercussions. Since these had not occurred at the time of the original presentation, I obviously could not take them into account, and it was only fair to maintain an open mind tinged with optimism towards the future. Sadly, some of my misgivings have now been realised.

The paper with which you compare it, my ‘Comments on the Ethiopian Crisis’, was written in response to a request from my old friend Paul Henze for my views on what was happening in Ethiopia at the present time. Paul and I have talked and corresponded over Ethiopian affairs for many years, and I was happy to take this opportunity to do so. In the event, my views turned out on this occasion to be rather different from his, and he replied with a statement of his own position which you will certainly have read. Since I had also sent my comments to a number of other people who had asked for them, Paul’s response followed, and before we knew where we were, an exchange of views between friends had turned into what I have seen referred to on the internet as ‘the great Clapham-Henze debate’, to which other commentators including yourself have in turn contributed. A paper written originally as a personal letter will inevitably differ in tone from one written for a public occasion in the presence of the national leader, but the underlying argument is the same. There are not two Professor Claphams, as you are inclined to suppose, but just the one. Nor do I in any way regret that my comments have now become public. For one thing, when academic commentators express opinions that may (if your own assessment is correct) have some impact on events, it is only right that they should do so in a form in which they can be openly assessed and criticised, rather than through secretive channels. And equally, I feel that one thing that concerned outsiders such as myself (and of course Paul Henze and others) can do to help Ethiopia at times such as the present is to make our expertise (such as it is) available in the form of open comment and analysis. I am deeply aware that as a retired academic I have a position of privilege denied to many others (including yourself) who are necessarily constrained in what they can write, and which should not be abused.

To come onto the substance of your comments, I would certainly start by agreeing that in a great many respects, the EPRDF regime has been a very significant improvement over its immediate predecessor – not, admittedly, that this would be difficult. Considerable improvements have been made in liberalising the economy (despite some continuing weaknesses), and there has been a dramatic improvement in the openness of the society, notably through the emergence of a free press. The EPRDF likewise came up with an imaginative policy for resolving the age-old problem of ‘nationalities’ in Ethiopia, through the recognition of the right to autonomy and (in extreme cases) secession. This policy certainly carried considerable dangers, and would inevitably be subject to criticism, whether on the one hand for destroying the unity of the Ethiopian state and nation, or on the other for serving as a cover for continuing highland (and in this case notably Tigrayan) rule; but there was a clearly articulated rationale for it, for which the government deserves credit. There was certainly a basis for the positive elements to which I drew attention in my Tswalu paper, and which you recall in your open letter.

The problem with which I was concerned in my recent Comments was however a different one: to explore the evident weaknesses in the government’s political position that were made all too apparent by the elections and their aftermath, and to ask how these could be explained. I am somewhat reassured that neither you nor any of the other critical commentators on my paper have seriously undertaken to challenge the analysis that I made in the first two pages or so of my Comments, and which therefore continues to stand. This analysis was not concerned with whether the EPRDF regime should be regarded as ‘good’ or ‘bad’ – something that I am quite prepared to leave to Ethiopians to decide for themselves – but rather why it had failed to translate its achievements into electoral support. In some respects, indeed, the EPRDF regime may be compared to the Haile-Selassie monarchy, whose slow demise I observed some forty years ago, and which had likewise created expectations that it was then unable to realise. Just as Haile-Selassie did much to create the class of educated Ethiopians who eventually turned against him, so the EPRDF, through its opening up of political space and especially the mobilisation of ethnic identities, has helped to create the forces that are now challenging it.

The central problem has been its failure to foster the political institutions and processes that were needed to make the new system work. ‘Politics’, in a pluralist society such as Ethiopia has now become, is a process that involves recognising the autonomy and legitimacy of different sources of organised political power, and then devising mechanisms for achieving agreement, by arguing, listening, persuading, forming common cause with people and groups with which you agree on some things (though not everything), and symbolising identities and aspirations that large numbers of your fellow citizens share. I recognise, as I noted in the Tswalu paper, that this has been particularly difficult to achieve in Ethiopia, but there is nonetheless no alternative to it. It is something that Ethiopians have to learn, however hard it may be. And it is also something that the EPRDF government has been particularly poor at achieving. This would have required the government, having created regional autonomy on a ‘nationality’ basis, to recognise the right of the different nationalities to choose their own leaders, who would necessarily have held rather different views from the government in Addis Ababa, and have been answerable to their own peoples. They would in turn then have needed to bargain over policy with the leaders of other nationalities and with the central government. This has never been allowed to happen, and the EPRDF is paying the price for it. A particularly telling example was the killing in May 2002 of Sidamas who were peacefully demonstrating over an issue as manageable as the status of the city of Awassa.

In making these comments about the failures of the government, it was certainly not my intention to express unqualified support for the opposition, and notably the CUD. They too, like the EPRDF and other opposition groups such as the UEDF, have their weaknesses, and they too need to learn the arts of political management. The same goes to an even greater extent for those groups and individual commentators who pass judgement on Ethiopian affairs from the sanctuary of the diaspora, and because they need only to address external audiences, have no need to adapt their comments to political realities in the country itself. One of the great hopes opened up by the recent elections was that they would encourage open political argument to take place within Ethiopia, and would enable groups which have hitherto engaged in exile politics (among which the OLF is particularly significant) to return home and participate in the complex and extremely difficult task of devising an acceptable political order for Ethiopia and its peoples. Correspondingly, the greatest tragedy of the recent developments is that those who did with great courage engage in democratic politics within Ethiopia, and who showed themselves in the process to enjoy very considerable popular support, have been imprisoned and charged with capital offences by the government of which you form part, while some of their supporters have been killed on the streets of Addis Ababa. While there must be considerable doubt about whether the leaders of the opposition parties deliberately engaged in violence, and I am inclined to accept the view of Amnesty International that they did not, there can be no doubt at all that the present Ethiopian government was prepared to engage in very considerable violence as soon as it found that its position was threatened. In these circumstances, those who continue to criticise the present government from the safety of exile can scarcely be blamed for refusing to risk their own necks by doing so at home.

Politics is a trade in which there is no alternative to experience: it is only by engaging in the very challenging task of attempting to govern a country as difficult as Ethiopia that politicians can learn what is and is not practicable, and acquire the skills needed for the purpose. The EPRDF showed rapidly after 1991 that the attitudes gained in opposition could rapidly be adapted to the needs of government, under circumstances very different from those to which they had become accustomed during their long struggle against the Derg regime. They were greatly assisted in the process by the willingness of dedicated civil servants such as yourself to remain at their posts, and guide them in the learning process that they certainly required. (It was, I suspect, in large part because they lacked the stabilising influence of an inherited state apparatus that the EPLF in Eritrea was quite unable to make the same transition as the EPRDF in Ethiopia.) The leadership of the present domestic opposition parties, as I pointed out in my previous Comments, come from a far more conducive environment than did Ato Meles and his colleagues. But they too have a lot to learn, and it is a tragedy that the opportunity for them to do so now appears to have been irreparably lost.

The principal task facing whoever governs Ethiopia is clearly to find some way (or indeed, at worst, to find whether there is a way) of reconciling the different social and political communities of which the country is composed. The CUD, in seeking to represent the aspirations of those many Ethiopians who feel that the country comprises, as base, a single political community, was certainly speaking for a legitimate political community that had every right to a voice. But those who seek to represent other constituencies, and notably those of specific nationalities such as the Oromo, the various southern peoples, and the Somalis, likewise have a legitimate voice that has every right to participate fully in the political process. Should the leaders of the CUD have supposed that they could reconstitute the kind of relationship between the central government and the various nationalities that existing under the Haile-Selassie or Derg regimes (and I have no reason to believe that they were so foolish), then they would rapidly have discovered that this is no longer an option in today’s Ethiopia. That is what a democratic learning process is about. Such a process is needed every bit as much on the part of those who claim to represent the various leading nationalities. I would in particular very much welcome a considered analysis of recent developments, including the levels of support gained in the recent elections by the different opposition parties in various parts of Oromia, from a qualified Oromo commentator, and much regret that I have not yet seen one.

I likewise make no apology for referring at a number of points to the distinctively Marxist intellectual frame of reference of the leading members of the present government, and to its influence on many of their attitudes and policies. It is certainly the case, as you point out, that almost all educated Ethiopians of their generation held Marxist views; many did so with great dedication at times of intense danger, and lost their lives as a result. This was not mere student fashion, but a serious attempt to work out an intellectual response to the evident problems of Ethiopia, for which I have every respect. For many of those who remained in Derg-controlled Ethiopia, Marxism lost its allure as a result of the brutality and appallingly mistaken policies committed in its name. But for those like Ato Meles and his colleagues, who adapted it as an ideology of insurgent warfare (which across the world, from China through southeast Asia to southern Africa, Yugoslavia and Cuba, has unquestionably been the role in which Marxism has been most successful), their deeply held Marxist precepts could only be reinforced by their eventual triumph. Despite their evident success in adapting to the changed global situation since the end of the Cold War, these precepts continue in my view to inform their behaviour, across a range of policies from land tenure to their own conception of their right to rule, and the ‘democratic centralist’ organisation of the EPRDF itself.

One area in which I am happy to acknowledge an improvement is in Ethiopia’s receptivity to foreign investment, even though little investment has actually been received, and much remains to be done. The impressions cited in my Comments derived from the time of the Tswalu conference. However, Ethiopia’s position is dramatically less favourable than the impression given by your colleague suggests. On the website most widely used by corporations for assessing the ease of doing business around the world, www.doingbusiness.org, Ethiopia ranks 101st out of 145 national economies in the overall ease of doing business. On the specific indicator that you cite, the time taken to start a business, Ethiopia ranks 94th, with a time required of 32 days – a far cry from the 2 hours that you claim. I suggest that you ask your colleague to check his own figures against those of an objective external source, and either draw attention to any ways in which he may feel that Ethiopia’s performance has been undervalued, or else adapt his assertions to achieve some measure of credibility.

On the other hand, since you choose to liken the Ethiopian political process to a soccer game, in which there are rules administered by referees, I must also suggest that this analogy becomes somewhat misleading when the referee is also one of the players. Neutral referees can only be found amongst those who do not themselves have a stake in the outcome of the game, two examples of which to whom you refer are Dr. Pausewang of the Christian Michelson Institute in Norway and Ms. Ana Gomes of the European Union observer mission. In each case, you repeat allegations that the referee was biased against you. On the basis of my own long familiarity with his work, I can only testify that Dr. Pausewang is an experienced observer of scrupulous honesty and impartiality, who has the interests of Ethiopia and of all Ethiopians very much at heart. Ana Gomes earned widespread respect for her courage and integrity in East Timor, and attempts to disparage her can likewise only be counterproductive, especially in Europe. The team that attacks the referee is usually the one that has been committing the fouls.

I am sorry that my views on recent issues should have set me at odds with two such old friends as yourself and Paul Henze, but hope that the expression of our respective opinions will help to contribute to constructive discussion on issues which are very much in need of public debate. I appreciate that you write as a member of a government whose views must necessarily reflect those of the administration that he serves, and would like to assure you that my respect for your abilities is in no way diminished by the opinions that you have been called on to express.

The Ethiopian Teachers’ Association (ETA) urges the international community to intervene to save the lives of Mr. Hailu Shawel, age 71 and Chairman of CUD, and Professor Mesfin Woldemariam, age 75 and a member of CUD. The two are among the top leaders of CUD who are currently languishing in jail on tramped up charges by the ruling party in Ethiopia.

Both Mr. Hailu Shawel and Professor Mesfin Woldemariam have serious medical conditions.

Mr Hailu Shawel suffers from severe brittle diabetes mellitus, coronary heart disease, and severe peripheral vascular disease. The danger to him from the ailment of diabetes is death or complications from hyperglycemia (too high blood sugar) or hypoglycemia which is a condition of too low a blood sugar. In the situation that he is in, the coronary heart complication could lead to his death from heart attack. Mr Hailu Shawel was due to have cardiac surgery when he interrupted his treatment to return back home to Ethiopia to help diffuse the political crisis instigated by the regime.

Professor Mesfin suffers from severe emphysema, as well as severe lumbar disc disease with neuroradiculopathy (shooting pain down the legs from nerve compression). The pain is so severe and so excruciating that he constantly needs pain killers and assistance to get in and out of bed. The professor is prone to periodic attacks of asthmatic bronchitis from the emphysema where he requires a ready supply of oxygen, bronchodilaters and antibiotics.

The international community has the ethical responsibility to put stupendous and immense pressure on the regime currently in power to immediately release them from prison. Apart from their declining health, the atrocious prison conditions in Ethiopia will cost the lives of these prisoners of conscious unless the international community acts immediately to save them.

The world must not allow the Ethiopian regime to facilitate the death of Mr. Hailu Shawel and Professor Mesfin Woldemariam in illegal detention as it did to Professor Asrat Woldeyes.
