- Eritrea – 5 percent (310,000 mobile subscribers out of a population of 5.7 million)
- Myanmar – 6 percent (3 million mobile subscribers out of a population of 48.9 million)
- North Korea – 7 percent (1.8 million mobile subscribers out of a population of 24.6 million)
- Cuba – 14 percent (1.6 million mobile subscribers out of a population of 11.2 million)
- Ethiopia – 23 percent (20.3 million mobile subscribers out of a population of 87.5 million)
- Central African Republic – 27 percent (1.2 million mobile subscribers out of a population of 4.6 million)
- Madagascar – 28 percent (6.2 million mobile subscribers out of a population of 22.3 million)
- Malawi – 28 percent (4.6 million mobile subscribers out of a population of 16.2 million)
- Democratic Republic of Congo – 29 percent (20.7 million mobile subscribers out of a population of 70.6 million)
- Burundi – 32 percent (2.8 million mobile subscribers out of a population of 8.8 million)
