Melese is in desperate condition and apparently he would try everything to remain on power.
His pocket seems dry and that means he would not influence as much as loyalist he wants, so he should do something about it. The western masters have their own problem and could not finance his despicable act, so the only gamble he can play is that going to the Muslim country and negotiate to import their version of Islam and get paid.

Of course Melese and his cronies love to see fundamentalist version of Christianity and Islam, which would fight each other and keep the turmoil alive.
